Pennsylvania Lottery's PhilliesTM Instant Lottery Game

[Saturday, March 19, 2011]Under the State Lottery Law (72 P. S. §§ 3761-101—3761-314) and 61 Pa. Code § 819.203 (relating to notice of instant game rules), the Secretary of Revenue hereby provides public notice of the rules for the following instant lottery game:
1. Name: The name of the game is Pennsylvania Lottery's PhilliesTM.
2. Price: The price of a Pennsylvania Lottery's PhilliesTM instant lottery game ticket is $5.
3. Play Symbols: Each Pennsylvania Lottery's PhilliesTM instant game ticket will contain one play area featuring a ''PHILLIES® NUMBERS'' area and a ''YOUR NUMBERS'' area. The play symbols and their captions located in the ''PHILLIES® NUMBERS'' area are: 1 (ONE), 2 (TWO), 3 (THREE), 4 (FOUR), 5 (FIVE), 6 (SIX), 7 (SEVEN), 8 (EIGHT), 9 (NINE), 10 (TEN), 11 (ELEVN), 12 (TWLV), 13 (THRTN), 14 (FORTN), 15 (FIFTN), 16 (SIXTN), 17 (SVNTN), 18 (EGHTN), 19 (NINTN), 20 (TWENT), 21 (TWYONE), 22 (TWYTWO), 23 (TWYTHR), 24 (TWYFOR), 25 (TWYFIV), 26 (TWYSIX), 27 (TWYSVN), 28 (TWYEGT), 29 (TWYNIN) and 30 (THIRTY). The play symbols and their captions located in the ''YOUR NUMBERS'' area are: 1 (ONE), 2 (TWO), 3 (THREE), 4 (FOUR), 5 (FIVE), 6 (SIX), 7 (SEVEN), 8 (EIGHT), 9 (NINE), 10 (TEN), 11 (ELEVN), 12 (TWLV), 13 (THRTN), 14 (FORTN), 15 (FIFTN), 16 (SIXTN), 17 (SVNTN), 18 (EGHTN), 19 (NINTN), 20 (TWENT), 21 (TWYONE), 22 (TWYTWO), 23 (TWYTHR), 24 (TWYFOR), 25 (TWYFIV), 26 (TWYSIX), 27 (TWYSVN), 28 (TWYEGT), 29 (TWYNIN), 30 (THIRTY), a Baseball (BASBL) symbol and a Bat (BAT) symbol.
4. Prize Symbols: The prize symbols and their captions located in the ''YOUR NUMBERS'' area are: $5.00 (FIV DOL), $10.00 (TEN DOL), $20.00 (TWENTY), $40.00 (FORTY), $50.00 (FIFTY), $100 (ONE HUN), $400 (FOR HUN), $1,000 (ONE THO), $50,000 (FTY THO) and $100,000 (ONEHUNTHO).
5. Prizes: The prizes that can be won in this game are: $5, $10, $20, $40, $50, $100, $400, $1,000, $50,000 and $100,000. A player can win up to 10 times on a ticket.
6. Second-Chance Drawings: The Pennsylvania Lottery will conduct five second-chance drawings for non-winning Pennsylvania Lottery's PhilliesTM instant game tickets as provided for in section 11.
7. Approximate Number of Tickets Printed For the Game: Approximately 3,240,000 tickets will be printed for the Pennsylvania Lottery's PhilliesTM instant game.
8. Determination of Prize Winners:
(a) Holders of tickets upon which any one of the ''PHILLIES® NUMBERS'' play symbols matches any of the ''YOUR NUMBERS'' play symbols and a prize symbol of $100,000 (ONEHUNTHO) appears under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $100,000.
(b) Holders of tickets upon which any one of the ''PHILLIES® NUMBERS'' play symbols matches any of the ''YOUR NUMBERS'' play symbols and a prize symbol of $50,000 (FTY THO) appears under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $50,000.
(c) Holders of tickets upon which any one of the ''PHILLIES® NUMBERS'' play symbols matches any of the ''YOUR NUMBERS'' play symbols and a prize symbol of $1,000 (ONE THO) appears under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $1,000.
