Request for Proposals to Conduct an Audit of Network Modernization Plan Implementation Progress; Doc. No. D-03SPA022

[Saturday, November 18, 2006]The Pennsylvania Public Utility Commission (Commission) is seeking a consulting firm to conduct this Network Modernization Plan Implementation Progress Audit (NMP Audit) of Verizon Pennsylvania Inc. (Verizon). This NMP Audit was directed by the Commission's Order at P-00930715F0002, adopted on July 17, 2003, and entered September 17, 2003, and affirmed by its Order at M-00051872, et. al. entered October 28, 2005, which are available on the Commission's website at www.puc.state.pa.us/general/search.aspx.
The focus of the NMP Audit will be a comprehensive audit and analysis of Verizon's accuracy in reporting its network modernization plan implementation progress. Specifically, the NMP Audit will evaluate the Verizon's progress in meeting network modernization implementation targets and the accuracy of Verizon's next NMP Biennial Implementation Update Report (Biennial Report). A Request for Proposal (RFP) will be prepared and issued by the Commission in the very near future and will be posted on the Commission's website at www.puc.state.pa.us/. It is anticipated that the review will begin in June 2007, coinciding with the anticipated receipt of Verizon's NMP Biennial Report, representing its progress as of December 31, 2006. A preproposal meeting will be held to answer specific questions about the project and may be scheduled as early as mid-November 2006. That date will be announced in the RFP cover letter to be posted on the Commission's website.
