10-00171: Butler Color Press (119 Bonnie Dr., Butler, PA 16002), in May 17, 2019, the Department issued the renewal of the State-Only Operating Permit of a commercial printing facility located in Summit Township, Butler County. Permitted sources at the facility are two lithographic printing presses, clean-up solvent usage, three parts washers, and space heaters. To be Synthetic Minor, the facility is subject to elective restrictions of 49 TPY VOC, 9.5 TPY any single HAP, and 24.5 TPY total HAPs on a 12-month rolling basis. In this renewal, 25 Pa. Code § 129.67b is incorporated and applies to the lithographic printing presses, clean-up solvent usage, and parts washers. Previously an insignificant activity, the parts washers are reclassified as a permitted source because its cleaning operations are subject to § 129.67b. Other permit changes include the update of source test submittals based on Source Testing Section's latest instructions and the removal of sources no longer operated.
25-00648: NEPA Energy LP (10915 Ackerman Rd, North East, PA 16428). On May 15, 2019, the Department issued the renewal State Only Natural Minor Operating Permit for operation of the facility located in North East Township, Erie County. The facility produces steam for the nearby Welch's facility, located at 139 South Lake St, North East, PA 16428. The facility's primary emission sources include the two 99 MMBtu/hr boilers and a parts cleaner. The potential emissions of the primary pollutants from the facility are as follows: 61.95 TPY (tons per year) NOx, 65.12 TPY CO, 5.14 TPY VOC, 1.65 TPY total HAPs, 1.66 TPY filterable PM-10 and PM-2.5, and 0.52 TPY SOx; thus, the facility is a natural minor. The boilers are subject to 40 CFR 60 Subpart Dc, Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating Units. The renewal permit contains emission restrictions, recordkeeping, work practices, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.

OP-04-00061: Nalco Company North/South Plants (125 Nalco Way, Ellwood City, PA 16117-4129). Per 25 Pa. Code § 127.449(i), this Notice is for the following de minimis emission increase at the Nalco/Ecolab, located in Franklin Township, Beaver County:
Project is to replace an existing acrylic acid 7,500-gallon aboveground storage tank (Tank 215, part of Source 104: North Plant Bulk Storage Tanks) with a new larger storage tank of 15,000-gallon capacity. The existing tank is vented to a carbon canister to minimize odor from tank vent fumes. The proposed tank will be equipped with a water scrubber to mitigate odors. There will be no other operational changes associated with the project.
The estimated VOC emissions from the existing and proposed sources are 0.33 tpy and 0.05 tpy respectively. The annual potential emissions increase of VOCs are less than 1.0 tpy from a single source during the term of the permit and less than 5 tons of VOCs at the facility during the term of the permit, i.e. below the de minimis threshold per 25 Pa. Code § 127.449(d)(5).
This is the first de minimis emission increase which has occurred since their current Operating Permit was issued on May 14, 2019.

FEDERAL WATER POLLUTION CONTROL ACT SECTION 401 The Department has taken the following actions on previously received permit applications, requests for Environmental Assessment approval and requests for Water Quality Certification under section 401 of the Federal Water Pollution Control Act (FWPCA) (33 U.S.C.A. § 1341).
Except as otherwise noted, the Department has granted 401 Water Quality Certification certifying that the construction and operation described will comply with sections 301—303, 306 and 307 of the FWPCA (33 U.S.C.A. §§ 1311—1313, 1316 and 1317) and that the construction will not violate applicable Federal and State water quality standards.

