DELAWARE RIVER BASIN COMMISSION
Notice of Commission Meeting and Public Hearing
[31 Pa.B. 5951] The Delaware River Basin Commission (Commission) will hold an informal conference followed by a public hearing on Wednesday, October 31, 2001. The hearing will be part of the Commission's regular business meeting. Both the conference session and business meeting are open to the public and will be held at the Commission offices at 25 State Police Drive, West Trenton, NJ.
The conference among the Commissioners and staff will begin at 10 a.m. Topics of discussion will include status of the Current Comprehensive Plan; summaries of the Water Management Advisory Committee meeting of September 25, 2001; Water Quality Advisory Committee meeting of October 10, 2001; Flow Management Technical Advisory Committee meeting of October 12, 2001; a proposal to increase fees associated with responding to requests for information; and a proposed resolution to adopt guidelines for developing an Integrated Resource Plan under the Southeastern Pennsylvania Ground Water Protected Area Regulations.
In addition to the following summarized items which are scheduled for public hearing at the 1 p.m. business meeting, the Commission will also address the following: minutes of the September 13, 2001 business meeting; announcements; report on Basin hydrologic conditions; reports by the Executive Director and General Counsel; and public dialogue.
The dockets scheduled for public hearing are as follows:
1. New Jersey-American Water Company D-81-11 CP Renewal 2. An application for the renewal of a ground water withdrawal project to supply up to 93 million gallons (mg)/30 days of water to the applicant's public water distribution system from existing Wells Nos. 50, 51, 52, 53, 54 and 55 in the Lower Potomac-Raritan-Magothy aquifer. No increase in allocation is proposed. The project is located in the City of Camden, Camden County, NJ.
2. Warminster Township Municipal Authority D-2000-19 CP. An application for approval of a ground water withdrawal project to supply up to 10.8 mg/30 days of water to the applicant's public water distribution system from use of newly acquired Well No. NATC-10 in the Stockton Formation and to limit the withdrawal from all wells to 119 mg/30 days. An initial withdrawal of up to 5 mg/30 days from Well No. NATC-10 is proposed. Only when satisfactory results are obtained under a prescribed monitoring program will withdrawals from the well be allowed to increase to up to 10.8 mg/30 days. The project is located in Warminster Township, Bucks County in the Southeastern Pennsylvania Ground Water Protected Area.
3. Collegeville-Trappe Joint Public Works Department D-2000-57 CP. An application for approval of a ground water withdrawal project to supply up to 7.2 mg/30 days of water to the applicant's public water distribution system from new Wells Nos. CT-15 and CT-6A in the Brunswick Formation and to increase the existing withdrawal limit from all wells to 30 mg/30 days. The project is located in Collegeville and Trappe Boroughs, Montgomery County in the Southeastern Pennsylvania Ground Water Protected Area.
4. Borough of Leesport D-2001-12 CP. An application for approval of a ground water withdrawal project to supply up to 5 mg/30 days of water to the applicant's public water supply system from new Well No. 5 in the Ontelaunee formation and to increase the withdrawal from all wells to 18 mg/30 days. The project well is located in the Schuylkill River Watershed in Ontelaunee Township, Berks County, PA.
5. Northampton, Bucks County, Municipal Authority D-2001-13 CP. An application for approval of a ground water withdrawal project to supply up to 9.6 mg/30 days of water to the applicant's public water supply system from new well No. 17 in the Stockton Formation and to retain the current withdrawal limit from all wells of 66 mg/30 days. The project is located in the Ironworks Creek watershed in Northampton Township, Bucks County in the Southeastern Pennsylvania Ground Water Protected Area.
6. Superior Water Company D-2001-15 CP. An application for approval of a ground water withdrawal project to supply up to 5.4 mg/30 days of water to the applicant's public water supply system from new Well No. 11 in the Brunswick Formation and to increase the existing withdrawal from all wells to 20.4 mg/30 days. The project is located in the Swamp Creek and Minister Creek watersheds in New Hanover and Douglass Townships in Montgomery County in the Southeastern Pennsylvania Ground Water Protected Area.
7. Lehigh County Authority D-2001-20 CP. An application for approval of a ground water withdrawal project to supply up to 19.44 mg/30 days of water to the applicant's public water supply system from new Well No. WL-20 in the Allentown Formation, which will replace Wells Nos. WL-4 and WL-7 and to increase the existing withdrawal from 214 mg/30 days to 226 mg/30 days. The project is located in the Schaefer Run watershed in Upper Macungie Township, Lehigh County, PA.
8. Limerick Township Municipal Authority D-2001-23 CP. An application to construct a 0.7 mgd Sewage Treatment Plant (STP) to serve the Possum Hollow area of Limerick Township, Montgomery County, PA. Currently, on lot septic systems serve the Possum Hollow Area. The project will be located along Longview Road just south of Brooke Creek on PECO Energy property. The proposed STP will provide secondary treatment via the sequencing batch reactor process. STP effluent will be discharged to the Schuylkill River via a proposed outfall.
9. Philadelphia Suburban Water Company D-2001-26 CP. An application for approval of a ground water withdrawal project to supply up to 9.7 mg/30 days of water to the applicant's public water supply system from the Green Hills Manor Well in the Hammer Creek Conglomerate to be connected to the existing Flying Hills water supply distribution system. The project is located in the Schuylkill River watershed in Cumru Township, Berks County, PA.
10. North Coventry Water Authority D-2001-39 CP. An application for approval of a ground water withdrawal project to supply up to .495 mg/30 days of water to the applicant's distribution system from new Well No. 2 in the Brunswick Formation. The project is located in the Pigeon Creek watershed in North Coventry Township, Chester County in the Southeastern Pennsylvania Ground Water Protected Area.
11. Camelback Ski Corporation D-2001-40. An application to increase the surface water withdrawal from the applicant's intake on Pocono Creek in the Brodhead Creek Watershed from a maximum seasonal use of 84.6 mg/30 days to 130 mg/30 days during the period from November to March. The water supplies the applicant's snowmaking operation at the Camelback Ski Resort in Pocono Township, Monroe County, PA. During the months of April to October, the applicant will use the project water supply for periodic maintenance and emergency purposes averaging less than 100,000 gpd.
12. Borough of Topton D-2001-41 CP. An application to construct a 0.3 mgd STP to replace an aging plant of the same capacity and level of treatment. The advanced secondary treatment plant will continue to use extended aeration and chemical addition processed to serve predominantly residential customers in Topton Borough and a portion of Longswamp Township, both in Berks County, PA. The plant is located about a quarter of a mile east of Topton Borough and 500 feet north of the Reading Railroad tracks in Longswamp Township. STP effluent will continue to be discharged to Toad Creek, a tributary of the Little Lehigh Creek.
