LAND RECYCLING AND ENVIRONMENTAL REMEDIATION
Under Act 2, 1995
Preamble 3 The following final reports were submitted to the Department of Environmental Protection under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.908).
Provisions of Chapter 3 of the Land Recycling and Environmental Remediation Standards Act (act) require the Department of Environmental Protection to publish in the Pennsylvania Bulletin a notice of submission of any final reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed, and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected.
For further information concerning the final report, please contact the Environmental Cleanup Program in the Department of Environmental Protection Regional Office under which the notice of receipt of a final report appears. If information concerning a final report is required in an alternative form, contact the community relations coordinator at the appropriate regional office listed. A Plus Printing, City of Altoona, Blair County. A Plus Printing, Inc., Michael A. Colledge, Miriam K. Colledge, and Alex Namey, 500 32nd Street, Altoona, PA 16602, have submitted a Final Report concerning remediation of site soils and groundwater contaminated with naphthalene, benzene, toluene, ethylbenzene, total xylene, m-, p-Xylene, and o-xylene. The report is intended to document remediation of the site to meet the background standard.

Former Hook-Up, Inc. Facility, Lower Macungie Township, Lehigh County. National Environmental Technologies Corporation, P. O. Box 204, 2840 West Clymer Avenue, Telford, PA has submitted a Final Report (on behalf of its client, Hook-Up, Inc., 1619 Schoeneck Road, Macungie, PA) site soils which became contaminated with kerosene. The report is intended to document remediation of the site to meet the Statewide health standard. A Notice of Intent to Remediate was simultaneously submitted. Please refer to additional Pennsylvania Bulletin notice.
SOLID AND HAZARDOUS WASTE
OPERATE WASTE PROCESSING OR DISPOSAL AREA OR SITE
Permits issued under the Solid Waste Management Act (35 P. S. §§ 6018.101--6018.1003), the Municipal Waste Planning, Recycling and Waste Reduction Act (53 P. S. §§ 4000.101--4000.1904) and regulations to operate solid waste processing or disposal area or site.

Permit No. 101069. Southeastern Chester County Refuse Authority, P. O. Box 221, Kennett Square, PA 19348. This permit was issued for the reconfiguration of the existing northern area of the landfill and the elimination of Sedimentation Basin No. 3. Permit was issued in the Southeast Regional Office on February 21, 1997. London Grove Township (host municipality) submitted technical review comments on the application including an objection to the issuance of a permit. It is believed that technical comments submitted by the Township's consultant were adequately addressed by the applicant. The applicant's response to these technical issues were forwarded to the Township and no further correspondence was received on the matter. The Township's remaining objections to issuance were related to local zoning and land development ordinances. These local issues are not subject to the Department's review and are not cause for denying an application. Permit Condition No. 2 of this modification includes standard language informing the permittee that this permit modification does not supersede, amend or authorize violation of any applicable local law, ordinance or regulation that is not pre-empted by the Pennsylvania Solid Waste Management Act.
