   D46-017EA.  Environmental Assessment. Greater Pottstown Watershed Alliance (P. O. Box 133, Pottstown, PA 19464). To breach and remove an abandoned dam across Manatawny Creek (CWF) for the purpose of restoring the stream to a free flowing condition. The dam is located approximately 1,500 feet upstream of the confluence of Manatawny Creek with the Schuylkill River (Pottstown, PA Quadrangle N: 22.0 inches; W: 4.4 inches) in Pottstown Borough, Montgomery County.

DISCHARGE OF CONTROLLED INDUSTRIAL WASTE AND SEWERAGE WASTEWATER

(Part I Permits)

   The Department of Environmental Protection (Department) has taken the following actions on previously received permit applications and requests for plan approval and has issued the following significant orders.

   Persons aggrieved by this action may appeal, under section 4 of the Environmental Hearing Board Act (35 P. S. § 7514) and 2 Pa.C.S. §§ 501--508 and 701--704 (relating to the Administrative Agency Law), to the Environmental Hearing Board, Second Floor, Rachel Carson State Office Building, 400 Market Street, P. O. Box 8457, Harrisburg, PA 17105-8457, (717) 787-3483. TDD users may contact the Board through the Pennsylvania Relay Service, (800) 654-5984. Appeals must be filed with the Environmental Hearing Board within 30 days of receipt of written notice of this action unless the appropriate statute provides a different time period. Copies of the appeal form and the Board's rules of practice and procedure may be obtained from the Board. Approvals to Use NPDES and Other General Permits

   The following parties have submitted (1)  Notices of Intent (NOIs) for coverage under General NPDES Permit(s) to discharge wastewater into the surface waters of the Commonwealth; (2)  NOIs for coverage under General Permit(s) for Beneficial Use of Sewage Sludge or Residential Septage by Land Application in Pennsylvania; or (3)  Notifications for First Land Application of Sewage Sludge.

   The approval of coverage for land application of sewage sludge or residential septage under these general permits is subject to pollutant limitations, pathogen and vector attraction reduction requirements, operational standards, general requirements, management practices and other conditions set forth in the respective general permit. The Department of Environmental Protection has reviewed the First Land Application of Sewage Sludge for the following sites and determined that the sites are suitable for land application of sewage sludge.

   The EPA Region III Regional Administrator has waived the right to review or object to this permit action under the waiver provision: 40 CFR 123.24.

   The application and related documents, effluent limitations, permitting requirements and other information are on file and may be inspected and arrangement made for copying at the contact office noted.

SEWAGE FACILITIES ACT

PLAN APPROVAL


Plan approval granted under the Pennsylvania Sewage Facilities Act (35 P. S. §§ 750.1--750.20).

Special Study:  McGee Run Watershed Sewer Plan for Derry Township Municipal Authority

   Southwest Regional Office:  Regional Manager, Water Management, 400 Waterfront Drive, Pittsburgh, PA 15222-4745, (412) 442-4000.

   Location:  Derry Township, Westmoreland County, 650 Derry Road, Derry, PA 15627.

   The Derry Township approved special study plan revision provides for the abatement of onlot and raw sewage discharge problems in the McGee Run Watershed. The Village of New Derry will be served by gravity sewers that will convey sewage to the Derry Borough Sewage Treatment Plant. New Derry, Atlantic and Panizzi Road, will be sewered and the sewage conveyed by pump station to the Latrobe Municipal Authority's Sewage Treatment Plant. Millwood, Seger, Hillside, Torrance and Brenizer, Copeville Heights will be sewered through the proposed McGee Run Interceptor and conveyed through pump stations to the Torrance State Hospital Sewage Treatment Plant. The Dogwood Acres Sewage Treatment Plant, that provides treatment for a portion of Millwood, will be abandoned.

   The Department's review of the Sewage Facilities Plan Update has not identified any significant environmental impacts resulting from this plan.
