AIR QUALITY
PLAN APPROVAL AND OPERATING PERMIT APPLICATIONS
NEW SOURCES AND MODIFICATIONSThe Department has developed an ''integrated'' plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for the Department, the regulated community and the public. This approach allows the owner or operator of a facility to complete and submit permitting documents relevant to its application one time, affords an opportunity for public input and provides for sequential issuance of the necessary permits.
The Department received applications for Plan Approvals or Operating Permits from the following facilities.
Copies of these applications, subsequently prepared draft permits, review summaries and other support materials are available for review in the regional office listed before the applications. Persons interested in reviewing the application files should contact the appropriate regional office to schedule appointments.
Persons wishing to receive a copy of a proposed Plan Approval or Operating Permit shall indicate interests to the Department regional office within 30 days of the date of this notice and shall file protests or comments on a proposed Plan Approval or Operating Permit within 30 days of the Department providing a copy of the proposed documents to persons or within 30 days of its publication in the Pennsylvania Bulletin, whichever comes first. Interested persons may also request that hearings be held concerning a proposed Plan Approval or Operating Permit. A comment or protest filed with the Department regional office shall include a concise statement of the objections to the issuance of the Plan Approval or Operating Permit and relevant facts which serve as the basis for the objections. If the Department schedules a hearing, a notice will be published in the Pennsylvania Bulletin at least 30 days prior the date of the hearing.

Final Plan Approvals and Operating Permits will contain terms and conditions to ensure that the source is constructed and operating in compliance with applicable requirements in 25 Pa. Code Chapters 121—143, the Federal Clean Air Act (42 U.S.C.A. §§ 7401—7671q) and regulations adopted under the Federal Clean Air Act.

23-0003T: ConocoPhillips (4101 Post Road, Trainer, PA 19061) to install a reduced volatility Alkylation process (Re-VAP) technology and perform maintenance related activities to the existing Alkylation unit located at 4101 Post Road, Trainer Borough, Delaware County. This plan approval will authorize the construction of the project, and the transfer and use of volatile organic compound (VOC) and nitrogen oxides (NOx) emission reduction credits (ERCs). The project is described in the Applicant's application of November 14, 2010 and subsequent submissions.
Based on the information provided by the Applicant and DEP's own analysis, the project will increase emissions of 1.78 tons VOC per year, and 1.74 tons NOx per year. The required ERCs to offset the contemporaneous emission increases are 34.55 tons VOC and 138.24 tons NOx.
Copies of the application, draft Plan Approval and other documents used in evaluation of the application are available for public inspection during normal business hours at the address shown below.
In order to assure compliance with the applicable standards, DEP will place the following conditions on the plan approval:
25 Pa. Code § 127.208—ERC use and transfer requirements
• The permittee shall use and transfer ERC in accordance with 25 Pa. Code § 127.208.
25 Pa. Code § 127.210—Offset ratios
• The permittee shall provide VOC ERC at a 1.3:1.0 ratio to offset the VOC net emissions increase of 26.58 tons as per 25 Pa. Code §§ 127.203(b)(1)(ii), 127.205(3), and 127.210. The requirement VOC ERC is 34.55 tons.
• The permittee shall provide VOC ERC at a 1.3:1.0 ration to offset the VOC net emission increase of 106.34 tons as per 25 Pa. Code §§ 127.205(3) and 127.210. The required NOx ERC is 138.24 tons.
25 Pa. Code § 127.12b—Plan approval terms and conditions
• The requirements for Source ID 034 in current TVOP No. 23-00003 apply.
• The requirements for Source ID 035 in current TVOP No. 23-00003 apply.
• The requirements for Source ID 106 in current TVOP No. 23-00003 apply.
• The requirements for Source ID 111 in current TVOP No. 23-00003 apply.
• The requirements for Source ID 114 in current TVOP No. 23-00003 apply.