(d) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols is a Baseball (BASBL) symbol, and a prize symbol of $1,000 (ONE THO) appears under the Baseball (BASBL) symbol, on a single ticket, shall be entitled to a prize of $1,000.
(e) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols is a Bat (BAT) symbol, and a prize symbol of $100 (ONE HUN) appears under the Bat (BAT) symbol, on a single ticket, shall be entitled to a prize of $1,000.
(f) Holders of tickets upon which any one of the ''PHILLIES® NUMBERS'' play symbols matches any of the ''YOUR NUMBERS'' play symbols and a prize symbol of $400 (FOR HUN) appears under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $400.
(g) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols is a Baseball (BASBL) symbol, and a prize symbol of $400 (FOR HUN) appears under the Baseball (BASBL) symbol, on a single ticket, shall be entitled to a prize of $400.
(h) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols is a Bat (BAT) symbol, and a prize symbol of $40.00 (FORTY) appears under the Bat (BAT) symbol, on a single ticket, shall be entitled to a prize of $400.
(i) Holders of tickets upon which any one of the ''PHILLIES® NUMBERS'' play symbols matches any of the ''YOUR NUMBERS'' play symbols and a prize symbol of $100 (ONE HUN) appears under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $100.
(j) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols is a Baseball (BASBL) symbol, and a prize symbol of $100 (ONE HUN) appears under the Baseball (BASBL) symbol, on a single ticket, shall be entitled to a prize of $100.
(k) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols is a Bat (BAT) symbol, and a prize symbol of $10.00 (TEN DOL) appears under the Bat (BAT) symbol, on a single ticket, shall be entitled to a prize of $100.
(l) Holders of tickets upon which any one of the ''PHILLIES® NUMBERS'' play symbols matches any of the ''YOUR NUMBERS'' play symbols and a prize symbol of $50.00 (FIFTY) appears under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $50.
(m) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols is a Baseball (BASBL) symbol, and a prize symbol of $50.00 (FIFTY) appears under the Baseball (BASBL) symbol, on a single ticket, shall be entitled to a prize of $50.
(n) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols is a Bat (BAT) symbol, and a prize symbol of $5.00 (FIV DOL) appears under the Bat (BAT) symbol, on a single ticket, shall be entitled to a prize of $50.
(o) Holders of tickets upon which any one of the ''PHILLIES® NUMBERS'' play symbols matches any of the ''YOUR NUMBERS'' play symbols and a prize symbol of $40.00 (FORTY) appears under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $40.
(p) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols is a Baseball (BASBL) symbol, and a prize symbol of $40.00 (FORTY) appears under the Baseball (BASBL) symbol, on a single ticket, shall be entitled to a prize of $40.
(q) Holders of tickets upon which any one of the ''PHILLIES® NUMBERS'' play symbols matches any of the ''YOUR NUMBERS'' play symbols and a prize symbol of $20.00 (TWENTY) appears under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $20.
(r) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols is a Baseball (BASBL) symbol, and a prize symbol of $20.00 (TWENTY) appears under the Baseball (BASBL) symbol, on a single ticket, shall be entitled to a prize of $20.
(s) Holders of tickets upon which any one of the ''PHILLIES® NUMBERS'' play symbols matches any of the ''YOUR NUMBERS'' play symbols and a prize symbol of $10.00 (TEN DOL) appears under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $10.
(t) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols is a Baseball (BASBL) symbol, and a prize symbol of $10.00 (TEN DOL) appears under the Baseball (BASBL) symbol, on a single ticket, shall be entitled to a prize of $10.
(u) Holders of tickets upon which any one of the ''PHILLIES® NUMBERS'' play symbols matches any of the ''YOUR NUMBERS'' play symbols and a prize symbol of $5.00 (FIV DOL) appears under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $5.
(v) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols is a Baseball (BASBL) symbol, and a prize symbol of $5.00 (FIV DOL) appears under the Baseball (BASBL) symbol, on a single ticket, shall be entitled to a prize of $5.
