PROPOSED NUTRIENT MANAGEMENT PLANS RELATED TO APPLICATIONS FOR NPDES PERMITS FOR CAFOs

 This notice provides information about agricultural operations that have submitted nutrient management plans (NMPs) for approval under 3 Pa.C.S. Chapter 5 and that have or anticipate submitting applications for new, amended or renewed (National Pollutant Discharge Elimination System) NPDES permits, or Notices of Intent (NOIs) for coverage under a general permit, for CAFOs, under 25 Pa. Code Chapter 92a. This notice is provided in accordance with 25 Pa. Code Chapter 92a and 40 CFR Part 122, implementing The Clean Streams Law and the Federal Clean Water Act.

 Based upon preliminary reviews, the State Conservation Commission (SCC) or County Conservation Districts (CCD) working under a delegation agreement with the SCC have completed an administrative review of NMPs described. These NMPs are published as proposed plans for comment prior to taking final actions. The NMPs are available for review at the CCD office for the county where the agricultural operation is located. A list of CCD office locations is available at http://www.nacdnet.org/about/districts/directory/pa.phtml or can be obtained from the SCC at the office address listed or by calling 717-787-8821.

 Individuals wishing to comment on an NMP are invited to submit a statement outlining their comments on the plan to the CCD, with a copy to the SCC for each NMP, within 30-days from the date of this public notice. Comments received within the respective comment periods will be considered in the final determinations regarding the NMPs. Comments should include the name, address and telephone number of the writer and a concise statement to inform the SCC of the exact basis of the comments and the relevant facts upon which they are based. LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

Acknowledgment of Notice(s) of Intent to Remediate Submitted Under the Land Recycling and Environmental Remediation Standards Act (35 P.S. §§ 6026.101—6026.908).

 Sections 302—305 of the Land Recycling and Environmental Remediation Standards Act (Act) require the Department of Environmental Protection (DEP) to publish in the Pennsylvania Bulletin an acknowledgment noting receipt of any Notices of Intent (NOI) to Remediate. An acknowledgment of the receipt of a NOI to Remediate is used to identify a site where an individual proposes to, or has been required to, respond to a release of a regulated substance at a site. Individuals intending to use the background standard, Statewide health standard, the site-specific standard, or who intend to remediate a site as a special industrial area, must file a NOI to Remediate with DEP. A NOI to Remediate filed with DEP provides a brief description of the location of the site, a list of known or suspected contaminants at the site, the proposed remediation measures for the site, and a description of the intended future use of the site. An individual who demonstrates attainment of one, or a combination of the cleanup standards, or who receives approval of a special industrial area remediation identified under the Act, will be relieved of further liability for the remediation of the site for any contamination identified in reports submitted to and approved by DEP. Furthermore, an individual shall not be subject to citizen suits or other contribution actions brought by responsible individuals not participating in the remediation.

 Under Sections 304(n)(1)(ii) and 305(c)(2) of the Act, there is a 30-day public and municipal comment period for sites proposed for remediation using a site-specific standard, in whole or in part, and for sites remediated as a special industrial area. This period begins when a summary of the NOI to Remediate is published in a newspaper of general circulation in the area of the site. For the following identified site(s), proposed for remediation to a site-specific standard or as a special industrial area, the municipality, within which the site is located, may request to be involved in the development of the remediation and reuse plans for the site if the request is made within 30-days of the following specified date. During this comment period the municipality may request that the following identified individual, as the remediator of the site, develop and implement a public involvement plan. Requests to be involved, and comments, should be directed to the remediator of the site.

