AIR QUALITY
PLAN APPROVAL AND OPERATING PERMIT APPLICATIONS The Department has developed an ''integrated'' plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for the Department, the regulated community and the general public. This approach allows the owner or operator of a facility to submit permitting documents relevant to its application for all sources related to a facility or a proposed project, affords an opportunity for public input, and provides for a decision on the issuance of the necessary permits.
The Department received applications for Plan Approvals or Operating Permits from the following facilities.
Copies of the application, the Department's analysis, all pertinent documents used in the evaluation of the application and subsequently prepared proposed plan approvals/operating permits are available for public review during normal business hours at the appropriate Department Regional Office. Appointments for scheduling a review must be made by calling the appropriate Department Regional Office. The address and phone number of the Regional Office is listed before the application notices.
Persons wishing to file a written protest or provide comments or additional information, which they believe should be considered prior to the issuance of a permit, may submit the information to the Department's Regional Office. A 30-day comment period from the date of this publication will exist for the submission of comments, protests and information. Each submission must contain the name, address and telephone number of the person submitting the comments, identification of the proposed Plan Approval/Operating Permit including the permit number and a concise statement regarding the relevancy of the information or objections to issuance of the permit.
A person wishing to request a hearing may do so during the 30-day comment period. A public hearing may be held, if the Department, in its discretion, decides that a hearing is warranted based on the information received. Persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper, the Pennsylvania Bulletin or by telephone, when the Department determines this type of notification is sufficient. Requests for a public hearing and any relevant information should be directed to the appropriate Department Regional Office.
Permits issued to the owners or operators of sources subject to 25 Pa. Code Chapter 127, Subchapter D or E, or located within a Title V facility or subject to 25 Pa. Code § 129.51(a) or permits issued for sources with limitations on their potential to emit used to avoid otherwise applicable Federal requirements may be submitted to the United States Environmental Protection Agency for review and approval as a revision to the State Implementation Plan. Final Plan Approvals and Operating Permits will contain terms and conditions to ensure that the sources are constructed and operating in compliance with applicable requirements in the Air Pollution Control Act (35 P.S. §§ 4001—4015), 25 Pa. Code Chapters 121—145, the Federal Clean Air Act (42 U.S.C.A. §§ 7401—7671q) and regulations adopted under the Federal Clean Air Act.

23-0119F: Sunoco Partners Marketing & Terminals, L.P. (SPMT) (2nd and Green Streets, Marcus Hook, PA 19061-0426) to increase the VOC emission limits for five (5) previously permitted internal floating roof storage tanks and the removal of two (2) internal floating roof storage tanks at an existing Title V facility in Marcus Hook Borough, Delaware County. The project does not trigger applicability toward the Federal PSD program or PADEP's NSR regulation. VOC emissions from this project will be fugitive and the potential emissions increase will be limited as follows: Source 132—7.25 tons; Source 188—6.75 tons; Source 190—5.40; Source 192—6.05 tons; and Source 221—1.47 ton, for a total VOC emission increase of 19.33 tons. The plan approval will include monitoring, recordkeeping and reporting requirements designed to keep the facility operating within all applicable air quality requirements.
46-0026H: Global Packaging, Inc., (209 Brower Avenue, Oaks, PA 19456) for the installation of a heat set lithographic press at their existing facility in Upper Providence Township, Montgomery County. The Volatile Organic (VOC) emission limit for the press will be set at not to exceed 3.40 tons per year. The facility will still remain a synthetic minor, aggregate VOC emissions are still capped at 24.90 tons per year. The Plan Approval will contain testing, monitoring and recordkeeping requirements, and work practice standards designed to keep the sources and facility operating within all applicable air quality requirements.
46-0198P: Blommer Chocolate Company (1101 Blommer Drive, East Greenville, PA 18041) for an upgrade to the bean cleaning process at its East Greenville plant located in Upper Hanover Township, Montgomery County. The facility is a Title V facility. Blommer is adding equipment to expand the separation capability of unwanted materials from the useful raw materials as well as replacing outdated equipment. The upgrade includes the addition of a new baghouse while maintaining the existing baghouse for particulate matter control. Both baghouses are limited to 0.02 grain per dry standard cubic foot of particulate matter in the outlet flow, which is accepted as Best Available Technology. Both baghouses are estimated to achieve 99.9% control efficiency. The grain loading will be confirmed through stack testing.
The proposed upgraded process is subject to only Commonwealth regulations. The Plan Approval will include monitoring, recordkeeping and work practice conditions to assure optimum operation of the baghouses and compliance with emissions limits.

