PROPOSED NUTRIENT MANAGEMENT PLANS RELATED TO APPLICATIONS FOR NPDES PERMITS FOR CAFOs

 This notice provides information about agricultural operations that have submitted nutrient management plans (NMPs) for approval under 3 Pa.C.S. Chapter 5 and that have or anticipate submitting applications for new, amended or renewed (National Pollutant Discharge Elimination System) NPDES permits, or Notices of Intent (NOIs) for coverage under a general permit, for CAFOs, under 25 Pa. Code Chapter 92a. This notice is provided in accordance with 25 Pa. Code Chapter 92a and 40 CFR Part 122, implementing The Clean Streams Law and the Federal Clean Water Act.

 Based upon preliminary reviews, the State Conservation Commission (SCC) or County Conservation Districts (CCD) working under a delegation agreement with the SCC have completed an administrative review of NMPs described. These NMPs are published as proposed plans for comment prior to taking final actions. The NMPs are available for review at the CCD office for the county where the agricultural operation is located. A list of CCD office locations is available at http://www.nacdnet.org/about/districts/directory/pa.phtml or can be obtained from the SCC at the office address listed or by calling 717-787-8821.

 Individuals wishing to comment on an NMP are invited to submit a statement outlining their comments on the plan to the CCD, with a copy to the SCC for each NMP, within 30-days from the date of this public notice. Comments received within the respective comment periods will be considered in the final determinations regarding the NMPs. Comments should include the name, address and telephone number of the writer and a concise statement to inform the SCC of the exact basis of the comments and the relevant facts upon which they are based. LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

Acknowledgment of Notice(s) of Intent to Remediate Submitted Under the Land Recycling and Environmental Remediation Standards Act (35 P.S. §§ 6026.101—6026.908).

 Sections 302—305 of the Land Recycling and Environmental Remediation Standards Act (Act) require the Department of Environmental Protection (DEP) to publish in the Pennsylvania Bulletin an acknowledgment noting receipt of any Notices of Intent (NOI) to Remediate. An acknowledgment of the receipt of a NOI to Remediate is used to identify a site where an individual proposes to, or has been required to, respond to a release of a regulated substance at a site. Individuals intending to use the background standard, Statewide health standard, the site-specific standard, or who intend to remediate a site as a special industrial area, must file a NOI to Remediate with DEP. A NOI to Remediate filed with DEP provides a brief description of the location of the site, a list of known or suspected contaminants at the site, the proposed remediation measures for the site, and a description of the intended future use of the site. An individual who demonstrates attainment of one, or a combination of the cleanup standards, or who receives approval of a special industrial area remediation identified under the Act, will be relieved of further liability for the remediation of the site for any contamination identified in reports submitted to and approved by DEP. Furthermore, an individual shall not be subject to citizen suits or other contribution actions brought by responsible individuals not participating in the remediation.

 Under Sections 304(n)(1)(ii) and 305(c)(2) of the Act, there is a 30-day public and municipal comment period for sites proposed for remediation using a site-specific standard, in whole or in part, and for sites remediated as a special industrial area. This period begins when a summary of the NOI to Remediate is published in a newspaper of general circulation in the area of the site. For the site(s) identified as follows, proposed for remediation to a site-specific standard or as a special industrial area, the municipality, within which the site is located, may request to be involved in the development of the remediation and reuse plans for the site if the request is made within 30-days of the date specified as follows. During this comment period the municipality may request that the individual identified as follow, as the remediator of the site, develop and implement a public involvement plan. Requests to be involved, and comments, should be directed to the remediator of the site.

AIR QUALITY

PLAN APPROVAL AND OPERATING PERMIT APPLICATIONS

 The Department of Environmental Protection (DEP) has developed an integrated plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for DEP, the regulated community and the general public. This approach allows the owner or operator of a facility to submit permitting documents relevant to its application for all sources related to a facility or a proposed project, affords an opportunity for public input, and provides for a decision on the issuance of the necessary permits.

 The DEP received applications for Plan Approvals or Operating Permits from the following facilities. Copies of the application, DEP's analysis, all pertinent documents used in the evaluation of the application and subsequently prepared proposed plan approvals/Operating Permits are available for public review during normal business hours at the appropriate DEP Regional Office. Appointments for scheduling a review must be made by calling the appropriate DEP Regional Office. The address and telephone number of the Regional Office is listed before the application notices.