• The Alkylation unit and associated equipment shall be operated in accordance with 40 CFR Part 60, Subpart GGGa—Standards of Performance for Equipment Leaks of VOC in Petroleum Refineries for Which Construction, Reconstruction, or Modification Commenced After November 7, 2006.
• The Alky unit and associated equipment are subject to the leak detection and repair (LDAR) requirements applicable to fugitive sources at petroleum refineries, specified in 25 Pa. Code § 129.58. Certain of these components may also be subject to federal LDAR requirements established under 40 CFR 60, Subpart VVa (through Subpart GGGa), or 40 CFR 63, Subpart CC, as appropriate. In accordance with an alternative monitoring plan submitted by the permittee, and approved by the Department, a source that is subject to both the provisions of 25 Pa. Code § 129.58 and either federal LDAR requirement, satisfies the requirements of 25 Pa. Code § 129.58 by complying with the provisions of the applicable federal LDAR standard. Therefore, each component at the facility that is subject to an LDAR requirement under state or federal regulations complies with applicable LDAR standards by implementing an LDAR program consistent with the single designated regulatory program. The fugitive monitoring plan developed and maintained on-site by the permittee identifies which portions of each unit are subject to fugitive Sources IDs #114, 128, or 215. This section of the permit identifies applicable standards for Source ID #114, which satisfies LDAR obligations through compliance with the provisions of 25 Pa. Code § 129.58.
• Prior to the issuance of the Operating Permit, the permittee shall provide to the Department a list of the equipment that is subject to the NSPS Subpart GGGa, the applicable requirements for the equipment, and the methods of complying the requirements.

28-05002C: Letterkenny Army Depot—US Department of Defense (One Overcash Avenue, Chambersburg, PA 17201) for construction of two coating booths for miscellaneous metal coating operations at their facility in Greene / Letterkenny Townships, Franklin County.
In accordance with 25 Pa. Code §§ 127.44(a) and 127.45(a), the Department of Environmental Protection (DEP) has received and intends to issue a Plan Approval to the abovementioned company for the abovementioned project. This plan approval may be incorporated into the company's facility-wide permit via an administrative amendment at a later date.
28-05002C is for the construction of two coating booths in building 57 at the Letterkenny Army Depot Greene / Letterkenny Townships facility. The company shall be subject to and comply with the requirements of Best Available Technology (BAT) in accordance with 25 Pa. Code §§ 127.1 and 127.12(a)(5). Best available technology (BAT) for this source type is a limit on pounds of VOCs per gallon of coating solids. A limit of 4.52 lbs. VOCs/gallon coating solids is required for general coatings, and a limit of 6.67 lbs. VOCs/gallon coating solids is required for specialized coatings, which is more clearly specified in EPA Control Techniques Guidelines for Miscellaneous Metal and Plastic Parts Coatings. The company shall be subject to and comply with 25 Pa Code § 129.52 Surface Coating Processes and 25 Pa. Code § 129.51 Sources of VOCs. Particulate emissions will be controlled by dry panel filters. The Plan Approval and Operating permit will contain additional recordkeeping and operating restrictions designed to keep the facility operating within all applicable air quality requirements. The potential air emissions from the proposed project are less than 16 TPY VOCs and 1 TPY HAPs.

21-03055B: Fry Communications, Inc. (800 West Church Road, Mechanicsburg, PA 17055) for the installation of a web offset printing press with afterburner emissions control system at the Building 4 facility in Silver Spring Township, Cumberland County.
In accordance with 25 Pa. Plan Approval 21-03055B authorizes the installation of the Source ID 106 printing press with integral afterburner for volatile organic compound (VOC) emissions control. The plant's potential VOC emissions will increase by an estimated 3 tons per year total for the new press and support activities. The Plan Approval and Operating permit will contain emission limits, along with monitoring, recordkeeping and reporting requirements to ensure the plant complies with the applicable air quality requirements.

