PERMITS FOR CAFOsThe State Conservation Commission has taken the following actions on previously received applications for nutrient management plans under 3 Pa.C.S. Chapter 5, for agricultural operations that have or anticipate submitting applications for new, amended or renewed NPDES permits or NOIs for coverage under a general permit for CAFOs under 25 Pa. PREAMBLE 2
The following plans and reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P.S. §§ 6026.101—6026.907).
Provisions of Sections 301—308 of the Land Recycling and Environmental Remediation Standards Act (act) (35 P.S. §§ 6026.301—6026.308) require the Department to publish in the Pennsylvania Bulletin a notice of submission of plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling analytical results which demonstrate that remediation has attained the cleanup standard selected. Submission of plans and reports, other than the final report, will also be published in the Pennsylvania Bulletin. These include the remedial investigation report, risk assessment report and cleanup plan for a site-specific standard remediation. A remedial investigation report includes conclusions from the site investigation; concentration of regulated substances in environmental media; benefits of reuse of the property; and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements.

The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

61-00011: Sasol Chemicals (USA) LLC (292 State Route 8, Oil City, PA 16301), on May 21, 2019, the Department issued the renewal of the Title V Operating Permit of a facility that manufactures industrial organic chemicals located in Cornplanter Township, Venango County. Permitted sources at the facility included a gas-fired/oil-fired boiler, furnaces, dryers, distillation columns, process vessels, storage tanks, fire pump engines, and miscellaneous chemical process manufacturing equipment. The facility is Title V because of its potential to emit VOCs. The facility has been subject to Federal and State regulations that include 40 CFR 60 Subpart VV, 40 CFR 63 Subparts ZZZZ and JJJJJJ, Compliance Assurance Monitoring (40 CFR Part 64), and RACT I (25 Pa. Code §§ 129.91—129.95). In this renewal, permit changes for the gas-fired/oil-fired boiler include addition of 25 Pa. Code § 123.22's provisions for fuel oil, addition of operating hour restriction to ensure gas-fired boiler status, and update of 40 CFR 63 Subpart JJJJJJ. For the two fire pump engines, permit change is addition of operating hour restrictions to demonstrate compliance with existing NOx limits. The RACT II alternative requirements (Case-by-Case) for the two distillation columns and dryers will be reviewed separate from this renewal. Pursuant to § 129.96(a) and (c), none of the sources are subject to RACT II presumptive requirements.

On May 21, 2019, the Department issued the renewal State Only Natural Minor Operating Permit for operation of the hard chrome plating facility located in the City of New Castle, Lawrence County. The facility's primary emission sources include miscellaneous natural gas combustion, natural gas-fired space heaters, four (4) chrome plating tanks, and miscellaneous VOC sources. The potential emissions of the primary pollutants from the facility are as follows: 2.194 TPY (tons per year) NOx, 0.974 TPY CO, 0.324 TPY VOC, 0.112 TPY total HAPs, 0.001 TPY Chromium, 0.057 TPY filterable PM-10 and PM-2.5, and 0.013 TPY SOx; thus, the facility is a natural minor. The chrome plating tanks are subject to 40 CFR Part 63 Subpart N, the NESHAP for Chromium Emissions from Hard Chromium Electroplating and Chromium Anodizing Tanks. The renewal permit contains emission restrictions, recordkeeping, work practices, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.
43-00363: Pennex Aluminum Company, (93 Werner Road, Greenville, PA 16125-9499). On May 21, 2019, the Department issued a Natural Minor State-Only Operating Permit to a facility which performs supplies aluminum extrusions from casting billets to extruding custom shapes. This facility is located in Sugar Grove Township, Mercer County. The primary sources at the facility are the holding furnace, two (2) melting furnaces, two (2) homogenizing furnaces, and three (3) billet saws. Site level emission totals have been calculated for all applicable criteria pollutants and are below Title V levels. This facility estimates the following site level totals: PM-10, 11.52 tons per year (tpy), SOx, 0.24 tpy; CO, 33.08 tpy; NOx, 36.05 tpy; VOC, 2.17 tpy and HAPs, 3.0 tpy. The permit contains emission restrictions, along with testing, monitoring, recordkeeping, reporting, work practice and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.

15-00078: Janssen Biotech Inc (200 Great Valley Parkway, Malvern, PA 19355) On May 24, 2019, for a minor modification of SMOP No. 15-00078, for its facility located in East Whiteland Township, Chester County. The minor modification addressed Source ID 107 & 109 (Generators 1 & 2). The Sources are being retrofitted with a diesel oxidation catalyst (DOC) system, so the generators can comply with 40 C.F.R. 63 Subpart ZZZZ in order to be used for Demand Response. The DOC will reduce the CO emissions by 70% or reduce the CO concentration to less than 23 ppmvd at 15% oxygen. The change was approved through RFD # 7592 on March 20, 2019. The modified SMOP includes monitoring, recordkeeping, reporting, and work practice requirements designed to keep the facility operating within all applicable air quality requirements.
