STATE CONSERVATION COMMISSION
Access to Nutrient Management Plans, under Review and Acted upon by the State Conservation Commission, for Concentrated Animal Operations and Concentrated Animal Feeding Operations and Volunteers Complying with the Commonwealth's Nutrient Management Program

[Saturday, February 10, 2024]This notice is provided to direct the public to the State Conservation Commission's (Commission) webpage at https://www.agriculture.pa.gov/Plants_Land_Water/State ConservationCommission/NutrientManagementProgram/Pages/PA-Nutrient-Management-Program-Public-Notices. aspx or alternatively to the Commission's office to obtain information relating to Nutrient Management Plans (NMP) submitted for Commission review and action under 3 Pa.C.S. §§ 501—522 (relating to nutrient management and odor management).
The Commission's Nutrient Management Program public notice webpage previously listed provides the public with the name, address, county, acres, animal equivalent units, operation type, animal type and submission type for the various NMPs under review and acted upon by the Commission. This listing of plans under review and acted upon can also be accessed by contacting the Commission's office in Harrisburg at (717) 787-8821. The Commission will not take an action on a submitted NMP until it has been noticed on this list for a minimum of 30 days.
Commission actions on submitted NMPs will be published on the Commission's previously listed web site.
Persons wishing to view or obtain a copy of submitted NMPs are directed to submit a Right-To-Know request to the Department of Agriculture (Department) to arrange access to the plans currently under review.
Persons wishing to comment on an NMP under review by the Commission are invited to submit a written statement outlining their comments on the plan to the Commission's Nutrient Management Program within 30 days from the plan notice date provided on the Commission's listing of plans under review on the Nutrient Management Program public noticing webpage. Persons with a question relating to the submission of comments on a plan under review may contact the Commission office by phone to discuss the process for the submission of comments. Comments should include the name, address and telephone number of the writer, and a concise statement to inform the Commission of the exact basis of the comments and the relevant facts upon which they are based. Comments may be submitted, in writing, to the State Conservation Commission, Department of Agriculture, ATTN: Nutrient and Odor Management Programs, 2301 North Cameron Street, Room 311, Harrisburg, PA 17110.