08-399-019E: Global Tungsten & Powders, Corp. (Hawes Street, Towanda, PA 18848-0504), for the proposed construction of and operation of one new process reactor tank (CR-6) for digesting tungsten carbide scrap metal with hydrochloric acid at the North Towanda Township, Bradford County facility. This is a state only facility. The facility has taken a synthetic minor restriction to limit the carbon monoxide, nitrogen oxides, and volatile organic compounds emissions below the major thresholds.
The Department's review of the information contained in the application submitted by GTP indicates that the hydrochloric acid emissions from the tanks controlled by the proposed Bionomics scrubber and the existing sources will comply with applicable air quality requirements pertaining to air contamination sources and the emission of air contaminants, including the best available technology requirement (BAT) of 25 Pa. Code §§ 127.1 and 127.12. Based on this finding, the Department proposes to issue a plan approval for the proposed construction.
The emissions from the proposed new source combined with existing sources will not exceed 0.2 tons of hydrochloric acid per year. The following is a summary of the types of conditions the Department intends to place in the plan approval to ensure compliance with applicable regulatory requirements including the best available technology requirements of 25 Pa. Code §§ 127.1 and 127.12.
Work practice requirements to install and operate the sources and control device in accordance with manufacturer's recommendations and good air pollution control practices.
Monitoring and Recordkeeping conditions to verify compliance with the applicable requirements and good air pollution control practices.

63-00936E: MarkWest Liberty Midstream and Resources, LLC (1515 Arapahoe Street Tower 2, Suite 700, Denver, CO 80202-2126) Notice is hereby given in accordance with 25 PA Code §§ 127.44—127.46 that the Department of Environmental Protection (DEP) intends to issue Air Quality Plan Approval: PA-63-00936E to allow the installation and initial temporary operation of a rail load-out facility for the transfer of up to 402 million gallons of natural gas liquids produced at the Houston Gas Plant located in Chartiers Township, Washington County.
Potential emit from the rail load-out facility is estimated to be 4.53 tons of nitrogen oxides (NOx), 24.63 tons of carbon monoxide (CO), and 9.85 tons of volatile organic compounds (VOC) per year. Best available technology (BAT) for the proposed sources is the load-out of natural gas liquids into railcars under positive pressure or under normal pressure conditions with control by a vapor collection unit and enclosed flare. Minimization of natural gas liquids loss during loading hose disconnects and equipment inspection for the presence of leaks is also required. The authorization is subject to State regulations including 25 Pa. Code § 129.57. The reporting of greenhouse gas emissions in the form of CO2 equivalent and on a mass basis has also been included in this Plan Approval. Plan Approval has been conditioned to ensure compliance with all applicable rules. This includes testing, work practice, monitoring, recordkeeping, and reporting conditions. Once compliance with the Plan Approval is demonstrated, the applicant will subsequently apply for or amend a Title V Operating Permit in accordance with 25 Pa. Code Chapter 127, Subchapter F.

AMS 11032: Southeastern Pennsylvania Transportation Authority—Overbrook Maintenance Facility, (5320 West Jefferson Street, Philadelphia, PA 19131) for installation of the following: sixteen (16) space heaters, each rated at 0.8. MMBtu/hr or less and firing natural gas; one (1) 0.56 MMBtu/hr pressure washer firing natural gas; and two (2) parts washer/degreasers in the City of Philadelphia, Philadelphia County. After the installation, there will be a potential emission increase of the following pollutants: 3.4 tpy of NOx; 0.4 tpy of VOC, and 2.9 tpy of CO. 46-00001: JBS Souderton Inc. (741 Souder Road, Souderton, PA 18964) for renewal of the Title V Operating Permit in Franconia Township, Montgomery County. The current permit will expire on November 28, 2011. The facility is a meat-packing and rendering plant, which emits major levels of Nitrogen Oxides (NOx) from the boilers on site. Source ID 112 Parts Washers has been moved from Section A (Site Inventory) and Section D (Source Level) to Section G (Miscellaneous) of permit because the facility has replaced the solvent-based product with an aqueous-based washer solution in the parts washers. The following on-going projects at the facility are exempt from plan approval but have been added to the operating permit as follows: (a) Source ID 302 Anaerobic Lagoon Project RFD No. 711 and Control Device Source ID CD13 Gas Flare Project RFD No. 757, (b) Source ID 113 Exempt Emergency Generators RFD No. 839. The renewal contains all applicable requirements including monitoring, recordkeeping and reporting. The sources at this facility are not subject to Compliance Assurance Monitoring (CAM) pursuant to 40 CFR Part 64 because the existing control devices are not used to reduce emissions for which the facility is major (NOx).

