THE CLEAN STREAMS LAW AND THE FEDERAL CLEAN WATER ACT
APPLICATIONS FOR NATIONAL POLLUTION DISCHARGE ELIMINATION SYSTEM (NPDES) PERMITS AND WATER QUALITY MANAGEMENT (WQM) PERMITS This notice provides information about persons who have applied for a new, amended or renewed NPDES or WQM permit, a permit waiver for certain stormwater discharges or submitted a Notice of Intent (NOI) for coverage under a General Permit. The applications concern, but are not limited to, discharges related to industrial, animal or sewage waste, discharges to groundwater, discharges associated with municipal separate storm sewer systems (MS4), stormwater associated with construction activities or concentrated animal feeding operations (CAFOs). This notice is provided in accordance with 25 Pa. Code Chapters 91 and 92 and 40 CFR Part 122, implementing The Clean Streams Law (35 P. S. §§ 691.1--691.1001) and the Federal Clean Water Act.

For applications for new NPDES permits and renewal applications with major changes in Section II, as well as applications for MS4 individual permits and individual stormwater construction permits in Sections IV and VI, the Department, based upon preliminary reviews, has made a tentative determination of proposed effluent limitations and other terms and conditions for the permit applications. These determinations are published as proposed actions for comments prior to taking final actions.
Unless indicated otherwise, the EPA Region III Administrator has waived the right to review or object to proposed NPDES permit actions under the waiver provision in 40 CFR 123.24(d).
Persons wishing to comment on an NPDES application are invited to submit a statement to the contact office noted before the application within 30 days from the date of this public notice. Persons wishing to comment on a WQM permit application are invited to submit a statement to the office noted before the application within 15 days from the date of this public notice. Comments received within the respective comment periods will be considered in the final determinations regarding the applications. Comments should include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and the relevant facts upon which it is based.
The Department will also accept requests for a public hearing on applications. A public hearing may be held if the responsible office considers the public response significant. If a hearing is scheduled, a notice of the hearing will be published in the Pennsylvania Bulletin and a newspaper of general circulation within the relevant geographical area. The Department will postpone its final determination until after any public hearings are held.

Description of Proposed Activity: Renewal of an NPDES permit to discharge cooling water from a thermoplastic extrusion manufacturing facility.
The receiving stream, Chester Creek, is in the State Water Plan watershed 3G and is classified for TSF, aquatic life, water supply and recreation. The nearest downstream public water supply intake for Media Borough (auxiliary intake) is on the Chester Creek, 1.4 miles below the point of discharge.
The proposed effluent limits for Outfall 001 are based on an average flow of 200 gpd.

Description of Proposed Activity: Issuance of an NPDES permit to discharge 800 gallons per day of treated sewage to Perkiomen Creek from the Christopher Day and William Leach small-flow sewage treatment plant.
The receiving stream, Perkiomen Creek, is in the State Water Plan watershed 3E and is classified for WWF, aquatic life, water supply and recreation. The nearest downstream public water supply intake for the Audubon Water Company is on the Perkiomen Creek, approximately 1.5 miles below the point of discharge.
The proposed effluent limits for Outfall 001 are based on a design flow of 800 gpd.

The receiving stream, Ridley Creek, is in the State Water Plan watershed 3G and is classified for TSF, aquatic life, water supply and recreation. There is no downstream public water supply intake below the point of discharge.
The proposed effluent limits for Outfalls 002 and 003 are based on an average stormwater event.

The receiving stream, Deep Run, is in the State Water Plan watershed 2D and is classified for WWF, aquatic life, water supply and recreation. The nearest downstream public water supply intake for the Forest Park Water Treatment Plant, North Penn and North Wales Water Authority is on the Delaware River at Point Pleasant, PA.

The receiving stream is classified for TSF, aquatic life, water supply and recreation. The nearest downstream water supply intake for Audubon Water Company is approximately 7 miles below the point of discharge.

The receiving stream, Susquehanna River, is in Watershed 7-C and classified for WWF, water supply, recreation and fish consumption. The nearest downstream public water supply intake for the Columbia Borough Water Company is on the Susquehanna River, approximately 22 miles downstream. The discharge is not expected to affect the water supply.

Description of activity: Amendment of an NPDES permit for an existing discharge of treated sewage.
The receiving stream, an unnamed tributary to the Susquehanna River, is in Watershed 7-A and classified for WWF, water supply, recreation and fish consumption. The nearest downstream public water supply intake for the United Water Company is on the Susquehanna River, approximately 4 miles downstream. The discharge is not expected to affect the water supply.
The proposed effluent limits for Outfall 001 for a design flow of 0.100 MGD are:

The receiving waters are known as Shupe Run, which are classified as a WWF with existing and/or potential uses for aquatic life, water supply and recreation.
Outfalls SW1--SW3 existing stormwater discharges.
This amendment adds Outfall SW1--SW3 to NPDES Permit PA0021148 and authorizes a discharge of uncontaminated stormwater from the sewage treatment plant roadways and site. There are at this time no specific effluent limitations on Outfalls SW1--SW3. These discharges must meet the ''stormwater discharges'' requirements in Part C of the Amendment.
The EPA waiver is not in effect.
PA0023701, Amendment No. 1, Sewage, Midland Borough Municipal Authority, 10th Street and Railroad Avenue, Midland, PA 15059. This application is for amendment of an NPDES permit to discharge treated sewage from Midland Borough Municipal Authority STP in Midland Borough, Beaver County.
The following stormwater outfalls are added to the NPDES permit:
Outfalls 101 and 003, which discharge to the receiving waters known as Ohio River, serve as stormwater discharges from areas in and around the treatment plant site. There are at this time no effluent limitations on these outfalls. These stormwater discharges shall meet the requirements in Part C of the NPDES Permit.
The EPA waiver is not in effect.
