[National Pollution Discharge Elimination System Program (NPDES)]

DISCHARGE OF CONTROLLED INDUSTRIAL WASTE AND SEWERAGE WASTEWATER

(Part I Permits)

   The following parties have applied for an NPDES permit to discharge controlled wastewaters into the surface waters of this Commonwealth. Unless otherwise indicated on the basis of preliminary review and application of lawful standards and regulations, the Department of Environmental Protection (Department) proposes to issue a permit to discharge, subject to certain effluent limitations and special conditions. These proposed determinations are tentative.

   Where indicated the EPA, Region III, Administrator has waived the right to review or object to this proposed permit action under the waiver provision 40 CFR 123.6E.

   Persons wishing to comment on the proposed permit are invited to submit a statement to the office noted above the application within 30 days from the date of this public notice. Comments received within this 30-day comment period will be considered in the formulation of the final determinations regarding this application. Responses should include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and the relevant facts upon which it is based. A public hearing may be held if the responsible office considers the public response significant.

   Following the 30-day comment period, the Water Management Program Manager will make a final determination regarding the proposed permit. Notice of this determination will be published in the Pennsylvania Bulletin at which time this determination may be appealed to the Environmental Hearing Board.

   The application and related documents, proposed effluent limitations and special conditions, comments received and other information are on file and may be inspected and arrangements made for copying at the office indicated above the application.

Applications for National Pollutant Discharge Elimination System (NPDES) permit to discharge to State waters.

   Southeast Regional Office:  Regional Manager, Water Management, Lee Park, Suite 6010, 555 North Lane, Conshohocken, PA 19428, (610) 832-6130.

   PA 0026867, Amendment No. 1. Sewage, Abington Township, 1176 Old York Road, Abington, PA 19001.

   This application is for amendment of an NPDES permit to discharge treated sewage from the Abington Township WWTP in Upper Dublin Township, Montgomery County. This is an existing discharge to Sandy Run Creek.

   The receiving stream is classified for the following uses: trout stocking fishery, aquatic life, water supply and recreation.

   Based on the results of the Group Water Effects Ratio (WER), as published in the November 20, 1999 Pennsylvania Bulletin, a copper limit for this discharge is not necessary. Therefore, the copper limit was removed from Abington's NPDES Permit.

   PA 0055930.  Industrial Waste, Abington Memorial Hospital, 1200 Old York Road, Abington, PA 19001.

   This application is for renewal of an NPDES permit to discharge untreated cooling water from Abington Memorial Hospital's boiler in Abington Township, Montgomery County. This is an existing discharge to an unnamed tributary to Meadow Brook Creek.

   The receiving stream is classified for the following uses: trout stocking fishery, aquatic life, water supply and recreation.

For the purpose of evaluating effluent requirements for TDS, NO2-NO3, fluoride and phenolics, the existing downstream potable water supply intake considered during the evaluation was Columbia Water Co. located in Columbia Borough, Lancaster County. The discharge is not expected to impact any potable water supply.

   This application is for renewal of an NPDES permit to discharge untreated process water and cooling water from its steam generation plant in the City of Pittsburgh, Allegheny County.

   The following effluent limitations are proposed for discharge to the receiving waters, of the Allegheny River, classified as a warm water fishery with existing and/or potential uses for aquatic life, water supply and recreation. The first existing/proposed downstream potable water supply (PWS) is the West View Municipal Authority, located at Neville Island, 6.5 miles below the discharge point.

   This application is for renewal of an NPDES permit to discharge treated sewage from the Colonial Ridge Plan Sewage Treatment Plant in Collier Township, Allegheny County.

   The following effluent limitations are proposed for discharge to the receiving waters, known as an unnamed tributary of Thoms Run, which are classified as a trout stock fishery with existing and/or potential uses for aquatic life, water supply and recreation. The first downstream potable water supply intake from this facility is the: West View Borough Municipal Authority on the Ohio River.

   The receiving water is classified for the following uses: trout stocked fishes, aquatic life, water supply and recreation. For the purpose of evaluating effluent requirements for TDS, NO2-NO3, fluoride and phenolics, the existing/proposed downstream potable water supply considered during the evaluation is the Beaver Falls Municipal Authority--Eastvale Plant intake on the Beaver River located at Eastvale, approximately 17 miles below point of discharge.

For the purpose of evaluating effluent requirements for TDS, NO2-NO3, fluoride and phenolics, the existing/proposed downstream potable water supply considered during the evaluation is the Western PA Water Company--Kittaning District intake on the Allegheny River located at Kittaning, approximately 27 miles below point of discharge.

   This application is for renewal of an NPDES Permit, to discharge treated petroleum refining wastewater, NCCW, steam condensate and stormwater to the Allegheny River and Glade Run in the City of Warren, Warren County. This is an existing discharge.

   The receiving water is classified for the following uses: warm water fishes, aquatic life, water supply and recreation. For the purpose of evaluating effluent requirements for TDS, NO2-NO3, fluoride and phenolics, the existing proposed downstream potable water supply considered during the evaluation is the Emlenton Water Company on the Allegheny River located at Emlenton, approximately 96 miles below point of discharge.

Proposed NPDES Permit Renewal Actions for Minor Sewage Discharges

   The following parties have applied to renew their current NPDES permits to allow the continued discharge of controlled wastewaters into the surface waters of this Commonwealth. The Department of Environmental Protection (Department) has made a tentative determination to renew these permits and proposes to issue them, subject to their current permit effluent limitations, and monitoring and reporting requirements, with appropriate and necessary updated requirements to reflect new or changed regulations and other requirements. The updates may include, but will not be limited to, applicable permit conditions and/or requirements addressing combined sewer overflows (CSOs), municipal sewage sludge management and total residual chlorine control (TRC). Major changes to or deviations from the terms of the existing permit will be documented and published with the final Department actions.

   The EPA, Region III, Regional Administrator has waived the right to review or object to these proposed permit actions under the waiver provision 40 CFR 123.6E.

   Persons wishing to comment on the proposed permits are invited to submit a statement to the Field Office indicated as the office responsible, within 30 days from the date of this public notice. Comments received within this 30-day period will be considered in the formulation of the final determinations regarding these applications and proposed permit actions. Comments should include the name, address and telephone number of the writer and a brief statement to inform the Field Office of the basis of the comment and the relevant facts upon which it is based. A public hearing may be held if the Field Office considers the public response significant.

   Following the 30-day comment period, the Water Management Program Manager will make a final determination regarding the proposed permit action. Notice of this determination will be published in the Pennsylvania Bulletin at which time this determination may be appealed to the Environmental Hearing Board.

   The permit renewal application and related documents, proposed effluent limitations and special conditions, comments received and other information are on the Department's file. The documents may be inspected at, or a copy requested from, the Field Office that has been indicated above the application notice.