The 7.44-acre site is located in a mixed industrial and residential area on the north shore of the Allegheny River. The site has operated as an asphalt terminal since the 1950s, when it was owned by Gulf Oil Company (acquired by Chevron U.S.A. Inc. [Chevron] in 1985). In the early 1990s, the site was sold to its current owner and operator, United Refining Company. Site features include a two-story office building with a basement that contains an operating vapor mitigation system (VMS), several auxiliary buildings/sheds, loading platforms, a truck scale, seven aboveground storage tanks (ASTs) containing asphalt, as well as groundwater monitoring wells and air sparge wells. As a result of historical waste disposal practices, chlorinated volatile organic compounds (VOCs) have historically been identified in soil and groundwater. Soil excavations were completed in the source areas. Trichloroethene (TCE) is the primary constituent remaining in groundwater. Future expected use will be nonresidential. The Notice of Intent to Remediate was published in The Pittsburgh Post-Gazette on November 26, 2023. Application received: November 29, 2023.

House of Metal, Primary Facility ID # 871540, 901 Pennsylvania Avenue, Pittsburgh, PA 15233, City of Pittsburgh, Allegheny County. AIR QUALITY

PLAN APPROVAL AND OPERATING PERMIT APPLICATIONS

 The Department of Environmental Protection (DEP) has developed an integrated plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for DEP, the regulated community and the general public. This approach allows the owner or operator of a facility to submit permitting documents relevant to its application for all sources related to a facility or a proposed project, affords an opportunity for public input, and provides for a decision on the issuance of the necessary permits.

 The DEP received applications for Plan Approvals or Operating Permits from the following facilities. Copies of the application, DEP's analysis, all pertinent documents used in the evaluation of the application and subsequently prepared proposed plan approvals/operating permits are available for public review during normal business hours at the appropriate DEP Regional Office. Appointments for scheduling a review must be made by calling the appropriate DEP Regional Office. The address and telephone number of the Regional Office is listed before the application notices.

 Individuals wishing to file a written protest or provide comments or additional information, which they believe should be considered prior to the issuance of a permit, may submit the information to the DEP's Regional Office. A 30-day comment period from the date of this publication will exist for the submission of comments, protests and information. Each submission must contain the name, address and telephone number of the person submitting the comments, identification of the proposed Plan Approval/Operating Permit including the permit number and a concise statement regarding the relevancy of the information or objections to issuance of the permit.

 Any individual wishing to request a hearing may do so during the 30-day comment period. A public hearing may be held, if DEP, in its discretion, decides that a hearing is warranted based on the information received. Persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper, the Pennsylvania Bulletin or by telephone, when DEP determines this type of notification is sufficient.  Permits issued to the owners or operators of sources subject to 25 Pa. Code Chapter 127, Subchapter D or E, or located within a Title V facility or subject to 25 Pa. Code § 129.51(a) or permits issued for sources with limitations on their potential to emit used to avoid otherwise applicable Federal requirements may be submitted to the United States Environmental Protection Agency for review and approval as a revision to the State Implementation Plan. Final Plan Approvals and Operating Permits will contain terms and conditions to ensure that the sources are constructed and operating in compliance with applicable requirements in the Air Pollution Control Act (35 P.S. §§ 4001—4015), 25 Pa. Code Chapters 121—145, the Federal Clean Air Act (42 U.S.C.A. §§ 7401—7671q) and regulations adopted under the Federal Clean Air Act.

09-0059B: St. Mary Medical Center, 1201 Langhorne-Newtown Rd, Langhorne, PA 19047, Middletown Township, Bucks County. Application received: October 23, 2023. St. Mary Medical Center (SMMC) submitted a Plan Approval application to the Department of Environmental Protection for the installation of a 35.66 MMBtu/hr natural gas fired boiler. SMMC operates as a general medical and surgical hospital and is classified as a synthetic minor facility for NOx emissions. The nitrogen oxide emissions from the new boiler will be controlled by a low NOx burner with flue gas recirculation. An annual hourly restriction to limit the boiler to 500 hours per year will be included in the plan approval as an enforceable condition. This will limit the boiler to 0.325 ton per year of NOx emissions and ensure SMMC maintains a synthetic minor status for NOx emissions. The Plan Approval will contain monitoring, recordkeeping, testing and work practice conditions designed to keep the facility operating within all applicable local, state, and Federal air quality requirements.  Notice is hereby given in accordance with 25 Pa. Code §§ 127.44—127.46 that the Department of Environmental Protection (Department) intends to issue a modification to the Air Quality Plan Approval 04-00034C for the Sherwin-Williams Manufacturing Company Rochester Plant located at 372 Cleveland St, Rochester, PA 15074 in Rochester Township, Beaver County.