In accordance with 25 Pa. Code §§ 127.424 and 127.425 the Department of Environmental Protection (DEP) has received an application and intends to issue an Air Quality Operating Permit for the abovementioned facility. This is a renewal of their Title V Operating permit issued in November 2006. Included in the permit renewal is the incorporation of emission reduction credits (ERCs) to be entered into Pennsylvania's ERC registry for the shutdown of kilns No. 1 & 2. The facility will be granted ERCs in the amount of 161.05 tons per year (tpy) for nitrogen oxides (NOx), 238.94 tpy of carbon monoxide (CO), 149.48 tpy of sulfur oxides (SOx), 10.57 tpy of particulate matter (PM-10), 3.12 tpy of particulate matter (PM2.5), and 0.46 tpy of volatile organic compounds (VOCs). The facility is subject to 40 CFR Part 63, Subpart AAAAA—National Emission Standards for Hazardous Air Pollutants for Lime Manufacturing Plants. The subject facility has actual emissions of approximately 157.1 tons of CO, 329.9 tons of NOx, 29.3 tons of PM10, 167.2 tons of SOx, and 1.0 ton of VOCs. The Operating Permit will include emission limits and work practice standards along with monitoring, recordkeeping, and reporting requirements to ensure the facility complies with the applicable air quality regulations.

Among other items, the conditions include provisions derived from 40 CFR 60 Subpart JJJ—Standards of Performance for Petroleum Dry Cleaners.

In accordance with 25 Pa. Code §§ 127.424 and 127.425 the Department of Environmental Protection (DEP) has received an application and intends to issue an Air Quality Operating Permit for the abovementioned facility.
The subject facility has actual emissions of 18.6 tpy of CO, 1.2 tpy of NOx, 0.2 tpy of SOx, 0.4 tpy of VOC and 1.3 tpy of PM-10. MINING ACTIVITY NPDES DRAFT PERMITS This notice provides information about applications for a new, amended or renewed NPDES permits associated with mining activity (coal or noncoal) permits. The applications concern industrial waste (mining) discharges to surface water and discharges of stormwater associated with mining activities. This notice is provided in accordance with 25 Pa. Code Chapters 91 and 92a and 40 CFR Part 122, implementing provisions of The Clean Streams Law (35 P. S. §§ 691.1—691.1001) and the Federal Clean Water Act(33 U.S.C.A. §§ 1251—1376).
The Department of Environmental Protection (Department) has prepared a draft NPDES permit and made a tentative determination to issue the NPDES permit in conjunction with the associated mining activity permit.
Effluent Limits for Coal Mining Activities
For coal mining activities, NPDES permits, when issued, will contain effluent limits that are the more stringent of technology-based (BAT) effluent limitations or Water Quality Based Effluent Limits (WQBEL).
The BAT limits for coal mining activities, as provided in 40 CFR Part 434 and 25 Pa. Code Chapters 87—90 are as follows:

In addition, the Department imposes a technology-based aluminum limit of 2.0 mg/l (30 day average) to protect stream uses.
A settleable solids instantaneous maximum limit of 0.5 ml/l applies to: surface runoff (resulting from a precipitation event of less than or equal to a 10-year 24-hour event) from active mining areas; active areas disturbed by coal refuse disposal activities; mined areas backfilled and revegetated; and all other discharges and drainage (resulting from a precipitation event of greater than 1-year 24-hour to less than or equal to a 10-year 24-hour event) from coal refuse disposal piles. Similarly, modified BAT limits apply to iron, manganese and suspended solids in surface runoff, discharges and drainage resulting from these precipitation events and those of greater magnitude in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.
Exceptions to BAT effluent limits may be applicable in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.
Effluent Limits for Noncoal Mining Activities
The BAT limits for noncoal mining activities as provided in 40 CFR Part 436 and 25 Pa. Code Chapter 77 are as follows:

Discharges from noncoal mines located in some geologic settings (for example, in the coal fields) may require additional water quality based effluent limits. If additional effluent limits are needed for an NPDES permit associated with a noncoal mining permit, then the permit description specifies the parameters.
In addition to BAT or WQBEL limits, coal and noncoal NPDES permits establish effluent limitations in the form of implemented Best Management Practices (BMPs) identified in the associated Erosion and Sedimentation Plan, the Reclamation Plan and the NPDES permit application. These BMPs restrict the rates and quantities of associated pollutants from being discharged into surface waters in this Commonwealth.
More restrictive effluent limitations, restrictions on discharge volume or restrictions on the extent of mining that may occur are incorporated into an NPDES permit when necessary for compliance with water quality standards and antidegradation requirements (in accordance with 25 Pa. Code Chapters 91—96).
The procedures for determining the final effluent limits, using a mass-balance equation or model, are found in Technical Guidance Document 362-0600-001, NPDES Program Implementation—Memorandum of Understanding (MOU) Concerning Water Quality Management, NPDES Program Implementation, and Related Matters. Other specific factors to be considered include public comments and Total Maximum Daily Load(s). Additional discharge limitations may apply in the event that unexpected discharges occur.
Discharge rates for surface mining activities are precipitation driven. Discharge rates for proposed discharges associated with underground mining are noted in the permit description.
Persons wishing to comment on an NPDES draft permit should submit a written statement to the Department at the address of the district mining office indicated before each draft permit within 30 days of this public notice. Comments received within the comment period will be considered in the final determinations regarding the NPDES permit applications. Applicant proposes to remove an existing 10" natural gas transmission line, to repair and maintain an existing 20" natural gas transmission line by excavating the line, recoating it, cutting back the banks to reduce the slope and installing articulating concrete revetment mat across the line, and to cover a 24" existing natural gas transmission line with articulating concrete mats that is not currently exposed but is of concern, in the North Branch of Jennings Run (CWF MF). This section of North Branch Jennings Run is listed as a naturally reproducing (wild) trout stream by the Pennsylvania Fish and Boat Commission. A temporary access road is included with the project. EROSION AND SEDIMENT CONTROL PERMITS The following parties have applied for Erosion and Sediment Control Permits for earth disturbance activities associated with either road maintenance or timber harvesting operations.
Unless otherwise indicated, on the basis of preliminary review and application of lawful standards and regulations, the Department proposes to issue a permit to discharge, subject to certain limitations in the permit conditions. These proposed determinations are tentative. Limitations are provided as erosion and sediment control best management practices which restrict the rate and quantity of sediment discharged.
A person wishing to comment on a proposed permit are invited to submit a statement to the appropriate Department regional office listed before the application within 30 days of this public notice. Comments reviewed within this 30-day period will be considered in the formulation of the final determinations regarding this application. Responses should include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and relevant facts upon which it is based. A public hearing may be held after consideration of comments received by the appropriate Department regional office during the 30-day public comment period.
Following the 30-day comment period, the appropriate regional office water management program manager will make a final determination regarding the proposed permit. Notice of this determination will be published in the Pennsylvania Bulletin at which time this determination may be appealed to the Environmental Hearing Board (Board).
