To remove an existing 125 linear foot section of arch bridge over Crow Creek, under the existing railroad, and replace with a 70 linear foot single span 25 foot wide by 8 foot high, spread box beam with u-shaped cast in place reinforced concrete culvert substructure in and along Crow Creek (WWF) (a.k.a. Abrams Run) beneath the proposed Ramp L at Station 557+00. The culvert is located approximately 95 feet upstream from the existing I-76 bridge over Crow Creek (Valley Forge, PA Quadrangle N: 14.50 inches; W: 2.2 inches). Work also includes the temporary impact to Crow Creek and adjacent wetlands for temporary access.
3. To construct and maintain a nonjurisdictional dam across an unnamed tributary to Crow Creek (WWF) to facilitate a stormwater management basin. This site is located north of I-76, left of station 17+75 to station 19+50. (Valley Forge, PA Quadrangle N: 14.25 inches; W: 0.7 inches).
E23-241. Encroachment. Riverfront Inc., P. O. Box 547, Drexel Hill, PA 19026. To reissue Permit No. E23-241 for the following activities associated with the construction of the Riverfront Marina Project (Bridgeport, NJ-PA Quadrangle N: 19.9 inches; W: 6.7 inches) in Tinicum Township, Delaware County.
1. To construct two fixed timber mooring piers in a ''U'' shaped configuration to create 54 boat slips into the Delaware River (WWF, MF). The base of the pier will consist of a 12 foot by 120 foot pier which forms the base of the ''U'', two 6 foot by 160 foot piers will extend from the ends to the base pier and span the intertidal mud flat, a 5 foot by 240 foot mooring pier will be constructed at the terminus of each extension pier extending beyond the low water line, seven 4 foot by 40 foot and eight 4 foot by 30 foot finger piers will be arranged perpendicular to each mooring pier. Also, to repair and maintain an existing 12 foot by 40 foot long timber walkway to access the ''U'' shaped pier from uplands, and to modify and maintain an existing 15 foot by 25 foot roofed pier adjacent to the walkway as a concession stand.
2. To construct and maintain a 15-inch RCP stormwater outfall in and along the intertidal flats of the Delaware River and place and maintain fill and rip-rap bank protection in 0.02 acre of wetland (PEM), a de minimis amount, associated with the construction of a parking area which will serve the marina. The applicant proposes to mitigate the impact to wetlands by removing an existing fill from an intertidal area which will restore approximately 0.09 acre of wetlands (PEM).

The permittee agrees to provide 0.84 acre of replacement wetlands.
E29-079. Encroachment. Donald Clevenger, HCR 75 Box 5, McConnellsburg, PA 17233. To construct and maintain rock riprap protection at the right bank of Big Cove Creek located upstream of the driveway culvert and at the left and right banks downstream of same and to remove some of the unpermitted fill along the floodway of Cove Creek to minimize back water effects (McConnellsburg, PA Quadrangle N: 12.0 inches; W: 17.0 inches) in Todd Township, Fulton County.

To construct and maintain a 36-inch-diameter high-pressure natural gas pipeline through two watercourses across Armstrong County. This installation will require temporary equipment crossings to be installed across each watercourse. The objective of this project is to supply natural gas to the eastern United States. This application is being reviewed concurrently with similar encroachment applications for Lawrence (E37-127), Butler (E10-300), Clarion (E16-109), Jefferson (E33-195), Forest (E27-059), Elk (E24-208), McKean (E42-263), Cameron (E12-118), Potter (E53-337) and Clinton (E18-288) Counties as a single and complete project. The Pennsylvania portion of the project from the State of Ohio and Commonwealth of Pennsylvania boundary in Little Beaver Township, Lawrence County to Leidy Township, Clinton County spans 178.4 miles. The entire pipeline from Defiance, Ohio to Leidy, Clinton County, PA spans 397.4 miles.

This pipeline traverses Perry Township in Armstrong County.
Watersheds encountered east to west include Pine Run (WWF), Cove Run (WWF) and the Allegheny River (WWF).
Both watercourses will be crossed by the wet open cut method. A total of 100 lineal feet of watercourse will be temporarily impacted. There are no wetlands that will be impacted by this project in Armstrong County. Approximately 2.1 miles (50%) of the alignment in Armstrong County follows established right-of-ways.