 Individuals wishing to file a written protest or provide comments or additional information, which they believe should be considered prior to the issuance of a permit, may submit the information to the DEP's Regional Office. A 30-day comment period from the date of this publication will exist for the submission of comments, protests and information. Each submission must contain the name, address and telephone number of the person submitting the comments, identification of the proposed Plan Approval/Operating Permit including the permit number and a concise statement regarding the relevancy of the information or objections to issuance of the permit.

 Any individual wishing to request a hearing may do so during the 30-day comment period. A public hearing may be held, if DEP, in its discretion, decides that a hearing is warranted based on the information received. Persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper, the Pennsylvania Bulletin or by telephone, when DEP determines this type of notification is sufficient. Requests for a public hearing and any relevant information should be directed to the appropriate DEP Regional Office.

 Permits issued to the owners or operators of sources subject to 25 Pa. Code Chapter 127, Subchapter D or E, or located within a Title V facility or subject to 25 Pa. Code § 129.51(a) or permits issued for sources with limitations on their potential to emit used to avoid otherwise applicable Federal requirements may be submitted to the United States Environmental Protection Agency for review and approval as a revision to the State Implementation Plan. Final Plan Approvals and Operating Permits will contain terms and conditions to ensure that the sources are constructed and operating in compliance with applicable requirements in the Air Pollution Control Act (35 P.S. §§ 4001—4015), 25 Pa. Code Chapters 121—145, the Federal Clean Air Act (42 U.S.C.A. §§ 7401—7671q) and regulations adopted under the Federal Clean Air Act.

Notice of Intent to Issue A Plan

Approval and Amend A Title V

Operating Permit

 Notice is hereby given pursuant to 25 Pa. Code Sections 127.44(b) and 127.424(b), that the Pennsylvania Department of Environmental Protection (DEP) intends to issue Plan Approval 62-00017AB to United Refining Company for: (1) the installation of a new steel welded storage tank for finished gasoline and naphtha storage, and (2) increased short term emission limits and hourly loading capacity for the proposed West End Loading Rack at the company's facility located at 15 Bradley St., City of Warren, Warren County. The facility currently has a Title V Operating Permit No. 62-00017. The Plan Approval will subsequently be incorporated into the Title V Operating Permit through an administrative amendment in accordance with 25 Pa. Code Section 127.450.

 Plan Approval No. 62-00017AB is for the installation of a 138,784 bbl capacity finished gasoline and naphtha storage tank, which will be used to provide additional flexibility in inventory control. The Plan Approval Application is dated August 25, 2023. This new tank (named Tank 251) will help balance the outage schedule of other tanks and allow proper storage capacity. The tank will be 110 feet in diameter and 82 feet high, and will have a steel pan single deck internal floating roof, with a mechanical shoe seal. Volatile Organic Chemical emissions from the proposed tank are expected to be 8.8 tons per year, calculated using naphtha storage for worst case. Best Available Technology to reduce VOC emissions to the maximum extent, is an internal floating roof with a mechanical shoe primary seal. VOC emissions are the only pollutant of concern in this project.

 The VOC emission increase of 8.8 tpy from Tank 251 would trigger the requirements of Pennsylvania's Nonattainment New Source Review Program described at 25 Pa. Code § 127 Subchapter E. However, United is proposing a reduced VOC limit for existing Tank 654 (Source ID 654T) of 5.0 tons per year, so as not to trigger the Nonattainment New Source Review Program. United has ample records to show the fugitive emissions from Tank 654 can be kept below 5.0 tpy. This new 5.0 tpy limit for Tank 654 will be included in this plan approval as well, to make it an enforceable limit. Reporting and Recordkeeping requirements will be imposed to ensure this new limit is not exceeded.

 United also submitted a separate plan approval application dated February 13, 2024, requesting short term (i.e. lbs/hour) emission limit increases, and hourly loading capacity increases, for the proposed West End Loading Rack (''WELR''), originally authorized as Source 229 in Plan Approval 62-00017AA issued April 11, 2023. Emissions from the WELR are controlled by a proposed Vapor Combustion Unit (''VCU'') Control Device (C229). The final design of the VCU is being built for anticipated new Federal requirements that will require use of extra fuel flow. As such, United has requested the WELR hourly loading capacity be increased from approx. 48,000 gallons/hour to 144,000 gallons/hour. This new loading rate necessitates the C229 emission limits for Carbon Monoxide be increased to 12.02 lbs/hr, Nitrogen Oxides (NOx) to 4.81 lbs/hr, and volatile organic compounds (VOC) to 12.02 lbs/hr. The long term (i.e. tons/year) limits, and annual throughput capacity, for Source 229 and Control Device C229 will not change. The changes previously described for Source 229 and C229 will also be included in this proposed Plan Approval 62-00017AB. No other changes to the Federal and State requirements, or the terms and conditions in the 62-00017AA plan approval are proposed, and it will remain in effect.

