DEM-63-01066A: CNX Gas Company LLC, 3000 Town Center Boulevard, Canonsburg, PA 15317, Buffalo Township, Washington County. On June 28, 2024, CNX (1000 Horizon View Drive, Canonsburg, PA 15317), submitted a request for a de minimis emission increase at its WFN-12 Well Pad located in West Finley Township, Washington County. This Notice is published per 25 Pa. Code § 127.449(i). The well pad contains Five (5) completed, active, horizonal wells, producing natural gas from the Marcellus Shale and ancillary equipment. The project is to install two (2) pressurized bullet tanks and associated hoses for condensate truck loading and conduct temporary operation to load condensate into trucks. CSX will comply with requirements in DEM-63-01066A. Currently operation of the well pad is authorized by GP-5A-63-01066A.

Covered Device Prohibited from Sale under Sections 302 and 507 of the Covered Device Recycling Act, Act 108 of 2010.

The Department of Environmental Protection (Department) hereby announces that a certain manufacturer of covered devices is not included on the Department's list of registered manufacturers, maintained by the Department under sections 302 and 507 of the Covered Device Recycling Act (CDRA). Accordingly, under Section 302 of the CDRA, no retailer may offer these manufacturers' products for sale within the Commonwealth.
Manufacturers of new covered devices—such as televisions, laptop and desktop computers, tablets, etc.—offered for sale in Pennsylvania are required to register with the Department prior to commencing sales per Section 304 of the CDRA. Manufactures must also pay an annual registration fee and submit a recycling plan and annual report. Section 302 of the CDRA prohibits the sale of covered devices in the Commonwealth by unregistered manufacturers.
The Department is required to maintain a list of registered manufacturers per Section 302(b) of the CDRA. The list can be accessed by visiting dep.pa.gov.
The following manufacturer is not included on the Department's list and are therefore considered out of compliance:
Teclast
Due to its non-compliant status and non-inclusion on the list of registered manufacturers, the Department is notifying the public, in cooperation with covered device retailers, that the CDRA prohibits the sale of devices manufactured by Teclast within the Commonwealth, and that the sale of such devices would constitute unlawful conduct under the CDRA. Non-compliant manufacturers may once again be included on the Department's list of registered manufacturers, and their devices offered for sale in the Commonwealth, if the manufacturers return to compliance with all the applicable provisions of the CDRA.

Description: This is notice of receipt of a Title V Operating Permit (TVOP) renewal application from ETMT for its Marcus Hook Terminal (MHT) facility. The Department of Environmental Protection (DEP) received the application on July 31, 2024.
ETMT currently operates and maintains the following sources and equipment as part of the natural gas liquids (NGLs) processing, storage, and distribution operations at the MHT:
• Three fractionation towers to fractionate mixtures of propane and butane into ethane, propane, and butane products; and natural gasoline into pentane and light naphtha products.
• Three natural gas- and/or process gas-fired auxiliary boilers, each rated at 392.5 mmBtu/hr heat input, to provide steam to the fractionation towers and other process equipment.
• Three cooling towers to provide cooling water to the fractionation towers and to accommodate the refrigeration of propane and butane.
• Six refrigerated storage tanks for the storage of liquefied ethane, propane, and butane.
• Four caverns for propane and butane storage.
• Eight internal floating roof tanks and three spheres for pentane and light naphtha storage.
• Loading and unloading racks for propane, butane, and natural gasoline.
• Refrigerated marine vessel loading equipment for refrigerated ethane, propane, and butane products.
• Fugitive emissions piping, components (i.e., valves, pressure relief valves, pump and compressor seals, and flanges/connectors), and process vents.
ETMT also operates and maintains the following sources and equipment as part of the petroleum products terminalling services at the MHT:
• Numerous internal floating roof, external floating roof, and miscellaneous storage tanks for the temporary storage of crude oil and other refined petroleum products.
• Marine vessel loading and ballasting equipment for crude oil and other refined petroleum products.
• Fugitive emissions piping, components, and process vents.
Lastly, ETMT operates and maintains the following sources and equipment to support the operations at the MHT:
• Six diesel engine pumps to move stormwater and process wastewater.
• A wastewater treatment system.
• Six fire pumps.
• Vehicle refueling operations.
Emissions generated by the previously listed sources and equipment are controlled, as follows:
• Operational, maintenance, and emergency flows from the refrigerated equipment that do not contain water are controlled by two elevated cold flares.
• Operational, maintenance, and emergency flows from the fractionation towers, marine vessel loading, spheres, and other process equipment that contain water are controlled by an elevated warm flare.
• Emissions from the auxiliary boilers are controlled by low-NOx (nitrogen oxides) burners and flue gas recirculation.
• Emissions from the cooling towers are controlled by high-efficiency drift eliminators.
• Fugitive emissions from components are controlled by a leak detection and repair (LDAR) program.
ETMT reported the following emissions from the MHT for calendar year 2023:
• Carbon Monoxide (CO): 49.02 tons/yr
• Greenhouse gases (GHGs) (CO2e): 159,536 tons/yr
• Lead: 0.008 ton/yr
• NOx: 57.00 tons/yr
• Particulate Matter (PM)/PM less than 10 µm in aerodynamic diameter (PM10): 3.01 tons/yr
• PM less than 2.5 µm in aerodynamic diameter (PM2.5): 2.39 tons/yr
• Sulfur oxides (SOx): 0.49 ton/yr
• Volatile organic compounds (VOCs): 140.02 tons/yr
The previously listed sources and equipment are subject to the following Federal regulations:
• New Source Performance Standards (NSPS) (40 CFR Part 60): Subparts Db, Kb, VV, VVa, EEEE, and IIII.
• Maximum Achievable Control Technology (MACT) standards [40 CFR Part 63]: Subparts R, Y, ZZZZ, and DDDDD.
Moreover, all past and future authorizations for the sources and equipment related to the NGLs processing, storage, and distribution operations at the MHT are considered as a single aggregated project and subject to the following Federal regulations:
• Prevention of Significant Deterioration of Air Quality (PSD) (Clean Air Act (CAA) (42 U.S.C.A. §§ 7401 et seq.), Title I, Part C; 40 CFR § 52.21).
• Nonattainment New Source Review (NSR) (CAA, Title I, Part D).
The TVOP renewal will contain monitoring, recordkeeping, reporting, and work practice requirements designed to keep the facility operating within all applicable air quality requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act. The facility is subject to the Title V Operating Permit requirements adopted in 25 Pa. Code Chapter 127, Subchapter G.
DEP's Southeast Regional Office (SERO) is currently reviewing the TVOP renewal application. Since the MHT facility is a major facility located in an Environmental Justice (EJ) area, DEP will consider the TVOP as an Opt-In permit subject to enhanced public participation.
