The main sources of emissions at the facility include two 3,200 bhp stationary reciprocating internal combustion compressor engines, one 668 bhp stationary reciprocating internal combustion engine driving an emergency electric generator, two 25.0 mmbtus/hr heaters, one natural gas dehydration heater unit with two 5.25 mmbtus/hr burners, and one 3.57 mmbtus/hr boiler. All emission sources are natural gas fired.
The emission restrictions and testing, monitoring, recordkeeping, reporting and work practice conditions of the TVOP have been derived from the applicable requirements of 40 CFR Parts 52, 60, 61, 63, and 70, and 25 Pa. Emissions from this facility continue to be well below the major source thresholds. Potential emissions, if the facility were operated 10 hours per day for 300 days per year, are as follows. Particulate Matter (PM) = 25.16 tons/year and PM10 = 8.21 tons/yr.
16-00131: Allegheny Wood Products International, Inc., Marble Hardwood Mill (Highway 208, Marble, PA) on April 1, 2016, the Department re-issued a Synthetic Minor Permit to operate a hardwood kiln drying operation located in Washington Township, Clarion County. The primary operations at this facility are the 25 million Btu wood fired boiler and (8) lumber drying kilns.
This facility has potential Carbon Monoxide (CO) emissions, from the steam boiler, of more than 100 tons per year, but is taking a limit of 99.9 tons per year in order to stay below the major source category.
The Wood-Fired Boiler (Source ID: 031) continues to be subject to the requirements of 40 CFR 63, Subpart JJJJJJ—National Emission Standards for Hazardous Air Pollutants for Industrial, Commercial, and Institutional Boilers Area Sources.
The potential emissions from this facility are as follows. (All values are in tons/year.) PM = 45.66, PM10 = 41.28., PM2.5 = 35.81, SOx = 2.74, NOx = 53.66, CO = 99.90, and VOC = 4.16.
20-00295: Baillie Lumber Company—Titusville Yard (45529 Highway 27, Titusville, PA 16354-5727) on March 30, 2016, issued a renewal State Only Operating Permit for the sawmill located in Oil Creek Township, Crawford County. The facility is a Natural Minor. The primary sources at the facility include a 28.1 mmbtu/hr wood fired boiler controlled by two multiclones, natural gas boilers for backup to the wood fired boiler, miscellaneous woodworking operations controlled by a baghouse, a wood waste transferring system controlled with a baghouse, a metal parts washer, a boiler blow down water evaporation pond, a stenciling operation, a dip tank, and eighteen wood drying kilns. The renewal permit contains emission restrictions, recordkeeping, work practice, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act. The wood fired boiler is subject to 40 CFR 63 Subpart JJJJJJ—NESHAPS for Industrial, Commercial, and Institutional Boilers—Area Source. The facility has indicated the potential emissions for all the sources combined at the facility are: PM—25.56 TPY; PM10—10.51 TPY; PM2.5—6.5 TPY; SOx—3.35 TPY; NOx 68.67 TPY; CO—80.82 TPY; VOC—15.26 TPY; and HAPs—5.58 TPY.

To (1) repair a scour hole along the north bank of Rattling Creek (HQ-CWF, MF) approximately 250 feet upstream of Edward Street bridge by placing R-6 rip rap within the 30-foot by 24-foot void area to a depth between elevation 660 feet and 666 feet to match surrounding grade, (2) remove approximately 500 feet of deposited rock/gravel bar downstream of Edward Street Bridge to a depth of 6 inches above the water surface, (3) remove failed gabion baskets and loose basket fill material along a 460-foot stretch of the south stream bank and channel downstream of Edward Street Bride and stabilize stream bank by placing R-6 rip rap at a slope not to exceed 2H:1V, and (4) remove 350 feet of failed gabion baskets and loose basket fill material along the north stream bank and channel, construct a Redi-Rock wall, and tie the wall into the existing concrete wall on the upstream end and remaining, intact, gabion basket on the downstream end.

3. Remove an existing 25` long bridge conveying a third unnamed tributary to Little Chartiers Creek with a drainage area of 1.65 square mile and restore the streambanks in the location of the bridge as onsite stream mitigation.
4. In addition, place and maintain scour protection in 78` of unnamed tributaries to Little Chartiers Creek (HQ-WWF) with drainage areas less than 100 acres; permanently impact 0.17 acre of PEM and 0.03 acre of PFO wetlands; construct and maintain roadway associated stormwater outfalls; and temporarily impact 112` of stream for the purpose of constructing these encroachments. 7. Extend an existing 226.5` long 12` by 9` box culvert enclosure to 305.3` conveying an eighth unnamed tributary to Little Chartiers Creek (HQ-WWF) with a drainage area of 1.1 square mile. In addition, place and maintain fill in 2,247` of this same unnamed tributary and construct and maintain a replacement 2,075` long relocated channel.

The City of Philadelphia, Air Management Services (AMS) issued a Minor State Only Operating Permit for the following facility:
N15-003: Packaging Coordinators, Inc. (3001 Red Lion Road, Philadelphia, PA 19114), for the operation of a packaging and labeling process facility in the City of Philadelphia, Philadelphia County. The facility's air emission sources include two 8.63 MMBTUs/hr chillers firing natural gas or No. 2 fuel oil, three 1.4 MMBTU/hr boilers firing natural gas, one 4.2 MMBTUs/hr boiler firing natural gas or No. 2 fuel oil, one 563 kWs emergency generator firing diesel fuel, one 340 kWs emergency generator firing diesel fuel, and packaging processes including the Hibistat packaging process, packaging equipment sanitation, and the package labeling and ink tray cleaning process.
The facility wishes to amend the testing time of its emergency generators from 30 minutes per month as of the original installation permits to 30 minutes per week.