 The proposed modifications to this plan approval include:

 The revised facility potential to emit includes the emissions from the thermal oxidizer fuel combustion emissions based on final design. As a result of this modification (adding the fuel emission estimates from the thermal oxidization), the NOx emission increase from previous publication exceeds the 25 Pa. Code § 127.449 de minimis increase threshold of 1.0 tpy from a single source thus requiring republication for a 30-day comment period.

 The plan approval 04-00034C; Section C; stated facility-wide emission limit for VOC and Hazardous Air Pollutant (HAP) emissions has been revised.

 Tank 4085, under Source ID 101, is no longer part of the project and will not be constructed.

 The Plan Approval 04-00034C; Section D; Source ID 101; stated thermal oxidation retention time and outlet VOC ppm requirements have been modified per this action. The revised condition reads: ''Thermal Oxidizer shall control VOC and HAPs by a minimum of 95% or an outlet VOC ppm no greater than 8 ppm as propane, shall be operated at no lower than 1,400 degrees Fahrenheit, shall have a retention time of 1.0 second, and shall have a capture efficiency of 100%.'' This change does not meet the 25 Pa. Code § 121.1 definition of a Major Modification and the Department does not expect any emission increases from the retention time reduction since it meets best available technology.

 The Department has approved the make and model of the thermal oxidizer for this project.

 Plan approval 04-00034C; Section D; Source ID 101; Conditions # 002—004 (condition numbers based on the original Plan Approval), include typographical errors and as such, each of these conditions have been updated to exclude, ''This performance test is to ensure compliance with the emission limits of Condition 2 in Section D.'' The changes to these conditions are a result of typographical errors which meets ''administrative permit amendment'' per 25 Pa. Code § 127.450(a)(1). As such, a 30-day comment period is not needed to fix these typographical errors.

 South Tank Truck Area, Sherwin Williams proposes to install and operate adsorption equipment for the control of VOC/HAP and malodors. The Owner/Operator shall initiate construction no later than three (3) months after this plan approval modification issuance (or within a written extension timeframe approved by the Department).

 North and South Tank Truck Area bulk storage tanks identified with VOC and potential odor emissions that are not controlled by the adsorption equipment shall minimize VOC/HAP emissions through control measures using pressure relief valves in accordance with 25 Pa. Code § 129.57 or vapor return lines, may include corrections to other minor typographical errors and omissions.

 The authorization is subject to State Emission Standards. This Plan Approval has been conditioned to ensure compliance with all applicable rules. This includes emissions restrictions, operational restrictions, testing, monitoring, recordkeeping, reporting, and work practice requirements. Once compliance with the Plan Approval is demonstrated, the applicant will be required to revise the existing Synthetic Minor Operating Permit in accordance with 25 Pa. Code Subchapter F.

 The Plan Approval Application, the Department's Air Quality Review Memorandum, the proposed Air Quality Plan Approval, and other relevant information for this project are available for review by any interested party at the Department's Southwest Regional Office, 400 Waterfront Drive, Pittsburgh, PA 15222. To request a review of the Plan Approval Application, to receive an electronic copy of the Department's Air Quality Review Memorandum, or to receive an electronic copy of the Department's proposed Air Quality Plan Approval for this project, a person may contact the Department at 412-442-4000.

No emission or equipment changes are being proposed by this permit renewal action. The Title V permit is proposed to undergo a significant modification to revise Section E, Group SG01, Condition # 004 to update the allowable hourly emission of SO2 for Source IDs C01 & C02. However, the 12-month permitted limit of 55 tons/yr of SO2 for the affected sources remains unchanged.

38-05019, Helix Ironwood LLC, 305 Prescott Rd, Lebanon, PA 17042, South Lebanon Township, Lebanon County. Application received 11/18/2023. To issue a Title V Operating Permit renewal for the electric generating station. Additionally, the Department has made a preliminary determination to approve a Reasonably Available Control Technology (RACT) plan to be submitted for approval as part of the State Implementation Plan (SIP) for the facility.

