General Permit WMGM038; Processing and Beneficial Use of Gypsum Wallboard

[Saturday, March 21, 2009]Under the regulatory authority of 25 Pa. Code § 271.811 (relating to authorization for general permit) of the municipal waste regulations and the statutory authority of the Solid Waste Management Act (35 P. S. §§ 6018.101--6018.1003), the Department of Environmental Protection (Department) issued a General Permit for the processing and beneficial use of unpainted and untreated standard gypsum wallboard.
This final General Permit WMGM038 (General Permit) provides for the beneficial use of ground (that is, processed) gypsum wallboard as a component of mushroom growing media, as a soil additive material or soil amendment and allows for utilization of the backing paper as an animal bedding material. The final General Permit reduces the amount of gypsum wallboard being disposed in landfills by providing a mechanism to divert the waste to a more productive, beneficial use. This General Permit provides potential end uses under a streamlined set of operating conditions.
