Finding

Luzerne County

   Pursuant to the provisions of 71 P. S. Section 2002(b), the Secretary of Transportation makes the following written finding:

   The Federal Highway Administration and the Department of Transportation plan to remove the Plymouth-Breslau Bridge, which carries Hanover Street over the Susquehanna River in Luzerne County, with no replacement. The bridge has been closed to traffic since 1985. The traffic considerations will be accommodated by the Carey Avenue bridge replacement project, which will be a separate project.

   This project will impact the bridge, which is a Section 4(f) resource and is eligible for listing on the National Register of Historic Places.

   Mitigation measures will be taken to minimize harm as stipulated in the executed Memorandum of Agreement. The mitigation measures include a HABS/HAER recordation of the bridge, which has been completed and was accepted by the USDOI in January 12, 1995.

   The environmental, economic, social, and other effects of the proposed project as enumerated in Section 2002 of the Administrative Code, have been considered. It has been concluded that there is no feasible and prudent alternative to the project as designed and all reasonable steps have been taken to minimize such effects.

   No adverse environmental effect is likely to result from this bridge removal project.