 The proposed Tank 251 will be subject to the applicable requirements of 40 CFR 60 Subpart Kb—Standards of Performance for Volatile Organic Liquid Storage Vessels (Including Petroleum Liquid Storage Vessels) for Which Construction, Reconstruction, or Modification Commenced After July 23, 1984, 40 CFR 63 Subpart CC [National Emission Standards for Hazardous Air Pollutants from Petroleum Refineries], and 40 CFR 63 Subpart WW [National Emission Standards for Hazardous Air Pollutants from Source Categories] as the facility is considered a major source for HAPs.

 The Plan Approval will contain additional testing, monitoring, recordkeeping, and work practice requirements designed to keep the facility operating within all applicable air quality requirements. Copies of the applications, DEP's analysis, and other documents used in the evaluation are available for public inspection between the hours of 8 a.m. and 4 p.m. weekdays at the address shown as follows.  For the modification of the York Energy Center Block 2 Electricity Generation Project's turbine requirements. The existing facility is located in Peach Bottom Township, York County. The modification consists of the following changes to the requirements of P.A. No. 67-05083F (issued on August 1, 2016) and P.A. No. 67-05083G (issued December 14, 2021):

 1. Revised Startup/Shutdown emission limits from a pound per hour basis to a pound per event basis. This change does not alter the amount of emissions authorized during Startups and Shutdowns.

 2. Removed explicit Startup/Shutdown hours limitations. This change does not alter the existing annual emission limitations placed on the turbines.

 3. Revised the definitions for fuel switching events to only reference manufacturer-approved scenarios.

 4. Removed the CO/VOC correlation factor as a surrogate for ongoing VOC compliance demonstration in lieu of ongoing VOC stack testing.

 5. Added a new once-ever-5-calendar-year stack testing condition for Block 2 turbines.

 6. Explicitly incorporated all other conditions in Section E, Group 003 of P.A. Nos. 67-05083F & 67-05083G. This modification will supersede those group conditions in their entirety.

 The York Energy Center Block 2 Electricity Generation Project consists of the following:

 1. Two NG/ULSD fuel oil-fired CC combustion turbines (Source IDs 205 and 206) controlled by a selective catalytic reduction (SCR) system (NOx control) and an oxidation catalyst (CO and VOC control) in series. Dry low NOx technology will also be employed during NG fuel firing. Water injection technology (NOx control) will also be employed during ULSD fuel oil firing;

 2. One NG-fired auxiliary boiler (Source ID 031);

 3. One cooling tower (Source ID 501) controlled by a high efficiency mist eliminator (PM/PM10/PM2.5 control);

 4. NG piping components (Source ID 502);

 5. Circuit breakers (Source ID 503);

 6. Five NG condensate storage tanks and one ULSD fuel oil storage tank (Source ID 504).

 The Department's review of the information submitted by the applicant indicates that the air contamination sources as constructed or modified will comply with all regulatory requirements pertaining to air contamination sources and the emission of air contaminants including the best available technology (BAT) requirement of 25 Pa. Code §§ 127.1 and 127.12; 40 CFR Part 60, Subpart KKKK—Standards of Performance for Stationary Combustion Turbines (re: Source IDs 205 and 206); 40 CFR Part 60, Subpart TTTT—Standards of Performance for Greenhouse Gas Emissions for Electric Generating Units (Source IDs 205 and 206); 40 CFR Part 60, Subpart Dc—Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating Units (re: Source ID 031); the Acid Rain Program requirements of 40 CFR Part 72; the Cross-State Air Pollution Rule (CSAPR) requirements of 40 CFR Part 97; the continuous emission monitoring systems (CEMS) requirements of 25 Pa. Code § 139.101 and 40 CFR Part 75; the Prevention of Significant Deterioration of Air Quality (PSD) regulations of 25 Pa. Code §§ 127.81—127.83, and 40 CFR 52.21; the Nonattainment New Source Review (NNSR) regulations of 25 Pa. Code §§ 127.201—127.218. Based on these findings, the Department proposes to issue a plan approval for the modified limits. If, after the project has been implemented, the Department determines that the sources are constructed and operated in compliance with the plan approval conditions and the specifications of the application for plan approval, the requirements established in the plan approval will be incorporated into the facility's Title V Operating Permit pursuant to the administrative amendment provisions of 25 Pa. Code § 127.450(a)(5).