Watersheds encountered east to west include Camp Run (WWF), Little Yellow Creek (CWF), Yellow Creek (CWF), Crab Run (CWF), Big Run (HW-CWF), Shannon Run (HQ-CWF), Swamp Run (HQ-CWF), Muddy Creek (HQ-CWF), Stony Run (WWF), Pine Run (WWF), Connoquenessing Creek (HQ-CWF, Trout Stocked Fishery), Bear Creek (CWF, Trout Stocked Fishery), South Branch Bear Creek (WWF).
Watercourse crossing methods consist of 35 wet open cuts and 23 flume pipes. A total of 2,900 lineal feet of watercourse will be temporarily impacted. Of the 48 wetland impacts, four are to exceptional value wetlands. Each wetland crossing will be by the wet open cut method resulting in a total temporary impact of 11.54 acres. Of the 48 wetland impacts, one is a 2,000 foot long exceptional value wetland impact and two are 1,000 foot long impacts to nonexceptional value wetlands. Approximately 17.5 miles (59.7%) of the alignment in Butler County follows established right-of-ways.
This project crosses Moraine State Park resulting in the minor expansion of an existing right-of-way. Projected impacted areas within Moraine State Park include the Frank Preston Conservation Area. Within Moraine State Park, a total of 14 watercourses and 19 wetlands are to be impacted. Of the 19 wetland impacts within the park, four are to exceptional value wetlands within the Swamp Run area. The cumulative exceptional value wetland impact is 3,000 feet lineal feet. These wetlands are classified exceptional value because they are known habitat of the Pennsylvania Threatened Cistothorus platensis (Sedge Wren) and the Pennsylvania Endangered Rallus elegans (King Rail).

The project then turns northeast near the village of Truittsburg in Redbank Township and continues for 11.05 miles to the Clarion-Jefferson County line in Clarion Township, Clarion County (Corsica, PA Quadrangle N: 02.20 inches; W: 09.00 inches).
This pipeline traverses Toby, Porter, Redbank, Limestone and Clarion Townships in Clarion County.
A compressor station is expected to occupy approximately 20 acres near Independence mile marker 286 in Porter Township. The station will not impact any watercourse, floodway, water bodies or wetlands.
Watersheds encountered east to west include Allegheny River (WWF), Black Fox Run (WWF), Catfish Run (WWF), Cherry Run (CWF), Wildcat Run (CWF), East Fork Wildcat Run (CWF), Fiddlers Run (CWF), West Fork Leatherwood Creek (CWF, Trout Stocked Fishery), Leatherwood Creek (CWF, Trout Stocked Fishery), Jack Run (CWF, Trout Stocked Fishery), Leisure Run (CWF), Town Run (CWF), Poe Run (CWF, Trout Stocked Fishery), Piney Creek (CWF, Trout Stocked Fishery), Little Piney Creek (CWF, Trout Stocked Fishery), Little Mill Creek (CWF, Trout Stocked Fishery).
Watercourse crossing methods consist of a directional drilling under the Allegheny River, 46 wet open cuts and five flume pipes. A total of 2,600 lineal feet of watercourse will be temporarily impacted. All 25 nonexceptional value wetland crossings will be wet open cut method resulting in a total wetland temporary impact of 2.05 acres. Of the 25 wetland impacts, three of the crossings are over 100 feet long.
The Allegheny River is a Pennsylvania Nominated Priority 1-A Scenic River and habitat of two Federally Listed Mussel Species, Clubshell (Pleurobema clava) and Northern Riffleshell (Epioblasm torulosa rangiana).
Approximately 14.2 miles (47.5%) of the construction alignment in Clarion County follows established right-of-ways.
Prior to construction of the 36-inch pipeline, Independence will remove or abandon-in-place an existing 12-inch-diameter National Fuel Gas Supply Corporation gas pipeline identified as ''K-Line'' along the construction right-of-way in Clarion County. ''K-Line'' work will take place from Independence milepost 296.8 to 303.1 along existing, maintained right-of-ways through Limestone Township and Clarion Township.
