Availability of Rebates through the Pennsylvania Alternative Fuels Incentive Grant Program

 The Department of Environmental Protection (Department) announces the continued availability of grants to Commonwealth residents under Pennsylvania's Alternative Fuel Vehicle (AFV) Rebate Program (Program). The Program, administered by the Department through the Alternative Fuels Incentive Grant (AFIG) Program, provides rebates to Commonwealth residents to assist individuals with the incremental costs of purchasing an AFV.

 To qualify for the rebate, the AFV must be registered in and be operated primarily within this Commonwealth. The rebate will be offered on a first-come, first-served basis in the order in which they are received. Rebate request forms and required documentation must be submitted to the Department no later than 6 months after the vehicle is purchased.

 The program guidelines and application instructions, as well as an up-to-date listing of rebates, are available on the Department's web site at www.dep.pa.gov (select ''Citizens,'' then ''Grants, Loans and Rebates,'' then ''Alternative Fuels Incentive Grant,'' then ''Alternative Fuel Vehicles'').

 All AFV rebates must be submitted through the Department of Community and Economic Development's Electronic Single Application web site, eGrants. Visit the eGrants web site at https://www.esa.dced.state.pa.us to submit an application.

 Beginning on Monday, July 1, 2019, the Department will implement the following changes to the Program:

 • Two rebate levels will be offered:

 o A $1,500 rebate for all battery electric vehicles (BEV) and hydrogen fuel cell vehicles (HFCV).

 o A $1,000 rebate for all plug-in hybrid electric vehicles (PHEV), electric motorcycles, natural gas vehicles and propane vehicles.

 • A final purchase price cap of $50,000 for all BEVs, PHEVs, natural gas and propane vehicles.

 • A final purchase price cap of $75,000 for all HFCVs.

 • A $1,000 rebate for all used AFVs including one-time preowned and demonstration model vehicles:

 o One-time preowned AFVs with 75,000 miles or less with a true market value of $50,000 or less from a registered dealer.

 o Vehicles used by a registered dealer for demonstration purposes with a final purchase price of $50,000 or less with an odometer reading of greater than 500 and less than 10,000 miles.

 • An additional rebate of $1,000 will be available on all AFV types as well as new purchased/leased or used vehicles if the applicant meets the low-income requirement. That requirement remains at a household income that is below 200% of the Federal Income Poverty level.

 The rebate Program offered will be reassessed on December 31, 2019.
