HIGHMARK Blue Cross Blue Shield; Requesting Approval to Increase Rates for Direct Pay COMPLETEcare Plan

   By filing No. 1-CCP-02-HBCBS, HIGHMARK Inc., d/b/a Highmark Blue Cross Blue Shield, requests approval to increase the premium rates for its COMPLETEcare Plan. The filing requests an increase of about 14% of current premium, or an average of $24.51 per contract per month. This will affect about 40,050 contract holders and produce additional premium income of about $11.7 million. The requested effective date of the change is July 1, 2002.

   In addition to the increase in premium rates, the following changes have been requested to the COMPLETEcare Plan:

   Effective July 1, 2002, the $250 deductible option will no longer be marketed. New enrollees will have the choice of selecting either a $500 or $1,000 deductible (per contract year). Similarly, at the end of a respective contract year, each COMPLETEcare member enrolled in the $250 deductible plan will be required to select either a $500 or $1,000 deductible option.

   Copies of the filing are available for public inspection during normal working hours, by appointment, at the Insurance Department's offices in Harrisburg, Pittsburgh and Erie.

   Interested parties are invited to submit written comments, suggestions or objections to Bharat Patel, Actuary, Insurance Department, Accident and Health Bureau, Office of Rate and Policy Regulation, 1311 StrawberrySquare, Harrisburg, PA 17120, within 15 days of publication of this notice in the Pennsylvania Bulletin.
