On May 21, 2024, EQT Production Company (400 Woodcliff Drive, Canonsburg, PA 15317) submitted a request for a de minimis emission increase at its Ealy Well Pad located in East Finley Township, Washington County. This Notice is published per 25 Pa. Code § 127.449(i). The well pad contains seven (7) completed, active, horizonal wells, producing natural gas from the Marcellus Shale and ancillary equipment. The project is to construct six (6) new, 400-gallon, storage tanks (Two (2) containing condensate and four (4) containing produced water) as an in-kind replacement for six (6) damaged storage tanks. EQT Production Company will comply with requirements in DEM-63-01036A. Currently operation of the well pad is authorized by GP-5A-63-01036B, authorized on December 6, 2021.

Under item Number ''36 Source(s) qualifying under § 127.449 as de minimis emission increases'' of ''Section 127.14(a)(8). Exemptions that do not require the submission of an RFD form'' in the Department's Plan Approval and Operating Permit Exemption List (275-2101-003/July 1, 2021) on Page 8, the change is exempt from requiring Department authorization. However, the upgrade and operation of the equipment are subject to certain requirements for this exemption to be effective. The constructed equipment and these requirements will be incorporated into the general Operating Permit at a later time.
DEM-65-00781A: Kennametal Inc., 1600 Technology Way, Latrobe, PA 15650, Unity Township, Westmoreland County. The project to install and operate one (1) new Novatech Pluritank 60 ultrasonic cleaning system. The proposed ultrasonic cleaning system was installed for hard metals tooling. The ultrasonic cleaning system utilizes electrically heated baths of acid and base solutions to chemically clean and rinse the surface of tungsten carbide tooling produced in the facility R&D center. The bath solutions are enclosed in a ventilated enclosure that is connected to the previously installed fume collection system that exhausts to the outdoor atmosphere. Kennametal anticipated use is less than or equal to 414 pounds of Metal Medic 7043 (or equivalent) and 322 pounds of Techniclean MP flex (or equivalent) per year to operate the ultrasonic cleaning system. The Metal Medic contains a maximum of 4% VOC of Diethylene Glycol Monobutyl Ether (DGME). The Techniclean MP Flex contains a maximum of 10% of 2-aminoethanol. PTE VOC emissions calculations assume 100% loss of VOC from the cleaning media. The annual emissions increase from this project which will not exceed 0.024 ton of VOCs qualifies as a de minimis emissions increase pursuant to 25 Pa. Code § 127.449. Per the list of sources qualifying for exemption under 25 Pa. Code § 127.14(a)(8) in the Department's Published Notice of Plan Approval and Operating Permit Exemptions (275-2101-003; July 1, 2021), the identified equipment is exempt from plan approval per Item 36—''Sources qualifying under § 127.449 as de minimis emission increases.'' In accordance with 25 Pa. Code § 127.449 (g), VOC emissions authorized through this action shall be included in the monitoring, recordkeeping, and reporting requirements of the source. Emission Changes at Kennametal Inc since the SOOP was last renewed on August 19, 2020: 1. eRFD # 8764, Processed September 28, 2020—this request for temporary use alcohol-based binder on a water-based 3D printer for over two weeks experiments (8 experiments, less than 7 hours/experiment) and increase of 0.0001 ton of VOCs at that year. 2. DEM 65-00781A, Current Request for De Minimis Increase—this request for above ultrasonic cleaning system will cause an annual increase of 0.024 ton of VOCs emissions from the facility.
DEM-63-01034A: Range Resources Appalachia, LLC, 3000 Town Center Boulevard, Canonsburg, PA 15317, Donegal Borough, Washington County. Project to install one (1) diesel-fired Kohler emergency backup generator rated at 10.1 bhp and two GPU's each rated at 2.0 MMBtu/hr. The diesel engine shall be used as backup power generation only for air compressor in the event of loss of utility power. The natural gas driven process controllers will be switched to compressed air after installation of the backup generator. The diesel engine will be subject to the fuel specifications as provided in 40 CFR Subpart IIII Part 60.4207 and the emergency backup generator shall not exceed 500 hours of operations per year. Total emissions from this project will not exceed 0.1 tpy of VOC (including HAPs) 0.74 ton of CO, 0.01 ton SOx, 0.07 ton PM10. Any affected facility installed under this GP5A will comply with all applicable provisions of 40 CFR Part 60, Subpart IIII. The list of de minimis increases for this facility includes only this project.
ACTIONS ON COAL AND NONCOAL APPLICATIONS Actions on applications under the Surface Mining Conservation and Reclamation Act (52 P.S. §§ 1396.1—1396.31); the Noncoal Surface Mining Conservation and Reclamation Act (52 P.S. §§ 3301—3326); the Clean Streams Law (35 P.S. §§ 691.1—691.1001); the Coal Refuse Disposal Control Act (52 P.S. §§ 30.51—30.66); the Bituminous Mine Subsidence and Land Conservation Act (52 P.S. §§ 1406.1—1406.21).

Code Chapter 245, Subchapter D, Administration of the Storage Tank and Spill Prevention Program, require the Department of Environmental Protection (DEP) to publish in the Pennsylvania Bulletin a notice of submission of plans and reports. A remedial action plan is submitted to summarize the site characterization, document the design and construction details for the remedial action, and describe how the remedial action will attain the selected remediation standard. The remedial action plan also provides results of studies performed and data collected to support the remedial action and a description of postremediation care requirements. A remedial action completion report is submitted to document cleanup of a release of a regulated substance at a site to the selected remediation standard. A remedial action completion report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis of selecting the environmental media of concern, documentation supporting the selection of residential or non-residential exposure factors, a description of the remediation performed and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected.