EA00832-002, Dominion Energy Transmission, Inc. (DETI) (Applicant), 707 East Main Street, Richmond, VA 23219. West Loop Project (Project), in Big Beaver and Homewood Boroughs and Chippewa, South Beaver, North Sewickley, and Darlington Townships, Beaver County and North Beaver Township, Lawrence County, ACOE Pittsburgh District. The proposed project starts at the proposed Stitt Gate Site interconnect in Beaver County (Latitude: 40.79362°; Longitude: -80.4118°) and ends at the existing Koppel Junction Site in Beaver County (Latitude: 40.834025°; Longitude: -80.3313°). On December 18, 2018, Applicant filed an application with the Federal Energy Regulatory Commission (FERC) under Section 7 of the Natural Gas Act (15 U.S.C.A. § 717f) seeking a certificate of public convenience and necessity to construct and operate its Project (FERC Docket No. CP19-26-000). The FERC Environmental Assessment for the Project, which is scheduled for issuance May 28, 2019, the Notice of Schedule may be viewed on FERC's website at www.ferc.gov (search eLibrary; Docket Search; CP19-26-000).
On December 19, 2018, Applicant requested a state water quality certification (SWQC) from the Department of Environmental Protection (Department), as required by Section 401 of the Clean Water Act (33 U.S.C.A. § 1341), to ensure that the construction, operation and maintenance of the Project will protect water quality in this Commonwealth consistent with the requirements of State law and the Clean Water Act.
The Project, as proposed, includes an approximately 5.1-mile-long, 36-inch-diameter natural gas pipeline parallel and adjacent to DETI's existing TL-400 Pipeline from the new Stitt Gate site in Beaver County to DETI's existing Koppel Junction site in Beaver County. The Project, as proposed, will require approximately 104 acres of earth disturbance, and impacts to 4,058 linear feet of Clarks Run (WWF), tributaries to Clarks Run (WWF), Stockman Run (WWF), tributaries to Stockman Run (WWF), and tributaries to North Fork Little Beaver Creek (HQ—CWF), 1.867 acre of floodway, 0.406 acre of temporary PEM, PSS, and PFO wetland impacts, and 2.122 acres of PEM, PSS, and PFO wetland permanent impacts. No permanent fill is proposed in any wetlands.
The Department, by this notice, is proposing to issue a SWQC to Dominion Energy Transmission, Inc. for the West Loop Project. The Department is proposing to certify that construction, operation and maintenance the West Loop Project complies with the applicable provisions of sections 301—303, 306 and 307 of the Federal Clean Water Act (33 U.S.C.A. §§ 1311—1313, 1316 and 1317). The Department is proposing to further certify that the construction, operation and maintenance of the West Loop Project complies with Commonwealth water quality standards and that the construction, operation and maintenance of the projects does not violate applicable Commonwealth water quality standards provided that the construction, operation and maintenance of the project complies with the following Department water quality permitting programs, criteria and conditions established pursuant to Commonwealth law:
1. Discharge Permit—Applicant shall obtain and comply with a National Pollutant Discharge Elimination System (NPDES) permit(s) for the discharge of water from the hydrostatic testing of the pipeline associated with the Project pursuant to Pennsylvania's Clean Streams Law (35 P.S. §§ 691.1—691.1001), 25 Pa. Code Chapter 92a (relating to NPDES permitting, monitoring and compliance), and all other applicable regulations.
2. Erosion and Sediment Control Permit—Applicant shall obtain and comply with an Erosion and Sediment Control Permit(s) for earth disturbance associated with the Project issued pursuant to Pennsylvania's Clean Streams Law and Storm Water Management Act (32 P.S. §§ 680.1—680.17), 25 Pa. Code Chapter 102 (relating to erosion and sediment control), and all other applicable regulations.
3. Water Obstruction and Encroachment Permits—Applicant shall obtain and comply with a Water Obstruction and Encroachment Permit(s) for the construction, operation and maintenance of all stream and wetland crossings associated with the Project pursuant to Pennsylvania's Clean Streams Law, Dam Safety and Encroachments Act (32 P.S. §§ 693.1—693.27), and Flood Plain Management Act (32 P.S. §§ 679.101—679.601.), 25 Pa. Code Chapter 105 (relating to dam safety and waterway management), 25 Pa. Code Chapter 106 (relating to floodplain management) and all other applicable regulations.
