Persons aggrieved by an action may appeal, under section 4 of the Environmental Hearing Board Act (35 P. S. § 7514) and 2 Pa.C.S. §§ 501--508 and 701--704 (relating to the Administrative Agency Law), to the Environmental Hearing Board, Second Floor, Rachel Carson State Office Building, 400 Market Street, P. O. Box 8457, Harrisburg, PA 17105-8457, (717) 787-3483. TDD users should contact the Environmental Hearing Board (Board) through the Pennsylvania Relay Service, (800) 654-5984. Appeals must be filed with the Board within 30 days of publication of this notice in the Pennsylvania Bulletin, unless the appropriate statute provides a different time period. Copies of the appeal form and the Board's rules of practice and procedure may be obtained from the Board. The appeal form and the Board's rules of practice and procedure are also available in Braille or on audiotape from the Secretary of the Board at (717) 787-3483. Wastewater from the proposed wastewater collection/conveyance systems will be conveyed to a tie-in point in the East Berwick area for connection to the Berwick Area Joint Sewer Authority's (Authority) wastewater conveyance system. Wastewater will then be conveyed through the Authority's conveyance facilities, located in Berwick Borough, to the Authority's wastewater treatment facility for treatment with ultimate discharge to the Susquehanna River. Implementation of the selected wastewater disposal alternative and operation of the existing and proposed facilities will be performed by the Township.

PREAMBLE 2
The following plans and reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.908).
Provisions of Chapter 3 of the Land Recycling and Environmental Remediation Standards Act (act) require the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of submission of plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling analytical results which demonstrate that remediation has attained the cleanup standard selected. Submission of plans and reports, other than the final report, shall also be published in the Pennsylvania Bulletin. These include the remedial investigation report, risk assessment report and cleanup plan for a site-specific standard remediation. A remedial investigation report includes conclusions from the site investigation, concentration of regulated substances in environmental media; benefits of refuse of the property and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements.
For further information concerning plans or reports, contact the Environmental Cleanup Program manager in the Department regional office after which the notice of receipt of plans or reports appears. If information concerning plans or reports is required in an alternative form, contact the Community Relations Coordinator at the appropriate regional office. The report was submitted within 90 days of the release and is intended to document remediation of the site to meet the Statewide Health Standard.

Washington St., Ste. 375, Norristown, PA 19401 on behalf of Bill Fisher, Carriage House Condominiums, LP, 1700 Walnut St., 2nd Floor, Philadelphia, PA 19103 has submitted a Final Report concerning remediation of site soil contaminated with unleaded gasoline and leaded gasoline. The report is intended to document remediation of the site to meet the Statewide Health Standard.

Morrissey Property (Poplar Valley Road), Stroud Township, Monroe County. MEA, Inc., 1365 Ackermanville Road, Bangor, PA 18013 has submitted a Final Report (on behalf of their client, Gertrude Morrissey, R. R. 1, Stroudsburg, PA 18360) concerning the remediation of soils and/or groundwater found or suspected to have been contaminated with No. 2 fuel oil constituents as the result of an accidental release from a home heating oil tank. The report was submitted to document attainment of the residential Statewide health standard.
Palmer Town Center (former Bethlehem Corporation and Young Volkswagen Mazda), Palmer Township, Northampton County. Brendan O'Donnell, P. G., HRP Associates, Inc., 4807 Jonestown Road, Harrisburg, PA 17109 submitted a Final Report (on behalf of his client, Easton Center LLC, 424 Park Lane, Hudson, WI 54016) concerning the characterization and remediation of site groundwater. The report was submitted in order to document attainment of the site-specific standard for groundwater.
UGI Utilities, Inc.--Hazelton Service Center, City of Hazelton, Luzerne County. J. C. Rondeau, Division Engineer--Environmental Compliance, UGI Utilities, Inc., 100 Kachel Boulevard, Suite 400, P. O. Box 12677, Reading, PA 19612-2677 has submitted a Remedial Investigation Report concerning the characterization of soils and groundwater found or suspected to have been contaminated by petroleum products, polycyclic aromatic hydrocarbons, and other potential constituents related to the site's historic use as a manufactured gas plant. The report was submitted in partial fulfillment of the Site-specific standard.
Southcentral Region: Environmental Cleanup Program Manager, 909 Elmerton Avenue, Harrisburg, PA 17110.
South Prince Street Properties, City of Lancaster and Lancaster Township, Lancaster County. Environmental Standards, Inc., P. O. Box 810, Valley Forge, PA 19482-0810, on behalf of the Lancaster County Planning Commission, P. O. Box 83480, Lancaster, PA 17608-3480 and the City of Lancaster, P. O. Box 1599, Lancaster, PA 17608-1599, submitted a Baseline Environmental Report concerning remediation of site soils and groundwater contaminated with petroleum fuel-related VOCs, semivolatile organic compounds, lead, manganese, cadmium and thallium. The site is being remediated as a Special Industrial Area.
Former Zeigler Gulf Station, Carroll Township, York County. ARM Group Inc., 1129 West Governor Road, P. O. Box 797, Hershey, PA 17033-0797 (on behalf of Deborah A. Bortner, 447 Miller Avenue, Mechanicsburg, PA 17055 and Braam Hattingh, 551 Meggan Lane, Mechanicsburg, PA 17055) has submitted a combined Remedial Investigation and Final Report concerning remediation of site soils and groundwater contaminated with PHCs. The combined report is intended to document remediation of the site to the Site-Specific Standard.
Former Stauffer Printing Site, East Lampeter Township, Lancaster County. Alternative Environmental Solutions, 930 Pointview Avenue, Ephrata, PA 17522 on behalf of Bible Visuals International, 650 Main Street, Akron, PA 17501, submitted a combined Remedial Investigation and Final Report concerning remediation of site soils contaminated with inorganics. The combined report is intended to document remediation of the site to the Site-Specific Standard.

I-180, Faxon Parkway Interchange, Loyalsock Township, Lycoming County. Marshall Miller & Assoc., Inc., has submitted a Final Report concerning soil contaminated with diesel fuel. This Final Report is intended to demonstrate attainment of the Statewide Health Standard for soil.