 In accordance with 25 Pa. Code §§ 127.424 and 127.425 the Department of Environmental Protection (DEP) has received an application and intends to issue an Air Quality Operating Permit renewal for the previously mentioned facility.

 The actual emissions from the facility in 2022 year are estimated at 244 tpy of NOx, 15 tpy of CO, 18 tpy of PM10, 11 tpy of SOx, 8 tpy of VOC, 8 tpy of HAP and 24 tpy of NH3. The Operating Permit will include emission limits and work practice standards along with monitoring, recordkeeping and reporting requirements to ensure the facility complies with the applicable air quality regulations. Among other items, the conditions include provisions derived from 25 Pa. Code §§ 129.111—129.115—Additional RACT Requirements for Major Sources of NOx, 40 CFR Part 60, Subpart GG—Standards of Performance for Stationary Gas Turbines, Cross State Air Pollution Rule (CSAPR) and 40 CFR Part 63, Subpart ZZZZ, National Emissions Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines.

 In accordance with 25 Pa. Code §§ 129.111—129.115 (relating to additional RACT requirements for major sources of NOx and VOCs for the 2015 ozone NAAQS), the Pennsylvania Department of Environmental Protection has made a preliminary determination to approve a RACT III plan, to be submitted as part of the State Implementation Plan (SIP).

 The proposed SIP revision does not adopt any new regulations. It will incorporate the provisions and requirements contained in the RACT 3 approval, which are intended to satisfy the requirements for the 1997 National Ambient Air Quality Standard (NAAQS) and the 2008 NAAQS, and the 2015 NAAQS for ozone. The proposed RACT III plan, if approved by DEP, will be issued as a part of the facility's Title V operating permit renewal (38-05019). The relevant RACT III requirements will also be submitted to the U.S. Environmental Protection Agency (EPA) for approval and incorporation into Pennsylvania's State Implementation Plan. Requirements that are not part of the RACT III approval will be excluded from the SIP submittal.

 The following is a summary of the proposed RACT III requirements for this facility that will be submitted to the EPA as a revision to the Commonwealth's SIP:

 RACT III Case-by-Case Requirements

 Source ID T001—No. 1 Combustion Turbine and Source ID T002—No. 2 Combustion Turbine

 a. Pursuant to the Lowest Achievable Emission Rate (LAER) provisions of 25 Pa. Code § 127.205, the following emission limits apply to normal operation of each of the combustion turbines:

 1. NOx: 4.5 ppm dry volume corrected to 15% oxygen, calculated as a 3-hour rolling block average during normal operation.

 2. NOx: 0.018 lb/mmBtu, HHV, calculated as a 3-hour rolling block average during normal operation.

 3. These emission limits ensure compliance with the NOx emission standard included in 40 CFR Part 60, Subpart GG.

 b. Annual NOx emissions shall not exceed 442 tons per consecutive 12-month period. This limit includes emissions generated during all start-up and shutdown periods as well as during normal operation. NOx emissions from all startup, shutdown and load change periods are included in the annual NOx emission cap. Actual NOx emissions shall be those measured by the facility's continuous emissions monitoring system (CEMS).

 c. Pursuant to the Lowest Achievable Emission Rate (LAER) provisions of 25 Pa. Code § 127.205, the following emission limits apply to each of the combustion turbines during the stated periods. The definitions and durations of these periods are provided elsewhere in this approval. Maximum total emissions per turbine for startup and load change events shall not exceed the following values:

 1. Cold startup: 731 pounds of NOx

 2. Warm startup: 543 pounds of NOx

 3. Hot startup: 295 pounds of NOx

 4. Load change: 295 pounds of NOx

 d. Normal operation of the combustion turbines is specified as all operation other than that occurring during the following designated periods:

 1. Cold startup: Refers to restarts made more than 48 hours after shutdown; cold startup periods shall not exceed 15 hours per turbine per occurrence. A successful cold startup will be determined upon the turbine reaching 50% of full load; should the turbine trip prior to reaching 50% of full load, subsequent restarts will still be defined as a cold startup.