08-00008A: Guthrie Robert Packer Hospital (1 Guthrie Square, Sayre, PA 18840) for the construction of a new 2,826 brake-horsepower combined power and heat natural gas fired reciprocating engine (designated as Source ID P135) controlled by an oxidation catalyst and an 8.4 MMBTU/hr waste heat recovery boiler at the facility located in Sayre Borough, Bradford County. The review of the information submitted by Guthrie Robert Packer Hospital indicates that the air contamination sources to be constructed will comply with all regulatory requirements pertaining to air contamination sources and the emission of air contaminants including 40 CFR Part 60 JJJJ, 40 CFR Part 63 Subparts ZZZZ and JJJJJJ, and the best available technology requirement (BAT) of 25 Pa. Code §§ 127.1 and 127.12. Based on this finding, the Department proposes to issue a plan approval for the proposed construction.
The emissions from reciprocating engine will not exceed the following limits: 0.5 g/bhp-hr and 13.64 TPY NOx, 0.10 g/bhp-hr and 2.73 TPY VOC, 0.07 g/bhp-hr and 1.91 TPY CO and 0.03 g/bhp-hr and 0.82 TPY formaldehyde.
In addition to the emission limitations, the following is a brief description of the types of conditions the Department intends to place in the plan approval in order to ensure compliance with all applicable air quality regulatory requirements. The reciprocating engine shall only be fired on natural gas. The reciprocating engine shall be stack tested within 120 days of operation in order to verify compliance with the NOx, CO, VOC and formaldehyde emission limitations. The permittee shall continuously monitor the inlet gas temperature and the pressure drop across the catalyst. The facility is a State Only facility. If the Department determines that the sources are constructed and operated in compliance with the plan approval conditions and the specification of the application for Plan Approval 08-00008A, the requirements established in the plan approval will be incorporated into State Only Operating Permit 08-00008 pursuant to the administrative amendment provisions of 25 Pa. Code § 127.450. All pertinent documents used in the evaluation of the application are available for public review during normal business hours at the Department's Northcentral Regional office, 208 West Third Street, Suite 101, Williamsport, PA 17701. OPERATING PERMITS

56-00119: West Salisbury Foundry & Machine Co., Inc. (700 Tub Mill Run Road, West Salisbury, PA 15558) In accordance with 25 Pa. Code §§ 127.424 and 127.425, notice is hereby given that the Pennsylvania Department of Environmental Protection (DEP) intends to issue an Air Quality State Only Operating Permit (SOOP) renewal to West Salisbury Foundry & Machine to authorize the operation of a traditional iron job-shop foundry producing iron castings for general industry. The facility is located in Elk Lick Township, Somerset County.
Operations at this facility include melting, molding, mixing and preparing sand for molds, refining, casting iron as well as cleaning and grinding the casting The emission sources at this facility are a small coal fired boiler; pouring/casting operations; large shot blast machine; electric induction furnaces; casting finishing and several dust collectors. The estimated emissions from this facility are 0.275 ton/yr of oxides of nitrogen (NOx), 2.505 tons/yr of oxides of sulfur (SOx), 1.346 ton/yr of volatile organic compound (VOCs) and 7.434 tons/yr of particulate material (PM10) The proposed SOOP contains emission restriction, testing, monitoring, recordkeeping, reporting and work practice standards derived from the applicable requirements of 25 Pa. Code Chapters 121—145.
A person may oppose the proposed State Only Operating Permit by filing a written protest with the Department through Noor Nahar via mail to Pennsylvania Department of Environmental Protection, 400 Waterfront Drive, Pittsburgh, PA 15222. Each protest or set of written comments must contain the name, address and telephone number of the person submitting the comments, identification of the proposed State Only Operating Permit (56-00119) and a concise statement of the objections to the Operating Permit issuance and the relevant facts upon which the objections are based.

The permit is for a non-Title V (State only) facility. The major source of air emissions are two (2) natural gas-fired boilers, nine (9) non-heatset web offset lithographic printing presses, sixteen (16) miscellaneous heaters, one (1) diesel fire pump and one (1) diesel emergency generator. No new sources have been installed and no new regulations have become applicable since the last time this permit was issued. The permit will include monitoring, recordkeeping and reporting requirements designed to keep the facility operating within all applicable air quality requirements.