Initially, all ''K-Line'' watercourse and wetland crossings will be abandoned-in-place but temporary stream and wetland crossings will be constructed and remain in place for up to 60 days until installation of the new 36-inch-pipeline. At the time of installation, all ''K-Line'' watercourse crossings under 10 feet in width and all wetland crossings will be removed and the new 36-inch pipeline will then be immediately installed into the same trench. All ''K-Line'' watercourse crossings 10 feet or greater in width will remain in place. All abandoned-in-place crossings not in direct alignment with the new 36-inch pipeline will remain abandoned-in-place.
''K-Line'' work will impact 14 watercourses and seven nonexceptional value wetlands within three watersheds. The watersheds traversed include Piney Creek (CWF, TSF), Little Piney Creek (CWF, TSF), and Little Mill Creek (CWF, TSF). Of the 11 ''K-Line'' watercourse crossing removals, eight will be by wet open cut method and three by flume pipe method. A total of three ''K-Line'' watercourse crossings will remain abandoned-in-place. All seven nonexceptional value wetland ''K-Line'' crossings will be removed by the wet open cut method. This ''K-Line'' project will not involve the Allegheny River.
E24-208. Encroachment. Independence Pipeline Company, 500 Renaissance Center, Detroit, MI 48243-1902. To construct and maintain a 36-inch-diameter high-pressure natural gas pipeline through 68 watercourses and 63 wetlands across Elk County. This installation will require temporary equipment crossings to be installed across each watercourse and wetland. The objective of this project is to supply natural gas to the eastern United States. This application is being reviewed concurrently with similar encroachment applications for Lawrence (E37-127), Butler (E10-300), Armstrong (E03-378), Clarion (E16-109), Forest (E27-059), Jefferson (E33-195), McKean (E42-263), Cameron (E12-118), Potter (E53-337) and Clinton (E18-288) Counties as a single and complete project. Jewett, PA Quadrangle N: 00.40 inch; W: 03.30 inches).
The project passes through a portion of McKean County and reenters Elk County at the Elk-McKean County line in Jones Township, Elk County (Haxel Hurst, PA Quadrangle N: 00.75 inch; W: 05.70 inches) and continues eastward for 3.21 miles to the Elk-McKean County line in Jones Township, Elk County (Wildwood Fire Tower, PA Quadrangle N: 21.80 inches; W: 14.85 inches) and exits Elk County for the final time.
This pipeline traverses Millstone, Highland and Jones Townships in Elk County.

Watercourse crossing methods consist of 53 wet open cuts and 15 flume pipes. The West Branch Clarion River crossing is proposed as a 50-foot wet open cut method. The East Branch Clarion River is proposed as a 35-foot wet open cut method. A total of 3,500 lineal feet of watercourse in Elk County will be temporarily impacted.
Of the 63 wetland crossings, 34 are considered exceptional value wetlands. Two exceptional value wetland crossings are 700 feet long each. The longest nonexceptional wetland crossing is 1,800 feet long. All wetland crossings will be by wet open cut method resulting in a total temporary impact of 16.08 acres of exceptional value and nonexceptional wetland.
Approximately 25.4 miles (77.2%) of the alignment in Elk County follows established right-of-ways. A majority of this project traverses the Allegheny National Forest. The Allegheny National Forest is identified as high or moderate quality Myotis sodalis (Indiana Bat) summer habitat. This project will create a new right-of-way across a portion of Elk State Forest.
Prior to construction of the 36-inch pipeline, Independence will abandon-in-place or remove various National Fuel Gas Supply Corporation gas pipelines along the construction right-of-way in Elk County. This process will occur in two sections from Independence milepost 316.2 to 324.5 through Forest County and starting again in Elk County at Independence milepost 325.8 to 336.1, along existing, maintained right-of-ways through Millstone Township and Highland Township.
Initially, all watercourse and wetland pipeline crossings will be abandoned in-place but temporary stream and wetland crossings will be constructed and remain in place for up to 60 days until installation of the new 36-inch pipeline. All abandoned-in-place watercourse and wetland crossings not in direct alignment with the new 36-inch pipeline will remain abandoned-in-place and not be removed. At the time of installation, all watercourse crossings under 10 feet in width and all wetland crossings in direct alignment of the new 36-inch pipeline will be removed and the new 36-inch pipeline will then be immediately installed into this same trench. All abandoned-in-place watercourse crossings 10 feet or greater in width will remain in place.