 2. Warm startup: Refers to restarts made more than 8 hours, but less than or equal to 48 hours after shutdown; warm startup periods shall not exceed 10.5 hours per turbine per occurrence. A successful warm startup will be determined upon the turbine reaching 50% of full load; should the turbine trip prior to reaching 50% of full load, subsequent restarts will still be defined as a warm startup.

 3. Hot startup: Refers to restarts made 8 hours or less after shutdown; hot startup periods shall not exceed 4 hours per turbine per occurrence.

 4. Shutdown: Commences with the input of a stop command by the operator and ends with termination of combustion in the combustion chamber.

 5. Load changes: Refers to the reduction in load of one or both combustion turbines to less than 50% of full load for a period of time not to exceed 6 hours for the purpose of balancing steam output from the units while changing the plant from two unit to one unit operation or from one unit to two unit operation; or to an automatic or operator selected reduction in load of one or both combustion turbines to less than 50% of full load due to instrumentation or equipment related maintenance and support activities which require reduced load operation.

 6. The permittee shall maintain detailed records to document each interval defined previously. This information shall be made available to Department representatives upon request.

 e. The permittee shall maintain detailed records of all maintenance performed on the air emissions control systems associated with the combustion turbines for the most recent five-year period.

 f. The permittee shall operate the turbines in such a manner as to minimize the duration of start-up, shutdown and load change periods. All NOx emissions from these events will be quantified by the approved methods and are included in the annual facility limit for that pollutant.

 g. The permittee shall monitor and record the following parameters for each of the SCR systems associated with the combustion turbines:

 1. Catalyst bed inlet temperature

 2. Ammonia solution injection rate

 3. Ammonia solution concentration

 4. Ammonia slip

 h. The permittee shall maintain and operate a continuous monitoring system to monitor and record the natural gas consumption and total operating hours for each of the combustion turbines.

 i. Compliance with the NOx emission limits in this Source Group shall be determined via CEMS data.

 Upon approval by US EPA as a SIP revision, the provisions of Section E, Group 007 of this permit shall supersede the provisions of Section E, Group 006 of this permit. [Group 006 contains previously SIP-ed RACT 2 conditions for Sources T001 and T002. The only difference between Group 006 and 007 is that Group 007 changes all of the 70% references in Group 006 to 50%. This relates to the definitions of startups and load change.]

 Public Comment Details:

 A 30-day public comment period is provided for persons wishing to file a written protest, objection, comments or additional information, which they believe should be considered prior to the issuance of a permit. The written comments, information, protests or objections may be submitted to Thomas Hanlon, Environmental Engineering Manager, Air Quality Program, at 909 Elmerton Avenue, Harrisburg, PA 17110, or at thanlon@pa.gov on or before the closing date of this 30-day public comment period. The 30-day public comment period closes on February 12, 2024.

 Each written submission must contain the name, address and telephone number of the person submitting the comments, identification of the RACT III permit, including the permit number, and a concise statement regarding the RACT III permit provision or requirement that the person is commenting on and the relevancy of the information or objections to issuance of the RACT III permit.

15-00054, Highway Materials Inc./Malvern Asphalt Plant, 680 Morehall Road, Frazer, PA 19355, East Whiteland Township, Chester County. Application received: July 27, 2023. This action is for the renewal of the State Only Operating Permit for Highway Materials, Inc. operates a hot mix batch asphalt plant, consisting of a rotary dryer which primarily burns natural gas, but is also approved to burn propane and various liquid fuels. Air emissions from the asphalt plant are controlled by a knockout box and baghouse dust collector. The permit authorizes the operation of portable aggregate processing equipment powered by diesel-fired engines. The permit will also be amended to incorporate the requirements of plan approval 15-0054D, which revised the emission limits of the asphalt plant in accordance to the facility's most recent stack test. There have been no physical changes or modifications made to the asphalt plant since the permit was last amended in 2021. Highway Materials, Inc. is categorized as a synthetic minor facility because the facility has taken limits to keep the potential to emit below major source thresholds. MINING ACTIVITY NPDES DRAFT PERMITS

