   Now, this 2nd day of February, 1999, in order to help defray the cost of administering the costs, fines and restitution assessment and collection system;

   It is Ordered that the amount of $20.00 will be included as a cost in all cases filed in the office of the Clerk of Courts in which costs, fines or restitution are assessed.