9. Number and Description of Prizes and Approximate Odds: The following table sets forth the approximate number of winners, amounts of prizes, and approximate odds of winning:

10. Pennsylvania Lottery's PhilliesTM Second-Chance Drawing Requirements for entry by mail or entry by way of the Lottery's website:
(a) To enter by mail, players must mail exactly three (3) non-winning Pennsylvania Lottery's PhilliesTM (PA-0870) instant lottery tickets in an envelope no larger than 4 1/8 inches by 9 1/2 inches addressed to Pennsylvania Lottery's PhilliesTM Second-Chance Drawings, P. O. Box 2600, Middletown, PA 17057-2600. The player shall affix proper postage to the entry.
(1) Envelopes containing less than or more than three (3) non-winning Pennsylvania Lottery's PhilliesTM instant lottery tickets shall be disqualified.
(2) Non-winning Pennsylvania Lottery's PhilliesTM instant lottery tickets received in an envelope larger than 4 1/8 inches by 9 1/2 inches shall be disqualified. The only exception is for non-winning Pennsylvania Lottery's PhilliesTM instant lottery tickets received in a United States Post Office ''damaged-in-mail-process'' envelope.
(3) Winning Pennsylvania Lottery's PhilliesTM instant lottery tickets submitted to the Pennsylvania Lottery's PhilliesTM Second-Chance Drawings' address will not be paid or honored. Pennsylvania Lottery's PhilliesTM Second-Chance Drawing entries containing winning Pennsylvania Lottery's PhilliesTM instant lottery tickets will be disqualified.
(4) The back of each non-winning Pennsylvania Lottery's PhilliesTM instant lottery ticket entered in the Pennsylvania Lottery's PhilliesTM Second-Chance Drawings must be completed by the same player in a legible manner, including the player's name, street address, city, state, zip code, telephone number and signature. Only one claimant per ticket or entry allowed. Claimant must be 18 years of age or older. Incomplete tickets shall be disqualified.
(b) To enter via the Lottery's website, players must go to the Pennsylvania Lottery's website (http://www.palottery.com), follow the PhilliesTM promotional link and follow the instructions to establish an entry account and enter the identifying information from three (3) non-winning Pennsylvania Lottery's PhilliesTM instant lottery tickets.
(1) Players must be members of the Pennsylvania Lottery VIP Players Club to submit entries by way of the Lottery's website.
(2) The contents of the entry account must be accurate and complete and shall include the player's name, street address, city, state, zip code, telephone number and acknowledgment or signature. Incomplete entry accounts cannot be submitted.
(3) Only one claimant per entry allowed. Claimant must be 18 years of age or older.
(4) Entries submitted via the Lottery's website must be submitted from a computer within Pennsylvania.
(5) Winners will be required to produce the three actual tickets used to create an entry selected to win a prize in one of the Pennsylvania Lottery's PhilliesTM Second-Chance Drawings in order to claim that prize.
(c) Non-winning Pennsylvania Lottery's PhilliesTM instant lottery tickets submitted by mail are not eligible to be submitted via the Lottery's website and non-winning tickets submitted via the Lottery's website are not eligible to be submitted by mail. Violation of this provision will result in the disqualification of the entry.
11. Second-Chance Drawing Procedures:
(a) The Lottery will conduct five Pennsylvania Lottery's PhilliesTM Second-Chance Drawings. All Pennsylvania Lottery's PhilliesTM Second-Chance Drawings' entries received at Lottery Headquarters on or before 4:00 p.m. October 27, 2011, or received via the Lottery's website on or before 4:00 p.m. October 27, 2011, will be eligible to participate in one of the five Pennsylvania Lottery's PhilliesTM Second-Chance Drawings. All time references in this section are Eastern Standard Time.
(1) All Pennsylvania Lottery's PhilliesTM Second-Chance Drawing entries received at Lottery Headquarters on or before 4:00 p.m. April 28, 2011, or received via the Lottery's website on or before 4:00 p.m. April 28, 2011, will be eligible to participate in the Pennsylvania Lottery's PhilliesTM Second-Chance Drawing which will be held at Lottery Headquarters the week of May 2, 2011.