 This notice provides information about applications for a new, amended or renewed National Pollutant Discharge Elimination System (NPDES) permits associated with mining activity (coal or noncoal) permits. The applications concern industrial waste (mining) discharges to surface water and discharges of stormwater associated with mining activities. This notice is provided in accordance with 25 Pa. Code Chapters 91 and 92a and 40 CFR Part 122, implementing provisions of The Clean Streams Law (35 P.S. §§ 691.1—691.1001) and the Federal Clean Water Act (33 U.S.C.A. §§ 1251—1376).

 The Department of Environmental Protection (DEP) has prepared a draft NPDES permit and made a tentative determination to issue the NPDES permit in conjunction with the associated mining activity permit.

Effluent Limits for Coal Mining Activities

 For coal mining activities, NPDES permits, when issued, will contain effluent limits that are the more stringent of technology-based (BAT) effluent limitations or Water Quality Based Effluent Limits (WQBEL).

 The BAT limits for coal mining activities, as provided in 40 CFR Part 434 and 25 Pa. Code Chapters 87—90 are as follows:

 A settleable solids instantaneous maximum limit of 0.5 ml/l applies to: surface runoff (resulting from a precipitation event of less than or equal to a 10-year 24-hour event) from active mining areas; active areas disturbed by coal refuse disposal activities; mined areas backfilled and revegetated; and all other discharges and drainage (resulting from a precipitation event of greater than 1-year 24-hour to less than or equal to a 10-year 24-hour event) from coal refuse disposal piles. Similarly, modified BAT limits apply to iron, manganese and suspended solids in surface runoff, discharges and drainage resulting from these precipitation events and those of greater magnitude in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.

 Exceptions to BAT effluent limits may be applicable in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.

Effluent Limits for Noncoal Mining Activities

 The limits for noncoal mining activities as provided in 25 Pa. Code § 77.522 are pH 6 to 9 and other parameters DEP may require.

 Discharges from noncoal mines located in some geologic settings (for example, in the coal fields) may require additional water quality based effluent limits. If additional effluent limits are needed for an NPDES permit associated with a noncoal mining permit, then the permit description specifies the parameters.

