FISH AND BOAT COMMISSION
Consideration of Changes to Special Regulation Designations
[28 Pa.B. 2990] At its April 1998 meeting, the Fish and Boat Commission (Commission) approved guidelines with regard to encouraging public participation on possible changes to the designation of stream sections or lakes for special regulation programs. Under 58 Pa. Code Chapter 65, the Commission designates certain streams, stream sections and lakes as being subject to special fishing regulations. These designations are effective after Commission approval when they are posted at the site and a notice is published in the Pennsylvania Bulletin. Under the new guidelines, a notice concerning the proposed designation or redesignation of a stream section or lake under special regulations ordinarily will be published in the Pennsylvania Bulletin before the matter is reviewed by the Commissioners.
At the next Commission meeting on July 18 and 19, 1998, the Commission will consider designating or redesignating the following stream sections or lakes as waters subject to special fishing regulations under 58 Pa. Code Chapter 65, effective January 1, 1999:
58 Pa. Code § 65.2. Delayed Harvest Fly-Fishing Only Areas.
The Commission will consider deleting the following water from the list of ''Delayed Harvest Fly-Fishing Only Areas'' designated under 58 Pa. Code § 65.2:
County Water on which located Description Elk Big Mill Creek 1.0 mile section from the 1461 bridge downstream to Ridgway Reservoir 58 Pa. Code § 65.4a. All-Tackle Trophy Trout.
The Commission will consider redesignating the following water (now regulated under 58 Pa. Code § 65.24) as regulated and managed under the All-Tackle Trophy Trout Program and adding it to the list of waters subject to this regulation (58 Pa. Code § 65.4a):
County Water on which located Description Somerset and Fayette Youghiogheny River 3.5 mile section from the confluence of Ramcat Run downstream to the pipeline crossing at the confluence of Lick Run Concurrent with its consideration of adding this stream section to the All-Tackle Trophy Trout Program, the Commission will consider amending 58 Pa. Code § 65.24 to delete the section from miscellaneous special regulation.
58 Pa. Code § 65.6. Delayed Harvest Artificial Lures Only Areas.
The Commission will consider designating the following waters as regulated and managed under the Delayed Harvest Artificial Lures Only Program and adding them to the list of waters subject to this regulation (58 Pa. Code § 65.6):
County Water on which located Description Elk Big Mill Creek 1.5 mile section from the confluence of Rocky Run downstream to 0.3 miles downstream of the 1461 bridge Elk East Branch Clarion River 1.15 mile section from 100 meters downstream of the outflow of the East Branch Clarion River Lake downstream for a distance of 1.15 miles Luzerne Harveys Creek 1.5 mile section from T-812 downstream to Pavlick Road (T-497) 58 Pa. Code § 65.11. Panfish Enhancement Special Regulation.
The Commission will consider designating the following lakes as regulated and managed under the Panfish Enhancement Special Regulation and adding them to the list of waters subject to this regulation (58 Pa. Code § 65.11):

CrappieAt this time, the Commission is soliciting public input concerning these designations and redesignations. Persons with comments, objections or suggestions concerning the proposed designations and redesignations are invited to submit comments in writing to Executive Director, Pennsylvania Fish and Boat Commission, P. O. Box 67000, Harrisburg, PA 17106-7000 by no later than July 15, 1998.