The first section, from Independence milepost 316.2 to 318.5, will be associated with the existing National Fuel Gas Supply Corporation ''C-Line'' and ''K-197 Line'', each are 12-inches in diameter. The watersheds traversed include Millstone Creek (HQ-CWF, TSF) and Gregg Run (HQ-CWF, TSF). A total of three watercourses will be impacted. A total of two watercourse pipeline crossings will be removed (one by wet open cut method and one by flume pipe method) and four watercourse pipeline crossings will remain abandoned-in-place. A total of two nonexceptional wetlands will be impacted. A total of two wetland crossings will be removed by wet open cut method and two will remain abandoned-in-place.
The second section starts at Independence milepost 318.5 to the Elk-Forest County Line Independence milepost 324.5, continues through Forest County, then continues in Elk County at Independence milepost 325.8 to Independence milepost 336.1. This section is associated with the removal or abandonment-in-place of existing National Fuel Gas Supply Corporation 22-inch diameter ''K-197 Line'' and 12-inch diameter ''C-Line''.
The watersheds traversed include Sugarcamp Run (HQ-CWF, TSF), Wyncoop Run (HQ-CWF), Jakes Run (HQ-CWF, TSF), Steck Run (HQ-CWF, TSF), McClelland Run (HQ-CWF, TSF), Pigeon Run (HQ-CWF, TSF), Red Lick Run (HQ-CWF, TSF, Wild Trout Fishery), Twin Lick Run (HQ-CWF, TSF, Wild Trout Fishery), Threemile Run (HQ-CWF, TSF, Wild Trout Fishery), Maple Run (HQ-CWF, TSF, Wild Trout Fishery), Pigeon Run (HQ-CWF, TSF, Wild Trout Fishery), East Branch Spring Creek (HQ-CWF, TSF, Wild Trout Fishery) and Ellithorpe Run (HQ-CWF, TSF, Wild Trout Fishery).
A total of 37 watercourses will be impacted. A total of 28 watercourse pipeline crossings will be removed, 24 by wet open cut method and four by flume pipe method. A total of 35 of the watercourse pipeline crossings will remain abandoned-in-place. A total of 37 wetlands will be impacted with 10 of these wetlands being exceptional value. A total of 35 wetland pipeline crossings will be removed by wet open cut method, with eight of these wet open cut method removals being in exceptional value wetlands. The longest exceptional value wetland impact is 260 feet long. The longest nonexceptional wetland impact is 1,800 feet long. A total of 24 wetland pipeline crossings will remain abandoned-in-place with 10 of these being in exceptional value wetlands.
E25-606. Encroachment. Presque Isle Condominium Association, 558 West 6th Street, Erie, PA 16507. To construct and maintain an 80-foot-long, 9-foot-diameter corrugated metal pipe culvert and associated fill in a tributary to Presque Isle Bay, Lake Erie (Scott Run) for the stabilization of the ravine slope at the existing Presque Isle Condominiums approximately 1,800 feet north of West 6th Street east of Peninsula Drive (Swanville, PA Quadrangle N: 20.0 inches; W: 3.75 inches) in Millcreek Township, Erie County.

Watersheds encountered east to west include Spring Creek (HQ-CWF, TSF) and Hill Run (HQ-CWF, TSF). Watercourse crossings consist of four wet open cut methods. A total of 200 lineal feet of watercourse in Forest County will be temporarily impacted through road and pipeline construction.
Of the four nonexceptional value wetland crossings, the longest wetland crossing is 250 feet long. All wetland crossings will be by wet open cut method and associated temporary road construction, resulting in a total temporary impact of 0.56 acre.
A majority of this project traverses the Allegheny National Forest. The Allegheny National Forest is identified as high or moderate quality Myotis sodalis (Indiana Bat) summer habitat. Approximately 1.3 miles (100%) of the alignment in Forest County follows established right-of-ways.

