DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT

Substantial Amendment to the Federal Fiscal Year 2023 Annual Action Plan

 The Commonwealth's 2023 Annual Action Plan (Plan) will be amended to add the 2023 National Housing Trust Fund (HTF) allocation and revise the method of distribution to include the funds.

 The proposed substantial amendment for the 2023 Plan will be revised to include $12,081,840.36 of the HTF allocation. The HTF funds are administered by the Housing Finance Agency.

Public Review

 The revised 2023 Plan will be available for review from January 19, 2024, through February 19, 2024, on the Department of Community and Economic Development's (Department) web site at https://dced.pa.gov/library/ ?wpdmc2=action-plans-2019-2023.

Public Hearing

 Tuesday, February 13, 2024
10 a.m.

 The public hearing for the substantial amendment to the 2023 Plan will be conducted in-person and virtually. Individuals who wish to make comment may participate directly in-person or from their phone, personal computer or from a computer located in a public library. Individuals or organizations may give testimony or comments during this meeting.

 Registration is not required and individuals may join the meeting in-person at the Department of Community and Economic Development, 400 North Street, 4th Floor, Harrisburg, PA 17120-0225 or directly by phone at (267) 332-8737. The conference ID is 300 560 991#.

 The hearing will be shortened if there is no one to testify or there is minimal response.

Written Comments

 Written testimony, instead of testimony provided during the public hearing, must be submitted by February 19, 2024, by 4 p.m. for consideration.
