The turbines will be built with SoLoNOx dry low NOx (DLN) technology for the control of NOx and equipped with oxidation catalysts for the control of CO, VOCs and organic hazardous air pollutants (HAPS). The facility is also replacing the current Waukesha 600 bhp emergency generator (Source ID 040) and Leroi 600 bhp emergency generator (Source ID 041) with Waukesha, VGF24GL, 585 bhp, and CAT 3512C, 1,114 bhp, natural gas, emergency generators. The project will also include the installation of two (2) fuel gas heaters, each rated at 1.154 MMBtu/hr heat input, one (1) 1,880 gallon pipeline liquids tank, one (1) 3,550 gallon oil tank, one (1) 12,690 gallon oily water tank, one (1) truck loading source for pipeline liquids, one (1) truck loading source for used oil, one (1) truck loading source for oily water and five (5) separator vessels (two (2) 33 gallon vessels, (2) 83 gallon vessels and one (1) 185 gallon vessel) associated with the blowdown separators. For the modification to the existing dust collection system on the PIF Line (ID 250) at the ceiling tile plant. Specifically, the project will replace the internally vented 20,000 acfm baghouse (Control ID D05—Baghouse # 27) and the internally vented 4,000 acfm receiver baghouse (baghouse # 7) with a 57,000 acfm baghouse and a new 1,830 acfm receiver baghouse, respectively. The 57,000 acfm baghouse is an existing baghouse (Control C130—Baghouse # 30) which will be relocated, rebuilt and equipped with new high-efficiency filters. The two new baghouses are to be vented to atmosphere. Additionally, Armstrong is proposing to add additional dust pickups to existing Baghouse #26 (Control ID D04), which controls the equalizers (Sources IDs 204 and 210), and Baghouse # 4 (Control ID D01) which controls the PIF line feeder and sander (Source ID 250). The additional pickup points will improve dust collection on existing operations. No production equipment will be modified or added during the project. The plan approval was extended. All resource impacts are considered temporary impacts except the impact to Wetland W1. A portion of Stream S1 has been repeatedly traversed by vehicles and the banks are no longer defined. Water loses concentration and instead sheet-flows across the site which over time has formed Wetland W1. Hydrology from Stream S1 should feed a permitted Riparian Enhancement area directly downslope. As part of this Joint Permit, a culvert is being installed to protect Stream S1 from vehicle traffic. While the Riparian Enhancement area will gain hydrology, Wetland W1 will lose hydrology.