E33-195. Encroachment. Independence Pipeline Company, 500 Renaissance Center, Detroit, MI 48243-1902. To construct and maintain a 36-inch-diameter high-pressure natural gas pipeline through 37 watercourses and six wetlands across Jefferson County. This installation will require temporary equipment crossings to be installed across each watercourse and wetland. The objective of this project is to supply natural gas to the eastern United States. This application is being reviewed concurrently with similar encroachment applications for Lawrence (E37-127), Butler (E10-300), Armstrong (E03-378), Clarion (E16-109), Forest (E27-059), Elk (E24-208), McKean (E42-263), Cameron (E12-118), Potter (E53-337) and Clinton (E18-288) Counties as a single and complete project. The Pennsylvania portion of the project from the State of Ohio and Commonwealth of Pennsylvania boundary in Little Beaver Township, Lawrence County to Leidy Township, Clinton County spans 178.4 miles. The entire pipeline from Defiance, Ohio to Leidy, Clinton County, PA spans 397.4 miles.
The project enters Jefferson County at the Jefferson-Clarion County line in Union Township, Jefferson County (Corsica, PA Quadrangle N: 02.20 inches; W: 09.00 inches), and progresses north-eastward for 13.2 miles across the Clarion River to the Jefferson-Elk County line in Heath Township, Jefferson County (Sigel, PA Quadrangle N: 18.85 inches; W: 10.10 inches). This pipeline traverses Union, Eldred, Barnett and Heath Townships in Jefferson County.
Watersheds encountered east to west include Little Mill Creek (CWF-TSF), Mill Creek (HQ-CWF, TSF, Wild Trout Fishery), Seaton Run (HQ-CWF, TSF, Wild Trout Fishery), Black Run (HQ-CWF, TSF, Wild Trout Fishery), Cathers Run (HQ-CWF, TSF, Wild Trout Fishery), Truby Run (HQ-CWF, TSF, Wild Trout Fishery), Clear Creek (HQ-CWF, TSF, Wild Trout Fishery), Clarion River (CWF).
Watercourse crossings methods consist of 29 wet open cuts, seven flume pipes and one boring. The Clarion River crossing is proposed as a 277-foot-long wet open cut method. The Clear Creek crossing is proposed as a conventional boring under the bed of the watercourse. A total of 2,000 lineal feet of watercourse in Jefferson County will be temporarily impacted. Of the six wetland crossings, three are exceptional value wetland crossings with one of these exceptional value wetland crossings being 200 feet long. All wetland crossings will be by wet open cut method resulting in a total temporary impact of 0.8 acre.
The Clarion River is Federally Eligible Wild and Scenic River and a Pennsylvania Nominated Priority 1-A Scenic River. Additionally, this project traverses Clear Creek State Park.
Approximately 12.9 miles (100%) of the construction alignment in Jefferson County follows established right-of-ways.
Prior to construction of the 36-inch pipeline, Independence will abandon-in-place or remove various 12-inch-diameter National Fuel Supply Corporation gas pipelines along the construction right-of-way in Jefferson County. This process will occur in two sections from Independence milepost 303.1 to 316.2, along existing, maintained right-of-ways through Union Township, Eldred Township, Barnett Township and Heath Township.
Initially, all watercourse and wetland pipeline crossings will be abandoned-in-place but temporary stream and wetland crossings will be constructed and remain in place for up to 60 days until installation of the new 36-inch pipeline. All abandoned-in-place watercourse and wetland crossings not in direct alignment with the new 36-inch pipeline will remain abandoned-in-place and not be removed. At the time of installation, all watercourse crossings under 10 feet in width and all wetland crossings in direct alignment of the new 36-inch pipeline will be removed and the new 36-inch pipeline will then be immediately installed into this same trench. All abandoned-in-place watercourse crossings 10 feet or greater in width will remain in place.
