Finding

Clarion County Under the provisions of section 2002(b) of The Administrative Code of 1929 (71 P. S. § 512(b)), the Secretary of Transportation makes the following written finding:
The Department of Transportation (DOT) plans to replace the existing bridge carrying S. R. 28 over Redbank Creek in South Bethlehem Borough, Armstrong County and New Bethlehem Borough, Clarion County.
The project consists of the construction of a new three-lane bridge on a slight curve to replace the existing two-lane bridge, reconstruction of the intersection of S. R. 28 and Liberty Street in New Bethlehem Borough, and reconstruction of the intersection of S. R. 28 and S. R. 839 in South Bethlehem Borough.
The project will require the acquisition of the Craig House, which has been determined to be a contributing element of the National Register Eligible New Bethlehem Historic District. The effect of the project on the New Bethlehem Historic District will be mitigated by the following measures to minimize harm to the resource:
Prior to the demolition of the Craig House, which is a contributing element in the New Bethlehem Historic District, DOT will contact the Historical and Museum Commission (HMC) to determine what type and level of recordation is required for the property. Unless otherwise agreed to by the HMC, DOT will ensure that all documentation is completed and accepted by the HMC prior to demolition, and that copies of this documentation will be provided to HMC and the New Bethlehem Public Library.
The environmental, economic, social and other effects of the proposed project as enumerated in section 2002, subsection 18(b) of The Administrative Code of 1929 have been considered, and it is concluded that there is no feasible and prudent alternative to the project as designed, and that all reasonable steps have been taken to minimize such effect.
No adverse environmental effect is likely to result from the construction of this section of highway.
