FINAL ACTIONS TAKEN UNDER THE CLEAN STREAMS LAW AND THE FEDERAL CLEAN WATER ACT--NPDES AND WQM PART II PERMITS
INDUSTRIAL WASTE AND SEWERAGE WASTEWATER The Department of Environmental Protection has taken the following actions on previously received permit applications and requests for plan approval.
Persons aggrieved by an action may appeal, under section 4 of the Environmental Hearing Board Act (35 P. S. § 7514) and 2 Pa.C.S. §§ 501--508 and 701--704 (relating to the Administrative Agency Law), to the Environmental Hearing Board, Second Floor, Rachel Carson State Office Building, 400 Market Street, P. O. Box 8457, Harrisburg, PA 17105-8457, (717) 787-3483. TDD users may contact the Environmental Hearing Board (Board) through the Pennsylvania Relay Service, (800) 654-5984. Appeals must be filed with the Board within 30 days of publication of this notice in the Pennsylvania Bulletin, unless the appropriate statute provides a different time period. Description of Proposed Action/Activity: Country Club of the Poconos at Big Ridge, Phase III is a residential development consisting of 499.6 plus or minus total acres in 12 sections containing up to 540 residential lots, 11 holes of an existing golf course, recreational areas and open space. All of the lots within Phase III shall be served by central water and sewer. This permit is for a lift station and a low pressure sewer collection system.

Description of Proposed Action/Activity: Replacement of the existing pump station 4 with a submersible pump station. This permit does not allow for any additional connections.
WQM Permit No. 0602409, Sewerage, Earl Township, 19 Schoolhouse Road, Boyertown, PA 19512-9111. This proposed facility is located in Earl and Amity Townships, Berks County.
Description of Proposed Action/Activity: Construction of a low-pressure sanitary sewer with grinder pumps. The collection system will serve 150 homes for a total flow of 0.0525 MGD to be collected for treatment at the Amity Township STP.

Description of Proposed Action/Activity: UNT of Conewago Creek in Watershed 7G.

Description of Proposed Action/Activity: Authorization to discharge to Sears Run in Watershed 7-B.
WQM Permit No. 6702201, Stormwater, York County Solid Waste and Refuse Authority, 2700 Blackbridge Road, York, PA 17402. This proposed facility is located in Manchester Township, York County.
Description of Proposed Action/Activity: Construction of stormwater retention basin to retain runoff and direct precipitation from a 25-year, 24-hour storm event and during frozen ground conditions resulting from operation of a 7.35 acre leaf and yard waste composting facility. Stormwater will be land applied at approved agronomic rates on an adjacent 19-acre field.

Description of Proposed Action/Activity: The Williamsport Sanitary Authority proposes the construction of sewer replacements and additions in the East End area of Williamsport.
NPDES Permit No. PA0114081, Sewerage, SIC 4952, Clear-Run, Inc., Woods-Edge Estates, 181 Draketown Rd., Bloomsburg, PA 17815. The existing facilities are located in Orange Township, Columbia County.
Description of Proposed Activity: Renewal of an NPDES permit for the Woods-Edge Estates wastewater treatment plant. Discharge is to an unnamed tributary to Fishing Creek (CWF).
WQM Permit No. 4902406, Sewerage 4952, Municipal Authority of Sunnyside/Overlook, 30 South Market Street, Elysburg, PA 17824. This proposed facility will be located in Ralpho Township, Northumberland County.
Description of Proposed Action/Activity: Issuance of a Water Quality Management permit for construction of approximately 22,000 LF of gravity sewer lines and appurtenances that will collect the wastewater from the Sunnyside/Overlook area and two pump stations to convey the wastewater to the Municipal Authority of Ralpho Township.

Description of Proposed Action/Activity: This permit covers two projects. The first is a proposed collection facility to be located in the West Liberty area of Sandy Township, Clearfield County, with an interceptor sewer passing through Brady Township, Clearfield County and Winslow Township, Jefferson County along US 119 to the Sykesville wastewater treatment plant. This permit also covers the replacement of some existing 8 and 12 inch sewers southwest of the City of DuBois near US 219.

Description of Proposed Activity: Renewal of an NPDES permit for Country Place MHP wastewater treatment plant. Discharge is to Muddy Run (CWF).

The Department is extending the Part C, Special Condition I, Schedule of Compliance, milestone 7 final Compliance date (for numerical thermal effluent limitations) by an additional 6 months, now effective 3.5 years from the permit issuance date. Orion Power Midwest requested this additional time through a September 16, 2002, letter to resolve outstanding issues with the Department and the Fish and Boat Commission regarding renewal of their existing Clean Water Act section 316(a) thermal variance and/or to design/permit/install treatment facilities to comply with the final thermal effluent limits on pages 2 and 2a of their November 29, 1999, NPDES permit (if determined necessary).

APPROVALS TO USE NPDES AND/OR OTHER GENERAL PERMITS The following parties have submitted: (1) Notices of Intent for Coverage under (1) General NPDES Permits to Discharge Wastewater into the Waters of the Commonwealth. The approval for coverage under these general NPDES permits is subject to applicable effluent limitations. Monitoring, reporting requirements and other conditions set forth in the general permit: (2) General Permits for Beneficial Use of Sewage Sludge or Residential Septage by Land Application in this Commonwealth; (3) General NPDES Permit Authorizing the Discharge of Stormwater Associated with Construction Activities to Waters of the Commonwealth; (4) Notification for First Use Application of Sewage Sludge.
The approval of coverage for land application of sewage sludge or residential septage under these general permits is subject to pollutant limitations, pathogen and vector attraction reduction requirements, operational standards, general requirements, management practices and other conditions set forth in the respective permit. The Department of Environmental Protection approves the following coverage under the specific General Permit.
The EPA Region III Administrator has waived the right to review or object to this permit action under the waiver provision 40 CFR 123.23(d).
