HOUSING FINANCE AGENCY
Request for Proposals for Homeownership Choice Program for Year 2002 and Mandatory Prede- velopment Seminar
[32 Pa.B. 1361] The Housing Finance Agency (Agency) announces a Request for Proposals (RFP) to provide funds for the development of single family homes, for purchase, in urban communities through its Homeownership Choice Program (HCP).
To encourage partnership at the municipal level, applications for funding through the HCP should be a joint effort between a for-profit builder, a local, nongovernmental nonprofit builder/developer and the local government. To ensure that local resources are better focused on the HCP in that area, municipalities are urged to limit themselves to submitting one proposal.
Interested persons and entities should visit the Agency website at www.phfa.org for specific information, program requirements and application instructions.
Proposals for HCP funding must target those areas within municipalities of a sizable population which have experienced significant depopulation while their surrounding suburban communities have experienced significant growth. The Agency's funding must be matched on a 1:1 basis by local applicants, with at least 50% of the match funding contributed by local government. Proposals must be financially viable and ready to commence within 1 year of the Agency funding commitment. HCP Predevelopment Information Seminar
The Agency will conduct a predevelopment information seminar for all prospective HCP participants on March 11, 2002, at 2101 N. Front Street, Harrisburg, PA. Attendance at this seminar is mandatory; no proposals will be accepted from entities other than those who have attended.
Proposals seeking consideration in the Year 2002 HCP must be received by the Agency no later than 2 p.m. on Tuesday, September 3, 2002. Submissions will be the property of the Agency. The Agency reserves the right to amend or modify this program at any time and may determine to discontinue this program at any time. All costs associated with this program or the application process will be the responsibility of the applicant.
