   On June 4, 1999, the State Board of Vehicle Manufacturers, Dealers and Salespersons issued an Adjudication and Order which levies a civil penalty of $1,000 on Respondent, as a result of engaging in unlicensed vehicle dealer activities in the Commonwealth of Pennsylvania from 1996 to the present time.