4. Other Water Quality Requirements—Applicant shall obtain any other permits, authorizations or approvals required to construct, operate, and maintain the Project from any interstate or international agency as required by an interstate compact or international agreement that has established water quality standards applicable to surface waters of this Commonwealth, including wetlands.
5. Water Quality Monitoring—The Department retains the right to specify additional studies or monitoring to ensure that the receiving water quality associated with the Project is not adversely impacted by any operational and construction process that may be employed by Applicant.
6. Operation—Applicant shall properly operate and maintain at all times all Project facilities and systems of treatment and control (and related appurtenances) installed to achieve compliance with the terms and conditions of this SWQC and all required permits, authorizations and approvals. Proper operation and maintenance includes adequate laboratory controls, appropriate quality assurance procedures, and the operation of backup or auxiliary facilities or similar systems installed by Applicant.
7. Inspection—The Project, including all relevant records, are subject to inspection at reasonable hours and intervals by an authorized representative of the Department or the delegated County Conservation District to determine compliance with this SWQC, including all required permits, authorizations or approvals required by this SWQC. The Applicant shall provide a copy of this SWQC to an authorized representative conducting an inspection of the Project.
8. Transfer of Projects—If Applicant intends to transfer any legal or equitable interest in the Project or any portion(s) thereof, the Applicant shall provide a copy of this SWQC and copies of any permits, authorizations or approvals obtained to comply with the SWQC upon the prospective transferee of the legal and equitable interest at least thirty (30) days prior to the contemplated transfer and shall simultaneously inform the appropriate Department office of such intent. Notice to the Department shall include a transfer agreement signed by the existing and new owners containing a specific date for transfer of responsibility, coverage, and liability under the SWQC and any permits, authorizations and approvals obtained to comply with the SWQC. The new owner shall submit to the Department a new application form for the SWQC and any permits, authorizations and approvals required to comply with the SWQC signed by the new owner.
9. Correspondence—All correspondence with and submittals to the Department concerning this SWQC shall be addressed to the Department of Environmental Protection, Regional Permit Coordination Office, Domenic Rocco, PE, Program Manager, 400 Market Street, Harrisburg, PA 17101.
10. Reservation of Rights—The Department may modify, suspend, or revoke this SWQC if (i) the Department becomes aware of new facts about the Project that warrant such action; or (ii) the Department determines that the Applicant has not complied with the terms and conditions of this certification. The Department may require additional measures to achieve compliance with any applicable law or regulation.
11. Other Laws—Nothing in this SWQC shall be construed to preclude the institution of any legal action or to relieve Applicant from any responsibilities, liabilities, or penalties established pursuant to any applicable law or regulation.
12. Severability—The provisions of this SWQC are severable and should any provision of this SWQC be declared invalid or unenforceable, the remainder of this SWQC shall not be affected thereby.
Prior to issuance of the final SWQC, PADEP will consider all relevant and timely comments, suggestions or objections submitted to PADEP within 30 days of this notice. FEDERAL WATER POLLUTION CONTROL ACT, SECTION 401 The following permit applications, requests for Environmental Assessment approval and requests for 401 Water Quality Certification have been received by the Department. Section 401 of the Federal Water Pollution Control Act (FWPCA) (33 U.S.C.A. § 1341) requires the Commonwealth to certify that the involved projects will not violate the sections 301—303, 306 and 307 of the FWPCA (33 U.S.C.A. §§ 1311—1313, 1316 and 1317) as well as relevant State requirements. Persons objecting to approval of a request for certification under section 401 of the FWPCA, the issuance of a Dam Permit or Water Obstruction and Encroachment Permit or the approval of an Environmental Assessment shall submit comments, suggestions or objections within 30 days of the date of this notice as well as any questions to the office noted before an application. Comments should contain the name, address and telephone number of the person commenting, identification of the certification request to which the comments or objections are addressed and a concise statement of comments, objections or suggestions including the relevant facts upon which they are based.