54-00062: World Resources Co. (170 Walnut Lane, Pottsville, PA 17901-8559) The Department intends to issue a State-Only Operating Permit renewal for operation of a secondary nonferrous metals manufacturing operation in Norwegian Township, Schuylkill County. The sources include a hydrometallurgical extraction process, a thermal concentrating unit, and an apv fluid bed processor. The hydrometallurgical extraction process emissions are controlled by a wet scrubber, and the thermal concentrating unit and fluid bed processor are controlled by venturi scrubbers and a dual packed tower scrubber. The proposed operating permit includes emission limits, work practice standards, testing, monitoring, recordkeeping and reporting requirements designed to keep the facility operating within applicable air quality requirements.

59-00021: Phoenix Resources, Inc. (782 Antrim Rd., Wellsboro, PA 16901) to issue a renewal State Only Operating Permit for the Phoenix Resources Landfill located in Duncan Township, Tioga County. The facility is currently operating under State Only Operating Permit 59-00021. The facility's main sources include an approximate 66.4 acre residual waste disposal area and associated roadways. The facility has potential emissions of 0.74 TPY of CO; 2.79 TPY of NOx; 0.45 TPY of SOx; 38.34 TPY of PM/PM10; 3.03 TPY of VOCs; 1.39 TPY HAPs; 27,590 TPY GHGs. The emission limits and work practice standards along with testing, monitoring, record keeping and reporting requirements have been included in the operating permit to ensure the facility complies with all applicable Federal and State air quality regulations. These operating permit conditions have been derived from the applicable requirements of Title 25 Pa. Code Chapters 121—145. The emitting source is a human crematory. The emissions from the facility are less than the Title V threshold limits. Thus, the facility is Natural Minor. The facility provided the following potential emissions in the permit application: Particulate Matter (PM): 1.02 ton per year (TPY); PM less than ten microns (PM-10) 1.02 TPY; Oxides of Sulfur (SOx) 0.47 TPY; Carbon Monoxide (CO) 0.64 TPY; Oxides of Nitrogen (NOx) 0.778 TPY; and, Volatile Organic Compound (VOC) 0.653 TPY.
37-00300: North American Forgemasters (710 Moravia St., New Castle, PA 16101) to issue a renewal State Only Operating Permit for the facility located in New Castle, Lawrence County. The facility is a Natural Minor. The primary sources at the facility are 6 forge furnaces, 2 slow cooling furnaces, 2 press forge furnaces, a temper furnace, hand scarfing, an emergency generator and an immersion degreaser. The emergency generator is subject to 40 CFR 60 Subpart IIII—Standards of Performance for Stationary Compression Ignition Internal Combustion Engines. The conditions of Plan Approval 37-300B were incorporated into this permit. The renewal permit contains emission restrictions, recordkeeping, and work practice requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.

The company has applied to operate the cremator without interlock system & opening of the chamber before it cools to 1,500°F as required by existing operating permit. The company will operate the sources and maintain the system in accordance with the good engineering practices to assure proper operation of the system. COAL AND NONCOAL MINING ACTIVITY APPLICATIONS Applications under the Surface Mining Conservation and Reclamation Act (52 P.S. §§ 1396.1—1396.19a); the Noncoal Surface Mining Conservation and Reclamation Act (52 P.S. §§ 3301—3326); The Clean Streams Law (35 P.S. §§ 691.1—691.1001); the Coal Refuse Disposal Control Act (52 P.S. §§ 30.51—30.66); and The Bituminous Mine Subsidence and Land Conservation Act (52 P.S. §§ 1406.1—1406.20a). Written comments or objections, or requests for an informal conference, or a public hearing, as applicable, on a mining permit application and request for Section 401 water quality certification application may be submitted by any person or any officer or head of any Federal, state or local government agency or authority to the Department at the address of the district mining office indicated before each application within 30 days of this publication, or within 30 days after the last publication of the applicant's newspaper advertisement as provided by 25 Pa. Code §§ 77.121—77.123 and 86.31—86.34.
Written comments or objections regarding a mining permit application should contain the name, address and telephone number of persons submitting comments or objections, application number and a statement of sufficient detail to inform the Department on the basis of comment or objection and relevant facts upon which it is based.
A request for an informal conference or a public hearing, as applicable, on a mining permit application, as provided by 25 Pa. Code § 77.123 or § 86.34, must contain the name, address and telephone number of the requestor; the application number; a brief summary of the issues to be raised by the requestor at the conference; and a statement whether the requestor desires to have the conference conducted in the locality of the proposed mining activities.
When an NPDES number is listed, the mining activity permit application was accompanied by an application for an individual NPDES permit. A separate notice will be provided after the draft NPDES permit is prepared.