The controls include the Lo-Cat Absorber unit and Chemical Oxidizer Unit, and three flares. The facility is a major stationary source as defined in Title I, Part D of the Clean Air Act Amendments due to its potential to emit sulfur oxides, nitrogen oxides, volatile organic compounds, and hazardous air pollutants. The facility is therefore subject to the Title V Operating Permit requirements adopted in 25 Pa. Code Chapter 127, Subchapter G. This includes two new 350 hp (14.7 mmBtu/hr) natural gas-fired boilers, a chemical pretreatment room and associated wet scrubber, # 3 galvanizing kettle and auxiliary/standby kettle and associated baghouse, # 3 ID blow station with associated single cyclone and baghouse, and quench/passivation tank. The facility currently operates under Title V permit 43-00182 as a steel pipe manufacturer, and is a major stationary source of VOC and NOx. Emissions from this project are estimated to be 34.08 tpy PM-10 and PM-2.5, 18.01 tpy NOx, 0.11 tpy SOx, 1.04 tpy VOC, 15.13 tpy CO, and 1.23 tpy total HAP. The project does not trigger PSD or NNSR. All of the sources were evaluated for BAT, and contain emission restrictions, recordkeeping, work practices, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act. Additionally, the boilers are subject to 40 CFR 60 Subpart Dc, Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating Units, and the quench/passivation tank is subject to 40 CFR 63 Subpart WWWWWW, NESHAP Area Source Standards for Plating and Polishing Operations. The scrubber and baghouses are also subject to compliance assurance monitoring (CAM) provisions of 40 CFR Part 64. If the Department determines that the sources are constructed and operated in compliance with the plan approval conditions and the specifications of the application for plan approval, an initial Operating Permit amendment application addressing the inclusion of the plan approval may be submitted for the facility per 25 Pa. Code Chapter 127.

COAL & NONCOAL MINING ACTIVITY APPLICATIONS

 Applications under the Surface Mining Conservation and Reclamation Act (52 P.S. §§ 1396.1—1396.31); the Noncoal Surface Mining Conservation and Reclamation Act (52 P.S. §§ 3301—3326); the Clean Streams Law (35 P.S. §§ 691.1—691.1001); the Coal Refuse Disposal Control Act (52 P.S. §§ 30.51—30.66); the Bituminous Mine Subsidence and Land Conservation Act (52 P.S. §§ 1406.1—1406.21).

MINING ACTIVITY NPDES DRAFT PERMITS

 This notice provides information about applications for a new, amended or renewed National Pollutant Discharge Elimination System (NPDES) permits associated with mining activity (coal or noncoal) permits. The applications concern industrial waste (mining) discharges to surface water and discharges of stormwater associated with mining activities. This notice is provided in accordance with 25 Pa. Code Chapters 91 and 92a and 40 CFR Part 122, implementing provisions of The Clean Streams Law (35 P.S. §§ 691.1—691.1001) and the Federal Clean Water Act (33 U.S.C.A. §§ 1251—1376).

 The Department of Environmental Protection (DEP) has prepared a draft NPDES permit and made a tentative determination to issue the NPDES permit in conjunction with the associated mining activity permit.

Effluent Limits for Coal Mining Activities

 For coal mining activities, NPDES permits, when issued, will contain effluent limits that are the more stringent of technology-based (BAT) effluent limitations or Water Quality Based Effluent Limits (WQBEL).

 The BAT limits for coal mining activities, as provided in 40 CFR Part 434 and 25 Pa. Code Chapters 87—90 are as follows:

 A settleable solids instantaneous maximum limit of 0.5 ml/l applies to: surface runoff (resulting from a precipitation event of less than or equal to a 10-year 24-hour event) from active mining areas; active areas disturbed by coal refuse disposal activities; mined areas backfilled and revegetated; and all other discharges and drainage (resulting from a precipitation event of greater than 1-year 24-hour to less than or equal to a 10-year 24-hour event) from coal refuse disposal piles. Similarly, modified BAT limits apply to iron, manganese and suspended solids in surface runoff, discharges and drainage resulting from these precipitation events and those of greater magnitude in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.

 Exceptions to BAT effluent limits may be applicable in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.

Effluent Limits for Noncoal Mining Activities

 The limits for noncoal mining activities as provided in 25 Pa. Code § 77.522 are pH 6 to 9 and other parameters DEP may require.