The Department may conduct a fact-finding hearing or an informal conference in response to comments if deemed necessary. Each individual will be notified, in writing, of the time and place of a scheduled hearing or conference concerning the certification request to which the comment, objection or suggestion relates. Maps, drawings and other data pertinent to the certification request are available for inspection between 8 a.m. and 4 p.m. on working days at the office noted before the application.

Applicant: Dominion Energy Transmission, Inc., 707 East Main Street, Richmond, VA 23219, West Loop Project.
The applicant is proposing the installation and maintenance of an approximately 5.1-mile-long, 36-inch diameter pipeline and appurtenant facilities in various municipalities within Beaver and Lawrence County as part of the West Loop Project. The project consists of one Chapter 105 Water Obstruction and Encroachment Permits and one Chapter 102 Erosion and Sediment Control Permit. Below is the Chapter 105 permit application being reviewed by the Department.
E04832-001. The Beaver County portion of the project is located in Big Beaver and Homewood Boroughs and Chippewa, South Beaver, North Sewickley, and Darlington Townships, U.S. Army Corps of Engineers, Pittsburgh District. The proposed project starts at the proposed Stitt Gate Site interconnect in Beaver County (Latitude: 40.79362°; Longitude: -80.4118°) and ends at the existing Koppel Junction Site in Beaver County (Latitude: 40.834025°; Longitude: -80.3313°).
The proposed project impacts in Beaver County include a total of 2,387 linear feet of temporary impacts and 1,671 linear feet of permanent impacts to Clarks Run (WWF), tributaries to Clarks Run (WWF), Stockman Run (WWF), tributaries to Stockman Run (WWF), and tributaries to North Fork Little Beaver Creek (HQ—CWF); 1.867 acre of floodway impacts; 0.406 acre of temporary impacts to PEM, PSS, and PFO wetlands; and 2.122 acres of permanent impacts to PEM, PSS, and PFO wetlands. To compensate for the proposed permanent project impacts in Beaver County, the applicant is proposing 0.7 to 1.3 acre of wetland mitigation enhancement (Permittee-Responsible Mitigation) or mitigation bank credits. No resources will be impacted in North Beaver Township, Lawrence County.
EROSION AND SEDIMENT CONTROL PERMITS The following parties have applied for Erosion and Sediment Control Permits for earth disturbance associated with oil and gas exploration, production, processing, or treatment operations or transmission facilities.
Unless otherwise indicated, on the basis of preliminary review and application of lawful standards and regulations, the Department proposes to issue a permit to discharge, subject to certain limitations in the permit conditions. These proposed determinations are tentative. Limitations are provided as erosion and sediment control best management practices which restrict the rate and quantity of sediment discharged.
A person wishing to comment on a proposed permit are invited to submit a statement to the appropriate Department office listed before the application within 30 days of this public notice. Comments reviewed within this 30-day period will be considered in the formulation of the final determinations regarding this application. Responses should include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and relevant facts upon which it is based. A public hearing may be held after consideration of comments received by the appropriate Department office during the 30-day public comment period.
Following the 30-day comment period, the program manager from the appropriate Department office will make a final determination regarding the proposed permit. Notice of this determination will be published in the Pennsylvania Bulletin at which time this determination may be appealed to United States Court of Appeals for the 3rd Circuit, 21400 U.S. Courthouse, 601 Market Street, Philadelphia, PA 19106-1790.
The application and related documents, including the erosion and sediment control plan for the earth disturbance activity, are on file and may be inspected at the appropriate Department office.

The Department of Environmental Protection (Department) provides notice of receipt of an application for a Chapter 102, Erosion and Sediment Control General Permit for Earth Disturbance Associated with Oil and Gas Exploration, Production, Processing or Treatment Operations or Transmission Facilities. The application is currently under technical review for the West Loop Project.
This authorization is required for earth disturbance activities associated with oil and gas exploration, production, processing or treatment operations or transmission facilities when earth disturbance is five acres or greater. Review of this application is being coordinated among the Department and the associated county conservation districts.
