STATE CONTRACTS INFORMATION
DEPARTMENT OF GENERAL SERVICES

   Act 266 of 1982 provides for the payment of interest penalties on certain invoices of "qualified small business concerns". The penalties apply to invoices for goods or services when payments are not made by the required payment date or within a 15 day grace period thereafter.
   Act 1984-196 redefined a "qualified small business concern" as any independently owned and operated, for-profit business concern employing 100 or fewer employees. See 4 Pa.Code § 2.32. The business must include the following statement on every invoice submitted to the Commonwealth: "(name of business) is a qualified small business concern as defined in 4 Pa. Code 2.32."
   A business is eligible for payments when the required payment is the latest of:
      The payment date specified in the contract.
      30 days after the later of the receipt of a proper invoice or receipt of goods or services.
      The net payment date stated on the business' invoice.
   A 15-day grace period after the required payment date is provided to the Commonwealth by the Act.

The principal items of work include Grading, Selective Grading, Topsoil Placement, Removal and Disposal of Junk and Debris, Seeding and Tree Planting. This project issues on March 10, 2006 and bids will be opened on April 13, 2006 at 2:00 p.m. A MANDATORY PRE-BID CONFERENCE is scheduled for this project on March 28, 2006 at 11:00 a.m. at the project site. The project site is located on the south side of State Route 286, approximately 1,400 feet east of the intersection of State Routes 1027 and 286, between Clymer Borough and the Village of Starford, in Green Township, Indiana County. BFM2006-1 The Commonwealth, through the Governor's Office of the Budget, is seeking an actuarial contractor to provide all services and measurements necessary to comply with the Governmental Accounting Standards Board's Statement No. 45 (GASB #45), ''Accounting and Financial Reporting by Employers for Post employment Benefits Other Than Pensions.'' By June 30, 2006, the Commonwealth requires a report describing the disclosures needed to comply with GASB #45 relative to the Commonwealth's retiree healthcare benefits provided through the Retired Employees Health Program and the Retired Pennsylvania State Police Program, including an allocation of the Annual Required Contribution to the various reporting elements within the Commonwealth's Comprehensive Annual Financial Report for the fiscal years ended June 30, 2008 and June 30, 2009.
