Availability of Technical Guidance

   Technical guidance documents are on the Department of Environmental Protection's (Department) website (www.dep.state.pa.us) at the Public Participation Center page. The ''June 2002 Inventory'' heading is the Governor's list of nonregulatory guidance documents. The ''Final Documents'' heading is the link to a menu of the various Department bureaus and from there to each bureau's final technical guidance documents. The ''Draft Technical Guidance'' heading is the link to the Department's draft technical guidance documents.

   The Department will continue to revise its non-regulatory documents, as necessary, throughout 2002.

Ordering Paper Copies of Department Technical Guidance

   The Department encourages the use of the Internet to view guidance documents. When this option is not available, persons can order a bound paper copy of the latest inventory or an unbound paper copy of any of the final documents listed on the inventory by calling the Department at (717) 783-8727.

   In addition, bound copies of some of the Department's documents are available as Department publications. Check with the appropriate bureau for more information about the availability of a particular document as a publication.

   Following is the current list of recent changes. Persons who have any questions or comments about a particular document should call the contact person whose name and phone number is listed with each document.

Final Technical Guidance

   DEP ID:  271-5000-002. Title:  Interstate Ozone Transport Reduction Subchapter A. NOx Budget Trading Program. Description:  This document provides an explanation of nitrogen oxides monitoring and allowance trading requirements for major sources subject to 25 Pa. Code Chapter 145, Subchapter A.    DEP ID:  383-5500-613. Title:  Small Water Systems Consolidation Construction Grant Program. Description: This guidance applies to any public water systems applying for Consolidation Construction Program Grants. Effective Date:  July 13, 2002.    DEP ID:  383-2300-002. Title:  Training Provider Manual for the PA Water and Wastewater System Operator Training Program. Description:  This guidance applies to all operators of regulated water and wastewater systems, the State Board of Certification of Water and Wastewater System Operators and the Department.    DEP ID:  562-2100-001. Title:  Blasting Activity Permits and Permits-by-Rule. Description:  This document defines the procedures for processing, reviewing and disposing of applications for blasting activity permits. Effective Date:  July 15, 2002.    DEP ID:  562-2100-00. Title:  Alternative Peak Particle Velocity or Airblast Level. Description:  This document defines the procedures for reviewing the requests for the Department to establish alternative peak particle velocity or airblast levels. Effective Date:  July 15, 2002.    DEP ID:  562-2402-501. Title:  Blaster's License Suspension and Revocation Procedure.