FEDERAL WATER POLLUTION CONTROL ACT SECTION 401

 The following permit applications, requests for Environmental Assessment approval and requests for 401 Water Quality Certification have been received by the Department of Environmental Protection (DEP). Section 401 of the Federal Water Pollution Control Act (FWPCA) (33 U.S.C.A. § 1341), requires the State to certify that the involved projects will not violate the applicable provisions of Sections 301—303, 306 and 307 of the FWPCA (33 U.S.C.A. §§ 1311—1313, 1316 and 1317), as well as relevant state requirements. Individuals objecting to approval of a request for certification under Section 401 or to the issuance of a Dam Permit or Water Obstruction and Encroachment Permit, or the approval of an Environmental Assessment must submit any comments, suggestions or objections within 30-days of the date of this notice, as well as any questions to the office noted above the application. The impacted resources include three (3) wetlands, two (2) classified as palustrine emergent (PEM) wetlands (W1 and W2) and one (1) classified as a PEM/palustrine forested (PEM/PFO) wetland; an intermittent stream (S1); and stream S1's floodway. All resource impacts are considered temporary impacts. The temporary impacts are due to construction of the expanded well pad to complete the corrective actions that include excavation and filling of wetland W1 (including timber matting), filling of wetlands W2 and W4 and stream S1 and its floodway (along the access road using timber mats) and culverting a portion of stream S1 and its floodway.  The applicant has requested to: 1. Remove the existing 858` by 75`-6", Adjacent Dual Concrete Multiple-Arch structure, and to construct and maintain a new 825`-3" by 86`-8 1/4" Flattened Delta Frame Bridge structure, having a cumulative permanent impact of 89 LF to Nine-mile Run (TSF) and 0.180 acre to the floodway of Nine-mile Run. 2. Abandon in place 140 LF of the existing 48" RCP, PWSA combined sewer line, which will be cut, capped, and filled, and to construct and maintain a replacement, 160 LF of 48" ductile iron combined sewer pipe, in a new location, having a permanent impact of 0.015 acre to the floodway of Nine-mile Run. 3. Abandon in place 350 LF of the existing 24" RCP, PWSA sanitary sewer line, which will be cut, capped, and filled, and construct and maintain a replacement, 420 LF of 24" ductile iron sanitary sewer line, in a new location, having a permanent impact of 0.020 acre to the floodway of Nine-mile Run. 4. Construct and maintain, in Phase 1, a temporary stream crossing consisting of five (5) 36" R/C pipes, and other erosion and sedimentation pollution controls. Then, construct and maintain, in Phase 2, a modification to this temporary stream crossing, by capping two (2) of the 36" R/C pipes, and extending the remaining three (3) of the 36" R/C pipes by connecting three (3) 36" ductile iron pipes. These activities will result in a cumulative temporary impact of 621 LF to Nine-mile Run (TSF) and 1.80 acres to the floodway of Nine-mile Run. 5. Construct and maintain two (2) new 18" RCP stormwater outfalls with concrete end-walls and rock aprons, having a permanent impact of approximately 0.003 acre to the floodway of Nine-mile Run (TSF). For the purpose of replacing a structure, carrying SR 376 over Commercial Street and Nine-mile Run (TSF). The project will have a cumulative and permanent impact to approximately 89 LF of watercourse and 0.180 acre of floodway, and a cumulative and temporary impact to 621 LF of watercourse and 1.80 acres of floodway. The project site is located at the SR 376 overpass that crosses Commercial Street (Pittsburgh East, PA USGS topographic quadrangle) in City of Pittsburgh, Allegheny County.  The applicant has requested to: 1. Remove an existing 644 lf of 3` x 4` CMP stream enclosure, which conveys an unnamed tributary (UNT) to the Monongahela River (WWF), and to construct and maintain 644 lf of relocated open channel that is 20` from top of bank to top of bank and 5` deep with a 5` wide stream bottom. 2. Construct and maintain 18 lf of 36" x 48" CMP pipe to connect the existing upstream stormwater network to the open channel previously mentioned, along with a new, 5` long x 14` wide x 4` tall concrete endwall in the same UNT to the Monongahela River. 3. Construct and maintain a 30 lf of 12" SDR 35 sanitary pipe crossing underneath the previously mentioned stormwater pipe beneath the same UNT to the Monongahela River, 4. To remove 530 lf of existing 12" SDR 35 sanitary pipe, and to construct, operate, and maintain 530 lf of relocated 12" SDR 35 sanitary pipe and associated manholes parallel to the previously mentioned open channel of a UNT to the Monongahela River. 5. To operate and maintain 109 lf of existing 12" SDR 35 sewer line within the floodway/floodplain of the newly constructed open channel. For the purpose of reducing the frequency and extent of flooding events in the surrounding area to improve public health, safety and the environment. The project will cumulatively and permanently impact 666 lf of watercourse and 0.800 acre of floodway. The project site is located between N. Redwood St and N. Liberty Ave (Masontown, PA USGS topographic quadrangle; Sub-basin 19G) in Masontown Borough, Fayette County. Latitude: 39° 84` 90", Longitude: -79° 91` 20".

 To grade and maintain the streambanks along 2,554 liner feet of Watercourse 1 and 20 linear feet of Watercourse 2 which are both unnamed tributaries to Cocalico Creek (WWF, MF) including the construction of floodplain benches, (3) plunge pools, 14 log sills, the establishment of native vegetation, and a baseflow channel, all for the purpose stabilizing the actively eroding streambanks. The project also proposes to 1) install and maintain a temporary stream crossing under a General Permit 8 and 2) to install and maintain an agricultural crossing under General Permit 6 coverage.