 Discharges from noncoal mines located in some geologic settings (for example, in the coal fields) may require additional water quality based effluent limits. If additional effluent limits are needed for an NPDES permit associated with a noncoal mining permit, then the permit description specifies the parameters.

FEDERAL WATER POLLUTION CONTROL ACT SECTION 401

 The following permit applications, requests for Environmental Assessment approval and requests for 401 Water Quality Certification have been received by the Department of Environmental Protection (DEP). Section 401 of the Federal Water Pollution Control Act (FWPCA) (33 U.S.C.A. § 1341), requires the State to certify that the involved projects will not violate the applicable provisions of Sections 301—303, 306 and 307 of the FWPCA (33 U.S.C.A. §§ 1311—1313, 1316 and 1317), as well as relevant State requirements.  PA DOT propose to replace a Single Span Concrete T-Beam Bridge with a Single Span Pre-Cast Concrete Box Culvert. The existing bridge has a span of 10.8 Ft., a skew of 62 40°, 50`, 01", an underclearance of 9.9 Ft., and a low chord of 433.40 Ft. and a hydraulic opening of 100 Ft2. The proposed box culvert has a span of 15.5 Ft., a skew of 90 40°, 50`, 01", an underclearance of 7.5 Ft., and a low chord of 431.00 Ft. and a hydraulic opening of 116 Ft2. The project includes 1.0 Ft. of culvert depression, full width alternate baffles and native streambed material throughout the culvert floor in accordance with the BD-632M and PA FBC recommendations. The proposed structure slope is 1.5%. The proposed structure will utilize R-8 Rip Rap, choked with native streambed material as scour protection at the inlet and outlet. The project includes the replacement of an 18 inch RCP outfall in kind. The outfall replacement will include a Rip Rap apron at the outlet. The project will utilize a detour to convey traffic during construction. The project will utilize a sandbag diversion and temporary channel to convey the stream during construction. The temporary channel will consist of a 16 Ft. bottom width and 1.5:1 side slopes, with three 48 inch pipes located within the roadway footprint for construction access. The project will utilize 23 LF of R-8 Rip Rap along the left upstream bank and 155 LF of R-8 Rip Rap along the downstream left bank to stabilize the area impacted by the temporary channel. The project will temporarily impact 0.1 acre and permanently impact 0.01 acre of jurisdictional wetlands. The wetland impact is considered De Minimis and does not require mitigation. The proposed bridge will be constructed on the same vertical and horizontal alignment. The proposed structure is beyond the thresholds to meet GP-11. The Unnamed Tributary to the Susquehanna River is classified as a Warm Water Fishery by Title 25, Chapter 93 Water Quality Standards. Latitude: 40°, 50`, 01", Longitude: -76°, 48`, 30".

The project will also include removal of the existing guiderail along the roadway of Second Street Pike, a Geosynthetic Reinforced Slope (GRS) to support the area around the existing culvert wingwalls, upgrade the existing drainage outfall structure and concrete swale along the toe of the GRS to prevent erosion resulting in 26 linear feet (143 square feet) of permanent watercourse impact, 89 linear feet (2,314 square feet) of temporary watercourse impact, 5,210 square feet of permanent floodway impact, and 4,819 square feet of permanent floodplain impact. Pipeline exposure is anticipated to last approximately one (1) year and will result in temporary impacts to two (2) intermittent streams (UNTs to Short Creek, a Trout Stocked Fishery) and their associated 50-foot assumed floodways. Total earth disturbance proposed is 7.9 acres. Proposed project impacts include excavation of the existing pipelines, installation of monitoring equipment, stockpiling of soils, installation of temporary flume pipes and riprap aprons, installation of timber mat bridges over streams for equipment crossing, and site restoration post-construction.

 The applicant proposes to:

 1. Construct and maintain the 20,000 feet long Ohio River Tunnel (ORT), which will have an internal diameter of 18 feet and will be approximately 150 feet beneath and along the Ohio River (WWF, N). This will permanently impact 6.66 acres of the watercourse, 1.2 acres of the floodway, and 1.29 acres of floodplain. This will also impact 0.60 acre of the Allegheny River (WWF) floodplain.

 2. Construct and maintain the 4,500 feet long Chartiers Creek Tunnel (CCT), which will have an internal diameter of 14 feet and will be approximately 150 feet beneath and along the Ohio River. This will permanently impact 1.9 acres of watercourse, including one crossing beneath the Ohio River, 0.80 acre of floodway, and 0.20 acre of floodplain. This will also permanently impact 0.21 acre of Chartiers Creek (WWF) floodplain.