(2) All Pennsylvania Lottery's PhilliesTM Second-Chance Drawing entries received at Lottery Headquarters after 4:00 p.m. April 28, 2011, through 4:00 p.m. June 9, 2011, or received via the Lottery's website after 4:00 p.m. April 28, 2011, through 4:00 p.m. June 9, 2011, will be eligible to participate in the Pennsylvania Lottery's PhilliesTM Second-Chance Drawing which will be held at Lottery Headquarters the week of June 13, 2011.
(3) All Pennsylvania Lottery's PhilliesTM Second-Chance Drawing entries received at Lottery Headquarters after 4:00 p.m. June 9, 2011, through 4:00 p.m. July 21, 2011, or received via the Lottery's website after 4:00 p.m. June 9, 2011, through 4:00 p.m. July 21, 2011, will be eligible to participate in the Pennsylvania Lottery's PhilliesTM Second-Chance Drawing which will be held at Lottery Headquarters the week of July 25, 2011.
(4) All Pennsylvania Lottery's PhilliesTM Second-Chance Drawing entries received at Lottery Headquarters after 4:00 p.m. July 21, 2011, through 4:00 p.m. September 8, 2011, or received via the Lottery's website after 4:00 p.m. July 21, 2011, through 4:00 p.m. September 8, 2011, will be eligible to participate in the Pennsylvania Lottery's PhilliesTM Second-Chance Drawing which will be held at Lottery Headquarters the week of September 12, 2011.
(5) All Pennsylvania Lottery's PhilliesTM Second-Chance Drawing entries received at Lottery Headquarters after 4:00 p.m. September 8, 2011, through 4:00 p.m. October 27, 2011, or received via the Lottery's website after 4:00 p.m. September 8, 2011, through 4:00 p.m. October 27, 2011, will be eligible to participate in the final Pennsylvania Lottery's PhilliesTM Second-Chance Drawing which will be held at Lottery Headquarters the week of October 31, 2011.
(6) The odds of an entry being selected in a Pennsylvania Lottery's PhilliesTM Second-Chance Drawing depend upon the number of entries received for that drawing.
(b) To be eligible to participate in a particular Pennsylvania Lottery's PhilliesTM Second-Chance Drawing, entries sent via the mail must have complied with the requirements of section 10(a). To be eligible to participate in a particular Pennsylvania Lottery's PhilliesTM Second-Chance Drawing, entries submitted via the Lottery's website must have complied with the requirements of section 10(b).
(1) The Lottery assumes no responsibility for a lost or misplaced entry not entered into one of the Pennsylvania Lottery's PhilliesTM Second-Chance Drawings.
(2) A Pennsylvania Lottery's PhilliesTM Second-Chance Drawing entry is eligible for only one Second-Chance Drawing. An entry that is not eligible in one group, may, at the discretion of the Secretary, remain eligible for a subsequent Second-Chance Drawing.
(3) If a Pennsylvania Lottery's PhilliesTM Second-Chance Drawing entry is rejected during or following a Pennsylvania Lottery's PhilliesTM Second-Chance Drawing, the sole remedy is to select another entry to replace the rejected entry in accordance with Lottery procedure.
(c) A player may only win the prize for which they are first selected in each of the Pennsylvania Lottery's PhilliesTM Second-Chance Drawings. Subsequent entries, from the same player, selected in the same Pennsylvania Lottery's PhilliesTM Second-Chance Drawing will be disqualified and a replacement entry will be selected.
(d) Manner of conducting the Pennsylvania Lottery's PhilliesTM Second-Chance Drawings.
(1) All entries will be placed in numbered containers. All entries received by mail will be placed in numbered physical containers, each containing approximately 500 envelopes. All entries received via the Lottery's website will be placed in numbered virtual containers, each containing approximately 500 entries.
(2) A computer-generated randomizer will be used to select the numbered containers from which the winners will be selected. The randomizer will not differentiate between physical and virtual containers. Winning entries can be selected from both physical and virtual containers. The randomizer will not be programmed to eliminate the possibility of the same container being selected more than once.