MINING ACTIVITY NPDES DRAFT PERMITS This notice provides information about applications for a new, amended or renewed NPDES permits associated with mining activity (coal or noncoal) permits. The applications concern industrial waste (mining) discharges to surface water and discharges of stormwater associated with mining activities. This notice is provided in accordance with 25 Pa. Code Chapters 91 and 92a and 40 CFR Part 122, implementing provisions of The Clean Streams Law (35 P. S. §§ 691.1—691.1001) and the Federal Clean Water Act (33 U.S.C.A. §§ 1251—1376).
The Department of Environmental Protection (Department) has prepared a draft NPDES permit and made a tentative determination to issue the NPDES permit in conjunction with the associated mining activity permit.
Effluent Limits for Coal Mining Activities
For coal mining activities, NPDES permits, when issued, will contain effluent limits that are the more stringent of technology-based (BAT) effluent limitations or Water Quality Based Effluent Limits (WQBEL).
The BAT limits for coal mining activities, as provided in 40 CFR Part 434 and 25 Pa. Code Chapters 87—90 are as follows:

Similarly, modified BAT limits apply to iron, manganese and suspended solids in surface runoff, discharges and drainage resulting from these precipitation events and those of greater magnitude in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.
Exceptions to BAT effluent limits may be applicable in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.
Effluent Limits for Noncoal Mining Activities
The limits for noncoal mining activities as provided in 25 Pa. Code Chapter 77 are pH 6 to 9 and other parameters the Department may require.
Discharges from noncoal mines located in some geologic settings (for example, in the coal fields) may require additional water quality based effluent limits. If additional effluent limits are needed for an NPDES permit associated with a noncoal mining permit, then the permit description specifies the parameters.
In addition to BAT or WQBEL limits, coal and noncoal NPDES permits establish effluent limitations in the form of implemented Best Management Practices (BMPs) identified in the associated Erosion and Sedimentation Plan, the Reclamation Plan and the NPDES permit application. These BMPs restrict the rates and quantities of associated pollutants from being discharged into surface waters in this Commonwealth.
More restrictive effluent limitations, restrictions on discharge volume or restrictions on the extent of mining that may occur are incorporated into an NPDES permit when necessary for compliance with water quality standards and antidegradation requirements (in accordance with 25 Pa. Code Chapters 91—96).
The procedures for determining the final effluent limits, using a mass-balance equation or model, are found in Technical Guidance Document 563-2112-115, Developing National Pollutant Discharge Elimination System (NPDES) Permits for Mining Activities. Other specific factors to be considered include public comments and Total Maximum Daily Load(s). Additional discharge limitations may apply in the event that unexpected discharges occur.
Discharge rates for surface mining activities are precipitation driven. Discharge rates for proposed discharges associated with underground mining are noted in the permit description.
Persons wishing to comment on an NPDES draft permit should submit a written statement to the Department at the address of the district mining office indicated before each draft permit within 30 days of this public notice. Comments received within the comment period will be considered in the final determinations regarding the NPDES permit applications. Comments must include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and the relevant facts upon which it is based.
The Department will also accept requests or petitions for a public hearing on NPDES permit applications, as provided in 25 Pa. Code § 92a.82(d). The request or petition for a public hearing shall be filed within 30 days of this public notice and contain the name, address, telephone number and the interest of the party filing the request, and state the reasons why a hearing is warranted. A public hearing may be held if the Department considers the public interest significant. If a hearing is scheduled, a notice of the hearing on the NPDES permit application will be published in the Pennsylvania Bulletin and a newspaper of general circulation within the relevant geographical area. When a public hearing is held, the Department will consider comments from the public hearing in the final determination on the NPDES permit application.