The first section, from Independence milepost 303.1 to 310.1, will be associated with the existing 12-inch National Fuel Gas Supply Corporation ''K-Line''. The watersheds traversed include Black Run (HQ-CWF, TSF, WTF), Cathers Run (HQ-CWF, TSF, WTF), Truby Run (HQ-CWF, TSF, WTF), Clear Creek (HQ-CWF, TSF, WTF), and Clarion River (CWF). A total of 18 watercourses will be impacted. A total of seven watercourse pipeline crossings will be removed by wet open cut method and two will be by the flume pipe method. The remaining 27 crossings will remain abandoned-in-place. This abandonment-in-place includes the two Clarion River pipeline crossings and the two Clear Creek pipeline crossings. A total of five wetlands will be impacted, three of these being exceptional value wetlands. A total of five wetland pipeline crossings will be removed by the wet open cut method, three of these through exceptional value wetlands. A total of five wetland pipeline crossings will remain abandoned-in-place, three of these through exceptional value. The project enters Lawrence County at the State of Ohio and Commonwealth of Pennsylvania boundary in Little Beaver Township, Lawrence County (New Middletown, OH-PA Quadrangle N: 01.70 inches; W: 02.65 inches) and progresses eastward 20.69 miles to the Lawrence-Butler County line in Perry Township, Lawrence County (Portersville, PA Quadrangle N: 05.20 inches; W: 04.95 inches). This pipeline traverses Little Beaver, Big Beaver, Wayne and Perry Townships in Lawrence County.
Watersheds encountered east to west include North Fork Little Beaver Creek (HQ-CWF, TSF), Honey Creek (HQ-CWF, TSF), Beaverdam Run (HQ-CWF), Eckles Run (WWF), Beaver River (WWF), Snake Run (WWF), Unnamed Tributary Beaver River, locally known as Vinegar Valley Run (WWF), Duck Run (WWF), Squaw Run (WWF), Slippery Rock Creek (CWF, TSF) and Camp Run (WWF).
Watercourse crossing methods consist of 31 wet open cuts including the Beaver River a 100-foot-long wet open cut, two flume pipes and one directional drill under the bed of Slippery Rock Creek. A total of 1,700 lineal feet of watercourse will be temporarily impacted. Of the 41 wetlands impacted, two are exceptional value wetlands. All wetland crossings will be by wet open cut method, a total temporary wetland impact of 6.4 acres. Of the 41 wetland crossing impacts, one is 900 feet long and 12 are over 100 feet long. Additionally, this project will cross the southern portion of McConnell's Mill State Park-Slippery Rock Gorge, a designated National Natural Landmark. This park crossing will call for the minor expansion of an existing established right-of-way. Resources impacted within the park include Slippery Rock Creek and two exceptional value wetlands. Approximately 4.2 miles (20.3%) of the alignment in Lawrence County follows established right-of-ways.

The pipeline passes through a portion of Elk County and re-enters McKean County at the McKean-Elk County line in Sergeant Township, Elk County (Wildwood Fire Tower, PA Quadrangle N: 21.80 inches; W: 14.85 inches) at the East Branch Clarion River and proceeds eastward for 3.98 miles to McKean-Cameron County line in Norwich Township (Wildwood Fire Tower, PA Quadrangle N: 21.25 inches; W: 05.10 inches) and exits McKean County for the final time.
This pipeline traverses Sergeant and Norwich Townships in McKean County.
Watersheds encountered east to west include Rocky Run (CWF, Wild Trout Fishery), Sevenmile Run (HQ-CWF, TSF, Wild Trout Fishery), Fivemile Run (HQ-CWF, Wild Trout Fishery), East Branch Clarion River (HQ-CWF, TSF, Wild Trout Fishery), North Fork Straight Creek (HQ-CWF, Wild Trout Fishery), South Fork West Branch Potato Creek (HQ-CWF, TSF, Wild Trout Fishery), Elk Fork Sinnemahoning Creek (EV-CWF, Wild Trout Fishery).
Watercourse crossing methods consist of 13 wet open cuts, three flume pipes and one dam and pump crossing. A total of 850 lineal feet of watercourse in Elk County will be temporarily impacted.
Of the 20 wetland crossings, all the wetlands considered exceptional value. The longest exceptional value wetland crossing is 600 feet long. All wetland crossings will be by wet open cut method resulting in a total temporary impact of 3.35 acres. Approximately 1.7 miles (18.1%) of the alignment in McKean County follows established right-of-ways.
This project will create a new right-of-way across Elk State Park and Elk State Forest. The Elk State Forest is identified as potentially high or moderate quality Myotis sodalis (Indiana Bat) summer habitat.