(3) If the numbered container selected is a physical container, one envelope will be randomly drawn from the container. As each entry envelope is selected, its contents will be qualified according to the requirements of section 10 (a). If the entry does not meet the requirements of section 10 (a), another entry will be selected from that container; and so on, until a qualified entry has been chosen. Once a qualified entry has been selected, further validation will take place by verifying the status of the tickets contained in the entry envelope drawn by entering the ticket information into the computerized instant ticket database. The first qualified and validated entry from each of the designated containers will entitle its owner to a prize as described in section 12.
(4) If the numbered container selected is a virtual container, a computer-generated randomizer will be used to randomly select one entry from the container. The player who submitted the entry will be entitled to the prize described in section 12.
(i) The submission of an entry via the Lottery's web-site which is selected to win a prize in the Pennsylvania Lottery's PhilliesTM Second-Chance drawing will require the player who submitted the entry to submit the three tickets used to create the submission.
(ii) The back of each non-winning Pennsylvania Lottery's PhilliesTM instant lottery ticket entered in a Pennsylvania Lottery's PhilliesTM Second-Chance Drawing via the Lottery's web-site and selected to win a prize must be completed by the same player who created the entry account in a legible manner, including the player's name, street address, city, state, zip code, telephone number and signature.
(5) Determination of winners will be made by the Secretary, whose judgment will be final and binding.
(e) The payment of a prize awarded in the Pennsylvania Lottery's PhilliesTM Second-Chance Drawing to a person who dies before receiving the prize shall be paid according to 61 Pa. Code § 811.16 (relating to prizes payable after death of a prize winner).
12. Description of Second-Chance Drawings Prizes:
(a) The first winner selected in each of the five Pennsylvania Lottery's PhilliesTM Second-Chance Drawings shall be entitled to a prize consisting of a Phillies® Dream Prize Package. The winner of a Phillies® Dream Prize Package shall select one of the following four Phillies® Dream Prize Packages:
(1) Phillies® Season Tickets Dream Prize Package. Two boxed seat season tickets and one parking pass for all home games for the 2012 or 2013 regular season; or,
(2) Phillies® Spring Training Trip Dream Prize Package. Road trip for four to Clearwater, Florida for up to five nights. Trip includes airfare, up to four first class hotel rooms and four tickets to each of five games; or,
(3) Phillies® Road Trip Dream Prize Package. Road trip for two to any Major League Baseball® three game series featuring the Philadelphia Phillies® for up to three nights. Trip includes airfare, up to two first class hotel rooms and two boxed seat tickets to up to three games; or,
(4) Phillies® Fantasy Camp Dream Prize Package. Two (2) 2012 or 2013 Philadelphia Phillies® Fantasy Camp packages for two (2) persons. Package includes airfare for two and one first class hotel room for the duration of the camp.
(b) The second through the three-hundred and first winners selected in each of the five Pennsylvania Lottery's PhilliesTM Second-Chance Drawings shall be entitled to a prize consisting of a Phillies® Merchandise Prize Pack. There is no cash equivalent for the Phillies® Merchandise Prize Packs. The winner of each of the Phillies® Merchandise Prize Packs will receive one of each of the follow items:
(1) Phillies® Jacket. Officially licensed by MLB Properties and made by G-III, this colorblock full zip jacket features a fabric collar, rib knit cuffs and bottom, and a fully lined polyfill for warmth. Two official team logos embroidered on the left chest and the left sleeve. Prize winner selects size S through XXL.
(2) Phillies® Replica Jersey. Officially licensed by MLB Properties and made by Majestic, this 100% polyester button front jersey features a braid trim and front chest embroidered logo with tackle twill decoration. (c) In the event a prize in section 12 is not available, the Lottery may either provide a substitute prize, determined by the Secretary to have an equivalent value to the prize won, or make a cash payment to the winner, in an amount determined by the Secretary to have an equivalent value to the prize won.
(d) The Lottery will make every reasonable effort to deliver a prize to the winner in a timely manner; however, the Lottery is not responsible for prizes lost or unusable due to untimely delivery.
(e) Prizes are transferable one time.
(f) Other restrictions may apply.
