APPLICATIONS RECEIVED UNDER THE PENNSYLVANIA CLEAN STREAMS LAW AND THE FEDERAL CLEAN WATER ACT
[National Pollution Discharge Elimination System Program (NPDES)]
DISCHARGE OF CONTROLLED INDUSTRIAL WASTE AND SEWERAGE WASTEWATER
(Part I Permits) The following parties have applied for an NPDES permit to discharge controlled wastewaters into the surface waters of this Commonwealth. Unless otherwise indicated on the basis of preliminary review and application of lawful standards and regulations, the Department of Environmental Protection (Department) proposes to issue a permit to discharge, subject to certain effluent limitations and special conditions. These proposed determinations are tentative.
Where indicated, the EPA, Region III, Regional Administrator has waived his right to review or object to this proposed permit action under the waiver provision 40 CFR 123.6E.
Persons wishing to comment on the proposed permit are invited to submit a statement to the Field Office indicated as the office responsible, within 30 days from the date of this public notice. Comments received within this 30-day period will be considered in the formulation of the final determinations regarding this application. Responses should include the name, address and telephone number of the writer and a concise statement to inform the Field Office of the exact basis of a comment and the relevant facts upon which it is based. A public hearing may be held if the Field Office considers the public response significant.
Following the 30-day comment period, the Water Management Program Managers will make a final determination regarding the proposed permit. Notice of this determination will be published in the Pennsylvania Bulletin at which time this determination may be appealed to the Environmental Hearing Board.
The application and related documents, proposed effluent limitations and special conditions, comments received and other information are on file and may be inspected and arrangements made for copying at the Field Office indicated above the application.

This application is for renewal of an NPDES permit to discharge treated sewage from Southco, wastewater treatment plant in Concord Township, Delaware County. This is an existing discharge to the West Branch of Chester Creek.

The permittee shall develop and submit a plan of action and an implementation schedule as provided for in the permit.
This permit is also subject to the following Part C Special Conditions: Pretreatment Operating and Reporting Requirements and Combined Sewer Overflows.

This application is for the amendment of an NPDES permit for an existing discharge of treated industrial waste to Kishacoquillas Creek, in Burnham Borough, Mifflin County.
The receiving stream is classified for trout stocking fishery, recreation, water supply and aquatic life. For the purpose of evaluating effluent requirements for TDS, NO2-NO3, fluoride and phenolics, the existing downstream potable water supply intake considered during the evaluation was Dauphin Consolidated Water Company located just north of Fort Hunter near Harrisburg. The discharge is not expected to impact any potable water supply.

This application is for amendment of an NPDES permit to discharge treated process water, sewage cooling water, untreated cooling water and stormwater from the Keystone Generating Station in Plumcreek Township, Armstrong County.
The following effluent limitations are proposed for discharge to the receiving waters, Crooked and Plum Creeks, classified as a warm water and trout stocked fishery with existing and/or potential uses for aquatic life, water supply and recreation.