 3. Construct and maintain the 1,600 feet long Saw Mill Run Tunnel (SMRT), which will have an internal diameter of 14 feet and will be approximately 150 feet beneath and along the Ohio River. This will permanently impact 0.88 acre of watercourse, including one crossing beneath the Ohio River, 0.04 acre of floodway, and 0.24 acre of floodplain.

 4. Construct and maintain a 600 feet long dewatering tunnel which has an internal diameter of 8 feet and will be approximately 150 feet beneath and along the Ohio River. This will permanently impact 0.03 acre of floodway. This dewatering tunnel will be constructed from the northern terminus of the ORT.

 5. Construct and maintain the 1,900 feet long Ella Street to Chartiers Creek connector tunnel beneath Shingiss Street, which will have an internal diameter of 7 feet and will be approximately 140 below ground. This will permanently impact 0.48 acre of the Ohio River's floodplain.

 6. Construct and maintain two (2) drop shafts to direct flow to the tunnel system with mined connector tunnels to the ORT in 0.57 acre of the Ohio River floodplain.

 7. Construct and maintain one (1) drop shafts to direct flow to the tunnel system with mined connector tunnels to the CCT and to construct and maintain one (1) drop shaft with mined connector tunnels to the SMRT in 0.19 acre of the Allegheny River floodplain combined.

 8. Construct and maintain river wall, vent structures, gate control building, outfall and associated scour protection located at the western terminus of Westhall Street. This will permanently impact 0.17 acre of the Ohio River, 0.28 acre of floodway, and 0.17 acre of floodplain.

 9. Construct and maintain vent structures, outfall, and associated scour protection located between North Point Drive and the Three Rivers Heritage Trail. This will permanently impact 0.02 acre of the Ohio River, 0.01 acre of floodway, and 0.1 acre of floodplain.

 10. Construct and maintain vent structures, outfall, and associated scour protection located by the intersection of River Road and West Carson Street. This will permanently impact 0.03 acre of Chartiers Creek and 0.11 acre of floodway.

 11. Construct and maintain vent structures, gate control structure, and modify existing outfall located along River Avenue between Madison Avenue and Voeghtly Street. This will permanently impact 0.08 acre of the Allegheny River, 0.01 acre of floodway, and 0.14 acre of floodplain.

 12. Construct and maintain vent structures located south of the CSX Transportation railroad and along Riverside Street. This will permanently impact 0.17 acre of the Ohio River's floodplain.

 13. Construct and maintain vent structures located east of the D.L. Clark Building. This will permanently impact 0.10 acre of the Allegheny River's floodplain.

 14. Construct and maintain vent structures located along S Canal Street and between Chestnut Street and Warfield Street. This will permanently impact 0.02 acre of the Allegheny River's floodway and 0.18 acre of floodplain.

 15. Construct and maintain temporary cofferdams around the aforementioned outfall structures. In the Ohio River, it will temporarily impact 0.35 acre of watercourse, 0.32 acre of floodway, and 2.13 acres of floodplain. In Chartiers Creek, it will temporarily impact 0.11 acre of watercourse and 0.70 acre of floodplain. In the Allegheny River, it will temporarily impact 0.08 acre of watercourse, 0.06 acre of floodway, and 2.44 acres of floodplain.

 For the purpose of reducing combined sewage overflows into the region's streams and rivers to improve water quality. Cumulatively, the project will permanently impact 9.75 acres of watercourse, 2.39 acres of floodway, and 4.27 acres of floodplain. This project will temporarily impact 0.54 acre of watercourse, 0.38 acre of floodway, and 5.27 acres of floodplain.

 The project site is located in McKees Rocks Borough and City of Pittsburgh, Allegheny County, and begins at 3300 Preble Avenue, Pittsburgh, PA 15233 (Pittsburgh West and Pittsburgh East PA USGS topographic quadrangle; N: -40°, 28`, 34"; W: -80°, 02`, 38"; Sub-basin 20G; USACE Pittsburgh District) and extends along the Ohio River to the Allegheny River (Pittsburgh West and Pittsburgh East PA USGS topographic quadrangle; N: 40°, 27`, 10"; W: -79°, 59`, 38"; Sub-basin 18A; USACE Pittsburgh District), with spurs that will cross the Ohio River that will extend west into McKees Rocks Borough and the City of Pittsburgh.
