FEDERAL WATER POLLUTION CONTROL ACT SECTION 401 The Department of Environmental Protection (Department) has taken the following actions on previously received permit applications, requests for Environmental Assessment approval and requests for Water Quality Certification under section 401 of the Federal Water Pollution Control Act (FWPCA) (33 U.S.C.A. § 1341).
Except as otherwise noted, the Department has granted 401 Water Quality Certification certifying that the construction and operation described will comply with the applicable provisions of sections 301--303, 306 and 307 of the FWPCA (33 U.S.C.A. §§ 1311--1313, 1316 and 1317) and that the construction will not violate applicable Federal and State water quality standards.
Persons aggrieved by an action may appeal, under section 4 of the Environmental Hearing Board Act (35 P. S. § 7514) and 2 Pa.C.S. §§ 501--508 and 701--704 (relating to the Administrative Agency Law), to the Environmental Hearing Board, Second Floor, Rachel Carson State Office Building, 400 Market Street, P. O. Box 8457, Harrisburg, PA 17105-8457, (717) 787-3483. TDD users should contact the Environmental Hearing Board (Board) through the Pennsylvania Relay Service, (800) 654-5984. Appeals must be filed with the Board within 30 days of publication of this notice in the Pennsylvania Bulletin, unless the appropriate statute provides a different time period. Copies of the appeal form and the Board's rules of practice and procedure may be obtained from the Board. The appeal form and the Board's rules of practice and procedure are also available in Braille or on audiotape from the Secretary of the Board at (717) 787-3483. To perform the following activities associated with the demolition and construction of the Roslyn Elementary School:
1. To construct and maintain three outfall structures with tide flex check valves along the tributary No. 1 to Sandy Run (TSF).
2. To grade and place fill in the portions of the 100-year floodplain of tributary No. 1 to Sandy Run associated with parking lots and athletic fields.
The site is located at the intersection of Susquehanna Road (SR 2017) and Johnston Avenue (Amber, PA USGS Quadrangle N: 0.2 inches; W: 2.1 inches.
The issuance of this permit also constitutes approval of a Water Quality Certification under section 401 of the Federal Water Pollution Control Act (33 U.S.C.A. § 1341(a)).
E15-719. Department of Transportation, 7000 Geerdes Boulevard, King of Prussia, PA 19406, East Fallowfield and West Marlborough Township, Chester County, ACOE Philadelphia District.
To rehabilitate and maintain an existing composite steel girder-wooden deck bridge by rehabilitating the burr-arch truss, replacing timber superstructure and abutments with new steel beam floors, concrete reinforced substructures and reinforced concrete wingwalls. The proposed structure, which spans approximately 74.4 feet over the Buck Run (TSF, MF), is approximately 17.5 feet wide with a 3.94 feet underclearance. The work will involve the following:
1. To construct a temporary cofferdam within the stream to accommodate dewatering activities.
2. To perform grading activities within the stream and floodway to facilitate pier removal activities, new concrete wingwalls, abutments, retaining walls and roadway approach widening and finish grading.
3. To construct a temporary road crossing pursuant to the provisions of General Permit No. 8 to accommodate construction activities.
4. To place approximately 250 cubic yards of riprap scour protection at designated positions along the bridge abutment footings.
The project proposes to temporarily affect a total of approximately 100 linear feet of stream and permanently affect approximately 84 linear feet of stream. The site spans from the centerline of the Buck Run with East Fallowfield Township on the north side and West Marlborough Township on the south. It is situated approximately 65 feet north of the intersection of Covered Bridge Road and Frog Hallow Roads in Chester County (Coatesville, PA Quadrangle starting at N: 9.86 inches; W: 10.16 inches).
The issuance of this permit also constitutes approval of a Water Quality Certification under section 401 of the Federal Water Pollution Control Act (33 U.S.C.A. § 1341(a)).
E23-444. Mobil Pipeline Company, P. O. Box 2220, Houston, TX 77252-2220, Tinicum Township, Delaware County, ACOE Philadelphia District.
