Revised Electronic Voting System Examination Directive

[Saturday, June 30, 2018]The Acting Secretary of the Commonwealth (Acting Secretary) has revised the Directive Concerning the Conduct of Electronic Voting System Examinations by the Commonwealth of Pennsylvania (Directive). The Directive is issued by the Acting Secretary to voting system vendors seeking an electronic voting system examination in this Commonwealth and governs the conduct for all electronic voting system examinations.
The following are the major changes to the Directive:
• The Department of State (Department) will review a voting system, upon successful completion of testing by a Voting System Test Laboratory for conformance to Voluntary Voting System Guidelines 1.0 or higher. This will enable vendors to submit systems for certification while they are in the final phases of the United States Electronic Assistance Commission certification campaign.
• Attachment E is added to the directive. The attachment outlines the security test standard developed as part of continuing efforts to enhance certification testing in this Commonwealth.
In addition to the previously listed changes, minor updates have been made to Attachments B and C to align the content in the Directive and all attachments.