In association with constructing a new 2.8 mile section (Section 55C1) of the Pennsylvania Turnpike, beginning at Cecil Reissing Road in Washington County and extending into Allegheny County after crossing over SR 0050, as a component of the overall construction of a new 13.3 mile section (aka The Southern Beltway Project) of the Pennsylvania Turnpike, between U. S. Route 22, and Interstate 79 (a.k.a. The Southern Beltway project). The structures and activities requiring authorization for Section 55C1 in South Fayette Township, Allegheny County (beginning at Canonsburg, PA Quadrangle; starting at Latitude: 40° 20` 50.26" Longitude: -80° 12` 03.04"; and ending at Latitude: 40° 20` 50.26" Longitude: -80° 09` 40.70") will permanently impact a total of approximately 3,160 linear feet (LF) of various watercourses and 0.109 acre of wetland, and temporarily impact a total of approximately 177 LF of various watercourse and 0.036 acre of wetland. Two mitigation projects will compensate for the cumulative total of impacts to watercourses from Section 55C1, as well as for impacts from several future subprojects associated with the overall Southern Beltway Project. Although final plans for future projects are not available, the applicant estimates that the aforementioned future subprojects and the current project will permanently affect a cumulative total of approximately 15,231 LF, and temporarily impact approximately 700 LF, of various watercourses. To compensate for the cumulative total of impacts from the Southern Beltway Project, the stream mitigation plan includes the reconstruction, rehabilitation, and enhancement of approximately 15,672 LF of various tributaries in the Buck Run watershed, in Donegal Township, Washington County (West Middletown, PA Quadrangle; Latitude: 40° 8` 34" Longitude: -80° 25` 10"). As compensation for 6.089 acres of permanent wetland impacts associated with the overall Southern Beltway Project, the applicant will construct approximately 6.98 acres of wetlands, at a site approximately 0.5 mile west of the intersection of S.R. 18, and Joffre Bulger Road, in Smith Township, Washington County (Clinton, PA Quadrangle; Latitude: 40° 23` 16" Longitude: -80° 22` 24").

A portion of the line (7.3 miles) will utilize an existing 100 ft ROW (expanded to 160 ft) while the remaining 8.3 miles will require new ROW. Additionally, 5.2 miles of existing 115 kV transmission line will be removed.
Impacts for the 7.3 mile replacement portion of the project (Bradford, PA Quadrangle N: 41°, 52`, 50.68"; W: 78°, 39`, 33.63" to Cyclone, PA Quadrangle N: 41°, 50`, 35.96"; W: 78°, 32`, 35.57") include:
- Aerial power line crossings of 23 wetlands and 13 streams/floodways including Waltrous Run, East Branch Tunungwant Creek, Railroad Run, Droney Run, Panther Run, and associated tributaries.
- Temporary equipment crossings of 21 wetlands and 11 streams including Waltrous Run, Railroad Run and associated tributaries, Droney Run, Panther Run and associated tributaries, and a tributary to East Branch Tunungwant Creek resulting in temporary impacts to 1.75 acre of wetland and 357 LF of stream.
- Installation of 4 poles in wetlands and 2 in floodways; 6 guy anchors in wetlands and 1 in a floodway.
- Permanent conversion of approximately 1.1 acre of PFO/PSS wetland to PEM in the maintained ROW; 5.3 acres of additional PEM wetland will remain within the ROW.

- Temporary equipment crossings of 32 wetlands and 19 streams including South Branch Cole Creek and associated tributaries resulting in temporary impacts to 1.4 acre of wetland and 479 LF of stream.
Impacts for additional temporary roads required to access the ROW include:
- Temporary equipment crossings of 15 wetlands and 4 streams including tributaries to Potato Creek and tributaries to South Branch Cole Creek.
All temporary crossings will be removed as construction is completed. Enhancement of approximately 4 acres of existing PEM wetland located adjacent to the ROW (Smethport, PA Quadrangle N: 41°, 49`, 52.06"; W: 78°, 25`, 11.74") is proposed as mitigation for the permanent conversion impacts.

The project consists of constructing approximately 1.31 mile of 10" steel natural gas gathering line located in Bridgewater and Jessup Townships, Susquehanna County. The project will result in 605 lineal feet of temporary stream impacts, 41,210 square feet (0.95 acre) of temporary wetland impacts, and 1,406 square feet (0.03 acre) of permanent wetland impacts all for the purpose of providing safe reliable conveyance of Marcellus Shale natural gas to market.

To remove the existing pedestrian bridge crossings and to 1) excavate 4,000 cubic yards of fill in the floodway of a UNT to Codorus Creek (WWF), impacting 1.99 acre, and to place said fill in the floodplain, 2) relocate 825 linear feet of a UNT to Codorus Creek (WWF), and 3) construct and maintain two wooden pedestrian crossings measuring 8.0 feet wide by 80.0 feet long across a UNT to Codorus Creek (WWF) and its floodway, all for the purpose of restoring the floodplain of a UNT to Codorus Creek (WWF). A temporary bypass channel measuring 850 feet long by 35 feet wide will be used to bypass the flow of the channel during construction.
