Payment for Nursing Facility Services Provided by Nonpublic and County Nursing Facilities in a Township of the First Class in a County of the Second Class A; Supplemental Ventilator Care and Tracheostomy Care Add-on Payment for Fiscal Year 2024-2025

 This announcement provides advance notice that the Department of Human Services (Department) intends to make an additional payment in Fiscal Year (FY) 2024-2025 to nonpublic and county nursing facilities in a township of the first class in a county of the second class A.

Proposed Payment

 The Department intends to make an additional supplemental ventilator care and tracheostomy care payment to qualified nonpublic and county nursing facilities. This additional payment will be made to nonpublic and county nursing facilities located in a township of the first class in a county of the second class A which remain open as of July 11, 2024, with a percentage of Medical Assistance recipient residents who required medically necessary ventilator care or tracheostomy care equal to or greater than 90% as of August 1, 2022.

 The Department will calculate the FY 2024-2025 add-on payment to qualified nonpublic and county nursing facilities by dividing the total funds for the supplemental ventilator care and tracheostomy care payment by the number of qualified nonpublic and county nursing facilities.

 The Department will submit a State Plan Amendment (SPA) to the Centers for Medicare & Medicaid Services (CMS). If CMS approves the SPA, the total funds will consist of both Federal and State funding. The Department will use its best efforts to process this payment within 30 days of the date it receives notice from CMS.

Fiscal Impact

 This change will result in an estimated total cost of $0.557 million ($0.250 million in State funds) for FY 2024-2025.

 Interested persons are invited to submit written comments regarding this supplemental ventilator care and tracheostomy care add-on payment to the Department of Human Services, Office of Long-Term Living, Bureau of Policy Development and Communications Management, Attention: Benjamin Spager, P.O. Box 8025, Harrisburg, PA 17105-8025 or at RA-PWOLTLNFPUBLICCOM@ pa.gov. Comments received within 30 days will be reviewed and considered for any subsequent revision of the notice.
