PUBLIC WATER SUPPLY (PWS) PERMITS The Department of Environmental Protection has taken the following actions on applications received under the Pennsylvania Safe Drinking Water Act (35 P. S. §§ 721.1--721.17) for the construction, substantial modification or operation of a public water system.
Persons aggrieved by an action may appeal, under section 4 of the Environmental Hearing Board Act (35 P. S. § 7514) and 2 Pa.C.S. §§ 501--508 and 701--704 (relating to the Administrative Agency Law), to the Environmental Hearing Board, Second Floor, Rachel Carson State Office Building, 400 Market Street, P. Appeals must be filed with the Board within 30 days of publication of this notice in the Pennsylvania Bulletin, unless the appropriate statute provides a different time period. Copies of the appeal form and the Board's rules of practice and procedure may be obtained from the Board. The appeal form and the Board's rules of practice and procedure are also available in Braille or on audiotape from the Secretary of the Board at (717) 787-3483. LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

PREAMBLE 2
The following plans and reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.908).
Provisions of Chapter 3 of the Land Recycling and Environmental Remediation Standards Act (act) require the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of submission of plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling analytical results which demonstrate that remediation has attained the cleanup standard selected. Submission of plans and reports, other than the final report, shall also be published in the Pennsylvania Bulletin. These include the remedial investigation report, risk assessment report and cleanup plan for a Site-Specific Standard remediation. A remedial investigation report includes conclusions from the site investigation, concentration of regulated substances in environmental media; benefits of refuse of the property and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements.

A work plan for conducting a baseline remedial investigation is required by provisions of the act for compliance with selection of a special industrial area remediation. The baseline remedial investigation, based on the work plan, is compiled into the baseline environmental report to establish a reference point to show existing contamination, describe proposed remediation to be done and include a description of existing or potential public benefits of the use or reuse of the property. The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

