Intent to Apply for Funding; Preservation and Reinvestment Initiative for Community Enhancement

 It is the intention of the Department of Community and Economic Development (Department) to apply for funding through the Preservation and Reinvestment Initiative for Community Enhancement (PRICE) notice of funding opportunity through the United States Department of Housing and Urban Development (HUD). The purpose of the funding program is to support manufactured housing and manufactured housing communities. Through the program, funds will be awarded to local governments to rehabilitate existing manufactured housing units and improve critical infrastructure, such as water and sewer systems located within those communities. The application deadline is July 10, 2024, at 11:59 p.m. Note that HUD has extended the initial deadline of June 5, 2024, to July 10, 2024.

 A draft version of the application will be available on the Department's web site at https://dced.pa.gov/housing-and-development/consolidated-plan-annual-plans-reports/. The Department reserves the right to make minor edits to the application after posting it to the web site.

 The Department will be holding a second public hearing to meet the requirement that an in-person meeting be offered. The public hearing will be held on Thursday, June 20, 2024, at 11 a.m. The public are invited to attend either in person at the Department or virtually. For individuals planning on attending in person, the Department's address is Commonwealth Keystone Building, 400 North Street, 4th Floor, Harrisburg, PA 17120.

 When arriving, the public should use the entrance on the North Street side of the building and take the public elevators to the 4th floor. After that, individuals will need to check in with the Department's front desk and will be directed to the applicable meeting space.

Public Comments

 The Department invites public comment through a 15-day public comment period, which will begin on June 15, 2024, and end on June 30, 2024, at 4 p.m. Individuals or organizations may provide written comments regarding this draft version of the PRICE application.