13. Phillies® Dream Prize Package Restrictions:
(a) Each Phillies® Dream Prize Package trip winner will be responsible for the following expenses: applicable travel expenses to and from the departure airport or any airport parking fees; entertainment including alcoholic beverages; fees (i.e. departure fees, excess baggage fees, etc); additional gratuities; hotel incidentals (i.e. telephone calls, valet services, laundry, gift shop, etc.); additional transportation in addition to that described herein; travel accident, baggage and trip cancellation insurance. The winner will be responsible for any additional costs incurred by the following changes to the trip package: change of travel companions; staying additional nights; adding additional travelers; upgrading transportation; upgrading hotel room; upgrading class of airline; or any other applicable trip details.
(b) The Phillies® Dream Prize Package is transferable one time. If the winner cancels any trip, the trip package will be void. There will be no extensions and the winner will not receive any reimbursement for the unused trip package. Airline tickets are non-refundable and all airline rules and restrictions apply. Other restrictions may apply.
(c) All Phillies® Dream Prize Package trips are valid for the 2012, and, if necessary, 2013 MLBTM seasons.
(d) The Phillies® Dream Prize Package winner, at his or her option, may select a cash prize of ten thousand dollars ($10,000), less required federal withholding in lieu of the PhilliesTM Dream Prize.
(e) Major League Baseball® game, event and exhibition dates and times are determined in the sole discretion of the Office of the Commissioner of Baseball and/or the Philadelphia Phillies®, as applicable, and may be subject to change. The terms and conditions of the tickets awarded as prizes may govern in the event a legal game, event or exhibition, as defined by Major League Baseball®, is not played due to weather, an act of God, and an act of terrorism, civil disturbance or any other reason. Each Winner and his/her guest(s) agree to comply with all applicable ballpark regulations in connection with the prize. The Lottery and the applicable MLB Entities (defined below) reserve the right to remove or to deny entry to any winner and/or his/her guest(s) who engage(s) in a non-sportsmanlike or disruptive manner, or with intent to annoy, abuse, threaten or harass any other person at the game, event or exhibition. The Pennsylvania Lottery and the applicable MLB Entities will not be responsible for Acts of God, acts of terrorism, civil disturbances, work stoppage or any other natural disaster outside their control that may cause the cancellation or postponement of any Major League Baseball® game, event or exhibition. The ''MLB Entities'' shall mean the Office of the Commissioner of Baseball, its Bureaus, Committees, Subcommittees and Councils, MLB Advanced Media, L.P., Major League Baseball Enterprises, Inc., Major League Baseball Properties, Inc., The MLB Network, LLC, the Major League Baseball Clubs, Tickets.com, Inc., SportsOnEarth, LLC and each of their respective subsidiaries or affiliated entities, any entity which, now or in the future, controls, is controlled by, or is under common control with the Major League Baseball Clubs or the Office of the Commissioner of Baseball, and the directors, officers, employees and agents of the above entities.
14. Retailer Incentive Awards: The Lottery may conduct a separate Retailer Incentive Game for retailers who sell Pennsylvania Lottery's PhilliesTM instant game tickets. The conduct of the game will be governed by 61 Pa. Code § 819.222 (relating to retailer bonuses and incentive).
15. Unclaimed Prize Money: For a period of 1 year from the announced close of Pennsylvania Lottery's PhilliesTM instant game, prize money from Pennsylvania Lottery's PhilliesTM instant game tickets will be retained by the Secretary for payment to the persons entitled thereto. If no claim is made within 1 year of the announced close of the Pennsylvania Lottery's PhilliesTM instant game, the right of a ticket holder to claim the prize represented by the ticket, if any, will expire and the prize money will be paid into the State Lottery Fund and used for purposes provided for by statute.
16. Governing Law: In purchasing a ticket, the customer agrees to comply with and abide by the State Lottery Law (72 P. S. §§ 3761-101—3761-314), 61 Pa. Code Part V (relating to State Lotteries) and the provisions contained in this notice.
17. Termination of the Game: The Secretary may announce a termination date, after which no further tickets from this game may be sold. The announcement will be disseminated through media used to advertise or promote Pennsylvania Lottery's PhilliesTM instant game or through normal communications methods.
