42-00181: Lewis Run Gas Plant LLC/Lewis Run Gas Plant, 4613 E 91st St, Tulsa, OK 74137-2852, Bradford Township, McKean County. The Department recently issued the renewal of a Natural Minor Operating Permit to operate a natural gas processing plant. The facility's primary emission sources include a dehydration unit, combustion emissions for the dehydration unit, a fractionation skid with an associated combustion heater, an inlet compressor (rated at 700 HP) a 265 HP refrigeration compressor, potential equipment leaks, product storage tanks and loading, and an emergency natural gas generator. The inlet compressor and refrigeration compressor are 4 stroke rich burn engines equipped with catalytic converters. These two engines are subject to 40 CFR 63 Subpart ZZZZ—NESHAPs for Stationary Reciprocating Internal Combustion Units. The dehydration unit is subject to 40 CFR 63 Subpart HH—NESHAPs from Oil and Natural Gas Production Facilities. The emergency engine is subject to 40 CFR 60 Subpart JJJJ. The actual emissions reported from the facility for 2022 were 3.31 TPY CO, 1.31 TPY NOx, 0.03 TPY PM-10, < 0.01 TPY SOx, and 11.9 TPY VOC. In this renewal, permit changes include the addition of one 840-bhp natural gas-fired compressor engine and the incorporation of Permit No. AG5-42-00007A. This new source is subject to 40 CFR Part 60, Subpart OOOOa. Leak detection and repair (LDAR) requirements are now given by 40 CFR 60 Part VVa, which replaces Subparts KKK and VV. Ministerial updates are incorporated from applicable provisions of Subparts JJJJ and HH. The new oil and gas requirements of 25 Pa. Code § 129, Control of VOC Emissions from Conventional and Natural Gas Sources, are added to the Operating Permit. Application received: January 13, 2023. Issued: April 4, 2024.

32-00394: Beyond the Sunset Pet Crematory, 498 Ben Franklin Rd S, Indiana, PA 15701, White Township, Indiana County. In accordance with 25 Pa. Code §§ 127.424 and 127.425, the Department of Environmental Protection (DEP) has issued an Air Quality Operating Permit for the previously mentioned facility. Sources of emissions consist of one Matthews International-Cremation Division (''Matthews'') IE43-PP Jr. animal crematory incinerator with a 75 lb/hr capacity. The unit is equipped with a 0.6 MMBtu/hr primary burner and a 1.2 MMBtu/hr secondary chamber afterburner that meets current best available technology standards. Facility-wide potential emissions are less than 1 TPY for each pollutant. The facility was originally authorized by Plan Approval 32-00394A. The air quality permit includes operating requirements, monitoring requirements, and recordkeeping requirements for the site. Application received: April 5, 2024. Renewed: May 21, 2024.

37-00318: AMG Titanium LLC, 207 Frenz Dr, New Castle, PA 16101, Neshannock Township and Union Township, Lawrence County. The Department issued the renewal State Only Natural Minor Operating Permit for the manufacturing facility. The facility's primary emission sources include the thermite reduction process, a diesel-fueled emergency generator engine, the milling operation, a parts washer, non-vanadium sizing, an aerospace Wheelabrator, a specialty binary room, and vacuum induction melting furnaces (VIMs). The potential emissions of the primary pollutants from the facility after permit limitations are as follows: 3.22 TPY NOx, 0.95 TPY CO, 0.19 TPY SOx, 0.36 TPY VOC, 30.16 TPY PM, and 0.57 TPY HAPs; thus, the facility is a natural minor. The engine is subject to 40 CFR 63 Subpart ZZZZ, NESHAP for Reciprocating Internal Combustion Engines. The VIMs are subject to 40 CFR 63 Subpart RRR, NESHAP for Secondary Aluminum Production for Group 2 furnaces. The renewal permit contains emission restrictions, recordkeeping, work practices, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act. Application received: December 22, 2022. Issued: May 21, 2024.

33-00172: Original Fuels Inc., P.O. Box 343, Punxsutawney, PA 15767, Perry Township, Jefferson County. The Department renewed a State Only Operating Permit for the Original Fuels, Inc., Hamilton 2 Mine stone crushing & processing plant. The primary sources at the facility are 2 stone crushing and screening plants each rated at 200 tph and 2 diesel engine generators rated at 563 hp and 623 hp. The facility is a Natural Minor. Potential emissions are 4.52 tpy NOx; 0.63 tpy SOx; 17.83 tpy PM; 0.5 tpy CO; and 1.20 tpy VOC. Both engines are subject to an operating hour restriction of 1,700 hours per year. The plant is subject to 40 CFR Part 60 Subpart OOO, the Standards of Performance for Nonmetallic Mineral Processing Plants. The engines are subject to 40 CFR Part 63 Subpart ZZZZ, National Emission Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines and 40 CFR Part 60 Subpart IIII, Standards of Performance for Stationary Compression Ignition Internal Combustion Engines. The facility also subject to the conditions of the previously issued plan approvals and Operating Permits. The permit contains emission restrictions, recordkeeping, and work practice requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.  On April 11, 2024, Eastern Gas Transmission and Storage, Inc (EGTS) (10700 Energy Way, Glen Allen, VA 23060), submitted a request for a de minimis emission increase at its North Summit Compressor Station located in North Union Township, Fayette County. This notice is published per 25 Pa. Code § 127.449(i). The station contains two (2) 3,200-bhp, NG-fired, reciprocating engines driving reciprocating NG compressors, and ancillary equipment. Covered Device Prohibited from Sale under Sections 302 and 507 of the Covered Device Recycling Act, Act 108 of 2010.

 The Department of Environmental Protection (Department) hereby announces that a certain manufacturer of covered devices is not included on the Department's list of registered manufacturers, maintained by the Department under Sections 302 and 507 of the Covered Device Recycling Act (CDRA). Accordingly, under Section 302 of the CDRA, no retailer may offer these manufacturers' products for sale within the Commonwealth.

 Manufacturers of new covered devices—such as televisions, laptop and desktop computers, tablets, etc.—offered for sale in Pennsylvania are required to register with the Department prior to commencing sales per Section 304 of the CDRA. Manufactures must also pay an annual registration fee and submit a recycling plan and annual report. Section 302 of the CDRA prohibits the sale of covered devices in the Commonwealth by unregistered manufacturers.

 The Department is required to maintain a list of registered manufacturers per Section 302(b) of the CDRA. The list can be accessed by visiting dep.pa.gov.

 The following manufacturer is not included on the Department's list and are therefore considered out of compliance:

Cocopar

 Due to its noncompliant status and non-inclusion on the list of registered manufacturers, the Department is notifying the public, in cooperation with covered device retailers, that the CDRA prohibits the sale of devices manufactured by Cocopar within the Commonwealth, and that the sale of such devices would constitute unlawful conduct under the CDRA. Noncompliant manufacturers may once again be included on the Department's list of registered manufacturers, and their devices offered for sale in the Commonwealth, if the manufacturers return to compliance with all the applicable provisions of the CDRA.