46-0158A: Colorcon--Division of BPSI (415 Moyer Boulevard, West Point, PA 19486-0024) on June 22, 2007, for a non-Title V, Natural Minor Facility in Upper Gwynedd Township, Montgomery County. The State-only Operating Permit was revised to incorporate the conditions of plan approval PA-46-0158A for the relocation of two processes within an existing facility with changes in the equipment used in these sources and the addition of two new dust collectors. Two small boilers were also added to the facility. The site level PM limit has been changed to 21 tons per 12-month rolling period, and the site level VOCs limit has been changed to 14.6 tons per 12-month rolling period. The revisions to the State-only Operating Permit were made in accordance with 25 Pa. Code § 127.450(a)(5).
15-00068: Spring City Electrical Manufacturing Co. (Hall and Main Street, Spring City, PA 19475) on June 22, 2007, a non-Title V, Synthetic Minor in Spring City Borough, Chester County. The State-only Operating Permit for this facility was revised to correct the tax identification number and ownership information in the permit. The facility's main emissions are PM and VOCs from the casting, finishing and painting of metal lampposts and other electrical fixtures. The Administrative Amendment of the State-only Operating Permit was issued under the Air Pollution Control Act (35 P. S. §§ 4001--4015) and 25 Pa. Code § 127.450. The conditions of the amended State-only Operating Permit did not change and contains all of the applicable regulatory requirements including monitoring recordkeeping, reporting and emission limits. The initial permit was issued August 16, 2005.
15-00084: Jane Latta, VMD (725 East Washington Street, West Chester, PA 19380) on June 22, 2007, to issue an Administrative Amendment to their State-only (Natural Minor) Operating Permit No. NMOP-15-00084 in West Goshen Township, Chester County. The Administrative Amendment modifies a work practice requirement for the animal crematorium such that the crematorium is permitted to be charged prior to being turned on. The following changes have been addressed in the amended State-only Operating Permit (SOOP):
1. The owner and plant name has been changed from ''Latta Veterinary Clinic'' to ''Jane Latta, VMD.''
2. The source name for Source ID 101 has been changed from ''pet incinerator'' to ''animal crematorium.''
3. The term ''animal carcasses'' has been added as the material corresponding to the charging capacity for Source ID 101.
4. A fuel throughput listing of ''1.2 mcf/hr natural gas'' has been added for Source ID 101.
5. The source name for Source ID S01 has been changed from ''crematory stack'' to ''animal crematorium stack.''
6. The numbering format for Condition No. 002, Section C, of the SOOP, has been changed to be consistent with the rest of the SOOP.
7. An additional authority citation to 25 Pa. Code § 127.443 has been added to each condition that is based on a condition found in a previously issued document.
8. The language of Condition No. 009(b), Section C, of the SOOP, has been revised to specify that any fugitive particulate emissions that originate onsite are required to comply with Condition No. 009(b)(1)--(3), Section C, of the SOOP, not only those that originate onsite and cross the property line.
9. The references to ''compliance certifications'' and ''semi-annual monitoring reports'' in Condition No. 009(e), Section C, of the original SOOP, have been removed.
10. Condition No. 010, Section C, of the original SOOP, has been moved to Condition No. 010(b), Section C, of the amended SOOP.
11. The language of Condition No. 011, Section C, of the original SOOP (Condition No. 010, Section C, of the amended SOOP), has been revised to specify that the sources where any deviations are observed is required to be recorded and that all monitoring required in Condition No. 009, Section C, of the SOOP, is required to be recorded, not only when deviations are observed.
12. The Department telephone number at which to report any malfunctions, as specified in Condition No. 014(a), Section C, of the original SOOP (Condition No. 013(a), Section C, of the amended SOOP), has been changed from (610) 832-6242 to (484) 250-5920.
13. A requirement to develop and implement an accidental release program and Risk Management Plan, as applicable, has been added as Condition No. 015, Section C, of the SOOP.
14. Condition No. 019(b), Section C, of the original SOOP, has been removed.
15. The term ''crematorium'' has replaced the term ''crematory'' for all conditions in Section D, of the SOOP.
16. A PM concentration restriction of 0.1 gr/dscf, corrected to 12% CO2, as required by 25 Pa. Code § 123.12, has been added as Condition No. 003, Section D, of the SOOP, and to Section F (Emission Restriction Summary), of the SOOP. (The PM concentration restriction of 0.08 gr/dscf, corrected to 7% O2, was considered to be more stringent in the original SOOP but, depending on the exhaust parameters, this may or may not be the case.)
17. A requirement to ensure that the incineration rate does not exceed 75 lbs/hr, the rated capacity of the crematorium, has been added as Condition No. 006, Section D, of the SOOP.
18. Requirements to monitor/maintain records of the starting and ending times, duration, and incineration rate of each cremation cycle, as well as the hours of operation for the crematorium on a monthly basis, have been added as Condition Nos. 008/9(d)--(f) and (i), Section D, of the SOOP.
19. The language of Condition Nos. 010 and 013, Section D, of the original SOOP (Condition Nos. 012 and 010, Section D, of the amended SOOP, respectively) has been changed to permit the charging of waste in the crematorium prior to the secondary combustion chamber maintaining a minimum temperature of 1,800° F, provided there is an interlock to preclude the primary combustion chamber burner from firing prior to then.
20. A requirement to ensure that the charge door of the crematorium is not opened until any previous combustion cycle is complete has been added as Condition No. 013, Section D, of the SOOP.
21. The phrase ''including animal carcasses that were exposed to zoonotic pathogens'' has been added to Condition No. 014, Section D, of the original SOOP (Condition No. 017, Section D, of the amended SOOP).
22. Condition No. 016, Section D, of the original SOOP, has been moved from the Subsection VI (Work Practice Requirements) to Subsection VII (Additional Requirements), Section D, of the SOOP.
Administrative Amendment of State-only Operating Permit No. NMOP-15-00084 is issued under the Air Pollution Control Act (35 P. S. §§ 4001--4015) and 25 Pa. Code § 127.450.
ACTIONS ON COAL AND NONCOAL MINING ACTIVITY APPLICATIONS
