STATE CONTRACTS INFORMATION
DEPARTMENT OF GENERAL SERVICES

   Act 266 of 1982 provides for the payment of interest penalties on certain invoices of "qualified small business concerns". The penalties apply to invoices for goods or services when payments are not made by the required payment date or within a 15 day grace period thereafter.
   Act 1984-196 redefined a "qualified small business concern" as any independently owned and operated, for-profit business concern employing 100 or fewer employees. See 4 Pa.Code § 2.32. The business must include the following statement on every invoice submitted to the Commonwealth: "(name of business) is a qualified small business concern as defined in 4 Pa. Code 2.32."
   A business is eligible for payments when the required payment is the latest of:
      The payment date specified in the contract.
      30 days after the later of the receipt of a proper invoice or receipt of goods or services.
      The net payment date stated on the business' invoice.
   A 15-day grace period after the required payment date is provided to the Commonwealth by the Act.

028042 This Contract will provide manpower, equipment, and incidental guiderail material for installation of approximately 4,000 linear feet of strong post guiderail at various locations within Elk County. All guiderail material will be supplied by the Department of Transportation except for the bolts, nuts, washers, rotating brackets, connection plates, anchor bolts, concrete for the end treatments, and end anchorages. It will be the Contractors responsibility to pick up the material and deliver it to the worksites. The Department shall be responsible for the removal of all existing guiderail and for any grading of shoulder stabilization, prior to the placement of the guiderail by the Contractor. A mandatory pre-bid meeting (one day) will be held to include review of guiderail locations, and a site will be determined where the guiderail will be stored. All Bidders must be prequalified to bid on this project. Prevailing Wage Act does not apply.

The Department of General Services (DGS), Bureau of Real Estate has issued Solicitation for Proposals # 93624 (SFP) for 13,680 square feet of useable space for the Capitol Restaurant, Main Capitol and East Wing of the Capitol Complex and 6,790 square feet of useable space for the Keystone Restaurant, Keystone Building, located at North Street and Commonwealth Avenue, Harrisburg, PA. 21096 Centrifuged Chillers - Contractor will provide for maintenance and emergency service to the centrifugal chillers at SCI--Chester. This contract would provide for annual winter maintenance, inspection, scheduled prevention maintenance and emergency service to the centrifugal chillers. 2003-APG-1 PennSERVE announces the availability of AmeriCorps Planning Grant funds. Planning grants will fund program development rather than actual programs, but will help prepare organizations to compete for an AmeriCorps operating grant that will fund their proposed program. Planning grant recipients are not guaranteed operating grants, but will have time and resources to produce competitive operating grant proposals. Eligible non-profits may apply for up to $20,000 and must provide minimum cash and/or in-kind match of at least 33% of the total grant proposal.