To perform the following activities associated with the Mobil Pipe Line Company Delaware River Crossing Replacement Project:
1. To replace a section of 12-inch diameter pipeline, carrying refined petroleum products beneath the Delaware River (WWF, MF), by method of directional boring. This pipeline will replace an existing 10 and 12-inch diameter pipeline, which will be cleaned, filled with grout, and abandoned in place.
2. To operate and maintain an 8-inch diameter pipeline carrying jet fuel beneath the Delaware River (WWF, MF).
3. To temporarily impact 0.37 acre of wetland (PEM) associated with directional drilling operations, equipment storage and laydown.
4. To construct and maintain a temporary road between two ponding ditches (WWF), tributaries to the Delaware River, to facilitate access to the site, and to provide a construction area for the new section of 12-inch line to tie into the existing system.
This authorization will replace License Numbers 222 and 227 granted by the Commissioners of Navigation for the River Delaware and its Navigable Tributaries on May 12 and September 8, 1941, respectively. The site is located just south of the Philadelphia International Airport (Bridgeport, NJ-PA, USGS Quadrangle N: 20.0 inches, W: 1.5 inches) in Tinicum Township, Delaware County.
The issuance of this permit also constitutes approval of a Water Quality Certification under section 401 of the Federal Water Pollution Control Act (33 U.S.C.A. § 1341(a)).

To install and maintain: 1) a twin 35`4" span by 11`5" rise dual arch bridge to cross an UNT to Beaver Creek (WWF), locally known as Little Beaver Creek, and adjacent wetlands, 2) two crossings of UNTs to Little Beaver Creek and associated wetlands, 3) two road crossing of wetlands, 4) three utility line crossing of wetland/stream complexes, 5) one temporary wetland/stream crossing to facilitate the installation impact No. 1, and 6) eight 18-inch outfalls to watercourses, all for the purpose of constructing the 121 unit Meadows of Fort Stewart subdivision, located just east of Piketown Road south of the intersection of Piketown and Sandy Hollow Roads (Harrisburg East, PA Quadrangle N: 17.0 inches; W: 1.0 inch) in West Hanover Township, Dauphin County. The work will permanently impact 0.46 acre of wetland: 0.28 acre of palustrine emergent wetlands, 0.155 acre of palustrine forested wetland, and 0.025 acre of palustrine scrub/shrub wetland. The permittee is required to provide a minimum of 0.64 acre of replacement wetlands.
E22-483: Highspire Borough, 640 Eshelman Street, Highspire, PA 17034 in Highspire Borough, Dauphin County, ACOE Baltimore District
To construct and maintain approximately 910 linear feet of boardwalk through wetlands in the drainage basin of an UNT to the Susquehanna River (WWF) for the purpose of constructing a nature trail within the Reservoir Park Marsh (Steelton, PA Quadrangle N: 14.90 inches; W: 3.80 inches) in Highspire Borough, Dauphin County. The amount of permanent wetland impact is considered a deminimus impact of 0.004 acre and wetland mitigation is not required.
E31-198: PennDOT Engineering District 9-0, 1620 North Juniata Street, Hollidaysburg, PA 16648 in Hopewell Township, Huntingdon County, ACOE Baltimore District
To construct and maintain a five-span concrete bridge with a total length of 392 feet across the Raystown Branch Juniata River (WWF) and associated improvements and then to remove the existing structure to improve the traffic condition of SR 3003, Section 001, Segment 30, Offset 1673 located in Raystown Lake (Saxton, PA Quadrangle N: 20 inches; W: 13.1 inches) in Hopewell Township, Huntingdon County.

To construct and maintain a 13.5-foot clear span wooden bridge, called Honey Run Bridge, on existing abutments and an underclearance of 4.5 feet for a public hiking trail, called Alice's trail, to cross Honey Run located 1.1 mile up Alice's trail from a parking lot at the Bush Dam. This permit was issued under Section 105.13(e) ''Small Projects.'' This permit also includes 401 Water Quality Certification.
