Proposed Use of Supplemental Disaster Recovery Funds Awarded to the Commonwealth by the United States Department of Housing and Urban Development to Assist in the Recovery from Hurricane Fran

   The United States Department of Housing and Urban Development (HUD) has allocated funds, under its Disaster Recovery Initiative, to assist the Commonwealth of Pennsylvania to recover from damages caused by Hurricane Fran. Funds allocated are $650,000 to Montgomery County (Abington Township) and $287,000 to the Commonwealth for use in areas affected by Hurricane Fran.

   In order to receive its allocation of $287,000 the Commonwealth is required to follow its established citizen participation process, publish its proposed use of funds, provide citizens with the opportunity to comment on the proposed use of funds, submit an Action Plan to HUD, describe how the funds will be administered in compliance with various laws and regulations and make certifications that it will comply with these laws and regulations and other requirements established by HUD.

   After surveying various counties for damages caused by Hurricane Fran, the Department of Community and Economic Development (DCED) determined that the most severe damage to homes and infrastructure occurred in Abington Township, Montgomery County. It has also been determined that the $650,000 HUD supplemental allocation for Montgomery County, in combination with local funds being committed to disaster recovery, falls substantially short of the funding necessary to provide relief to property owners who were affected by Hurricane Fran. Therefore, DCED proposes to commit its entire allocation of $287,000 to Abington Township to assist in recovery efforts.

   Since Montgomery County (Abington Township) has already developed an Action Plan for Disaster Recovery, DCED proposes to adopt this Action Plan as the Commonwealth's Plan for its $287,000 allocation.    This proposed use of funds is intended to give citizens and local government officials an opportunity to make known their thoughts and comments. Anyone interested in commenting on the proposed use of Disaster Recovery funds and/or the Action Plan may do so by writing to Riley Stoy at the above address. All comments must be received in DCED by close of business (5 p.m.) Friday, December 26, 1997.
