APPROVALS TO USE NPDES AND/OR OTHER GENERAL PERMITS

   The following parties have submitted: (1) Notices of Intent (NOIs) for Coverage Under (1) General NPDES Permit(s) to Discharge Wastewater into the Waters of the Commonwealth. The approval for coverage under these general NPDES permits is subject to applicable effluent limitations. Monitoring, reporting requirements and other conditions set forth in the general permit: (2) General Permit(s) for Beneficial Use of Sewage Sludge or Residential Septage by Land Application in Pennsylvania; (3) General NPDES Permit Authorizing the Discharge of Stormwater Associated with Construction Activities to Waters of the Commonwealth; (4) Notification for First Use Application of Sewage Sludge.

   The approval of coverage for land application of sewage sludge or residential septage under these general permits is subject to pollutant limitations, pathogen and vector attraction reduction requirements, operational standards, general requirements, management practices and other conditions set forth in the respective permit. The Department of Environmental Protection approves the following coverage under the specific General Permit.

   The EPA Region III Administrator has waived the right to review or object to this permit action under the waiver provision 40 CFR 123.23(d).

   The Department of Environmental Protection (Department) has taken the following actions on applications received under the Safe Drinking Water Act for the construction, substantial modification or operation of a public water system. Persons aggrieved by this action may appeal, under section 4 of the Environmental Hearing Board Act (35 P. S. § 7514) and 2 Pa.C.S. §§ 501--508 and 701--704 (relating to the Administrative Agency law), to the Environmental Hearing Board, Second Floor, Rachel Carson State Office Building, 400 Market Street, P. O. HAZARDOUS SITES CLEAN-UP UNDER THE ACT OF OCTOBER 18, 1988

Notice of Proposed Interim Response

TCE Run Site, Salford Township and Upper Salford Township, Montgomery County

   The Department of Environmental Protection (Department), under the authority of the Hazardous Sites Cleanup Act (HSCA) (35 P. S. §§ 6020.101--6020.1305), is proposing an interim response at the TCE Run Site, Salford Township and Upper Salford Township, Montgomery County, Pennsylvania.

   The Department, under the authority of HSCA, has conducted an investigation at the TCE Run Site (Site), located in Salford Township and Upper Salford Township, Montgomery County. The investigation has included soil and groundwater sampling at the Site and monitoring of numerous private drinking water supply wells located in Salford Township and Upper Salford Township, Montgomery County. This monitoring included four quarters of residential well sampling. The investigation revealed that approximately 50 residential drinking water wells are impacted by Trichloroethene (TCE) contamination. TCE is a volatile organic compound, frequently used as a metal degreaser. The Department has identified a groundwater contamination plume affecting residences along Moyer Road, in Salford Township and Upper Salford Township; and Thompson Road, Joanne Lane, Shady Lane, Sumneytown Pike, Old Sumneytown Pike, Bergey Road, Gladys Way and Diminjan Lane in Upper Salford Township. TCE has been detected in concentrations above the Maximum Contaminant Levels (MCLs) of 5 micrograms per liter (ug/l) for drinking water, adopted by the United States Environmental Protection Agency (EPA) under the Safe Drinking Water Act, as amended, 42 U.S.C.A. § 300f et seq. and by the Pennsylvania Environmental Quality Board under the Pennsylvania Safe Drinking Water Act, 35 P. S. § 721 et seq. Of the 50 residential wells currently impacted by the groundwater contamination, approximately 25 wells exceed the MCL for TCE.

   To address the release and threat of release of hazardous substances at the Site, and corresponding threats to human health and the environment, the Department proposes an interim response action at the Site under Sections 501(a) and 505(b) of HSCA (35 P. S. §§ 6020.501(a) and 6020.505(b)). The Department is considering three alternative response actions to provide a long-term source of potable water to residents.

   Alternative 1) No Action: The ''No Action'' alternative provides a baseline against which all other alternatives can be compared. Under Alternative 1, the Department would take no further action at the Site. If the Department selects the ''No Action'' alternative, a hazardous substance would remain in the groundwater being used as a drinking water source, exposing the public to health effects due to exposure through inhalation and ingestion.

   Alternative 2) Installation of Whole-house Carbon Filtration Units: Under this alternative, the Department would install whole-house carbon filter units on the impacted homes. This alternative would be protective of the public health and the environment. It would eliminate the threat to the public health from contaminants presently in the drinking water. The filters would remove the volatile organic contamination entirely, or at least to a level well below the existing MCLs, thereby eliminating the threat to human health.

   Alternative 3) Connection to a Public Water System: Under this alternative the Department would design and construct a water main to connect the affected residences with an existing public water supply system. At the present time, Salford Township and Upper Salford Township do not have a Public Utility Commission (PUC) franchisee. This alternative would be protective of human health and safety by eliminating the threat of exposure to site contaminants through ingestion and inhalation pathways.

   In evaluating these alternatives to date, the Department has considered the criteria of timeliness, permanence, protection of human health and environment, and the alternative's ability to meet applicable, or relevant and appropriate State and Federal requirements (ARARs). The Department has also considered cost-effectiveness in analyzing the alternatives. The Department finds that the ''No Action'' alternative would not be protective of the public health. The Department proposes alternative 2, installation of whole-house carbon filtration systems, based on its preference for a timely, long-term solution.

   The Department's proposed alternative, installation of whole-house carbon filtration systems, is protective of public health and the environment, complies with ARARs, and is feasible and cost-effective.

   A public hearing is scheduled under Section 506(d) of HSCA (35 P. S. § 6020.506(d)) for November 8, 2001 at 7 p.m. at the Upper Salford Township Municipal Building at 1441 Salford Station Road. Persons who want to present formal oral comments regarding this interim response may do so by registering with the Department before the meeting. Individuals may register by calling the Department's Community Relations Coordinator, Lynda Rebarchak, at (610) 832-6219.

   Persons with a disability who wish to attend the November 8th meeting and require an auxiliary aid, service or other accommodation to participate in the proceedings should contact Lynda Rebarchak at the telephone number listed above or through the Pennsylvania AT&T Relay Service at (800) 654-5984 (TDD) to discuss how the Department may accommodate their needs. The public may also submit written comments regarding the Department's proposed interim response action during the period of public comment. In accordance with Section 506(c) of HSCA, the Department has established a period for public comment that is now open and will close on Friday, December 21, 2001.