E18-382. Department of Transportation, Engineering District 2-0, 1924-30 Daisy Street Extension, P. O. Box 342, Clearfield, PA 16830. State Route 0120, Section A01 in Renovo Borough, Centre County, ACOE Baltimore District (Renovo East, PA Quadrangle N: 14.75 inches; W: 14.81 inches).
To remove the existing structure and to construct and maintain: 1) a prestressed concrete spread box beam bridge having a 50-foot clear normal span and a minimum underclearance of 12.69 feet with concrete wingwalls protected by R-8 riprap for 5 feet upstream on the right and left banks in Paddy Run; 2) three temporary 72-inch diameter pipes and the associated clean earthen temporary fill in Paddy Run for a public roadway immediately upstream of the bridge. The project proposes to temporarily impact 145 linear feet and permanently impact 85 linear feet of Paddy Run that is classified as an Exceptional Value stream. The project will not impact any wetlands.

E11-304. Johnstown Redevelopment Authority, 4th Floor, Public Safety Building, 401 Washington Street, Johnstown, PA 15901-1892. Rehabilitation of bridge in the City of Johnstown, Cambria County, Pittsburgh ACOE District. (Johnstown, PA Quadrangle N: 15.8 inches; W: 7.4 inches and Latitude: 40° 20` 13"--Longitude: 78° 55` 41"). To rehabilitate and maintain a historic pedestrian bridge having two spans of 143 feet each and an underclearance of 30.3 feet across the Conemaugh River, classified as a WWF, for the purpose of connecting Iron Street Trail to Cambria City National Historic District. The rehabilitation includes replacement of the floor system, truss replacement and substructure repair.
E32-467. West Wheatfield Township, 6120 Route 22 Highway, New Florence, PA 15944-6821. Pipe replacement project in West Wheatfield Township, Indiana County, Pittsburgh ACOE District. (New Florence, PA Quadrangle N: 8.1 inches; W: 12.0 inches and Latitude: 40° 25` 11"--Longitude: 79° 05` 10"). To (work authorized as stated on permit) operate and maintain a 40-foot long, dual 48-inch diameter plastic pipes in East Branch Richards Run (CWF). The inverts of both pipes are depressed 1.0 foot. The pipe replacement project has been completed and was authorized by Emergency Permit EP3204202 issued on August 3, 2004. Including the R-7 rock outlet protection, the project impacted 55 linear feet of perennial stream. The project is located on Harry Boring Road approximately 1.1 miles south of SR 22.
E63-565. Department of Transportation, Engineering District 12-0, P. O. Box 459, Uniontown, PA 15401. Bridge replacement in Fallowfield Township, Washington County, Pittsburgh ACOE District. (Monongahela, PA Quadrangle N: 1.7 inches; W: 16.5 inches and Latitude: 40° 08` 04"--Longitude: 79° 59` 35"). To remove the existing structure and 1) to construct and maintain a precast concrete spread box beam bridge having a normal span of 29.5 feet and an underclearance of 7.58 feet across the channel of an unnamed tributary to Pigeon Creek (WWF) and 2) to construct and maintain four 18-inch diameter outfall structures on the left and right banks of said stream for the purpose of improving highway safety. The project is located on SR 2044, just west from the intersection of SR 2044 and Bentleyville Road (SR 2023) and will directly impact 100 linear feet of perennial stream, no vegetated wetlands will be impacted.

Location: Sigsbee Pumping Station, Erie City Water Works, Erie, PA 16506
Description: The Pennsylvania Infrastructure Investment Authority, which administers the Commonwealth's State Revolving Fund, is intended to be the funding source for this project. The Erie City Water Works proposes to replace a 600 HP pump P604 with a new 300 HP pump located at Sigsbee Pumping Station and the associated piping, valves, pump controllers and electrical. A new 750Kw generator will be installed. Also, the gas chlorination system will be replaced with a liquid Sodium Hypochlorite system. The Department of Environmental Protection's (Department) review of the project and information received has not identified any significant, adverse environmental impact resulting from this proposal. The Department hereby categorically excludes this project from the State Environmental Review Process.
