 The following temporary authority and/or permanent authority applications for the right to render service as a common carrier or contract carrier in this Commonwealth have been filed with the Pennsylvania Public Utility Commission (Commission). Formal protests and petitions to intervene must be filed in accordance with 52 Pa. Code (relating to public utilities). A protest shall indicate whether it applies to the temporary authority application, the permanent authority application, or both. Protests may only be filed if there is evidence that the applicant lacks fitness. Protests based on endangering or impairing operations of an existing carrier will not be honored. Filings must be made with the Secretary, Pennsylvania Public Utility Commission, 400 North Street, Harrisburg, PA 17120, with a copy served on the applicant by November 12, 2019. Documents filed in support of the applications are available for inspection and copying at the Office of the Secretary between 8 a.m. and 4:30 p.m., Monday through Friday, and at the business address of the respective applicant.

Applications of the following for approval to begin operating as common carriers for transportation of persons as described under each application.

 A-2019-3013224.  To transport, as a common carrier, by motor vehicle, persons in call or demand: (1) in the Boroughs of East Pittsburgh, Forest Hills, Monroeville, East McKeesport, Chalfont, Churchill, Plum, Turtlecreek, Wilmerding, Wall, Pitcairn, North Braddock and the Townships of Wilkins and Penn Hills, all in Allegheny County, and the Borough of Export, Westmoreland County and within an airline radius of 5 statute miles of the Borough of Export. Subject to the following condition: No right, power or privilege is granted to provide transportation from or between points in the Township of Washington, Westmoreland, located within an airline radius of 5 statute miles of the Borough of Export; (2) in the Cities New Kensington, Arnold and Lower Burrell, Westmoreland County; and (3) in the Boroughs of Tarentum, Brackenridge, Oakmont, Springdale and Cheswick, and the Townships of East Deer, Frazier, Fawn Harmar, Harrison, Indiana and Springdale all in Allegheny County.

 To transport, as a common carrier, by motor vehicle, persons in call or demand service: (1) in the Boroughs of Mars and Seven Fields, Butler County; (2) in the Townships of Adams and Cranberry, Butler County; (3) in the Townships of Marshall and Pine, Allegheny County; and (4) in the Boroughs of Bradford Woods and Franklin Park, Allegheny County, which are to be a transfer of all rights authorized under the certificates issued at A-00049926, F.1, F.2, F.5, F.5 Am-A, F.6 Am-B and A-2010-2189197 to Yellow Cab Company of Pittsburgh, t/a Z Trip Pittsburgh, subject to the same limitations and conditions.  A-2019-3012501. WHC PA, LLC (1300 Lydia Avenue, Kansas City, MO 64106) to transport, as a common carrier, by motor vehicle, persons in special operations, including plan-a-ride service, share-a-ride service, dial-a-ride service, time call service, handicapped van service, senior citizens transportation service, carpooling contracting service and service for Federal, State, county or local agencies under programs sponsored by said agencies in the following area. Subject to the following conditions: (1) the service herein authorized is limited to transportation vehicles having a seating capacity of not less than 7 nor more than 15 persons including the driver; (2) the service herein authorized is limited to transportation for which advance reservations are made in a vehicle not reserved for individual use; (3) the service authorized is limited to transportation between points in the described territories; and (4) that no right, power or privilege is granted to provide scheduled-route service, as described in the 52 Pa. Code § 29.14 or group and party service as described in the 52 Pa. Code § 29.16. To transport, as a common carrier, by motor vehicle, persons in paratransit service, from points in the County of Allegheny, to points in the Counties of Beaver, Butler, Fayette, Greene, Lawrence, Mercer, Washington and Westmoreland. Subject to the following conditions: That the applicant shall comply with the Commission's rules and regulations in 52 Pa. Code, § 29.353 and § 29.354. That no right, power or privilege is granted to transport persons from that part of Allegheny County within an airline radius of 5 statute miles of the Borough of Finleyville, Washington County. That no right, power or privilege is granted to provide service for members and affiliates of Pittsburgh Council on Higher Education and the Hospital Council of Pittsburgh, PA. That no right, power or privilege is granted to provide paratransit service from the Greater Pittsburgh International Airport in the Township of Moon, Allegheny County, to points beyond the limits of Allegheny County, which are to be a transfer of all rights authorized under the certificates issued at A-00049926, F.6, F.6 Am-A to Yellow Cab Company of Pittsburgh, subject to the same limitations and conditions.  4. to transport, as a common carrier, by motor vehicle, persons in airport transfer service:

 (a) in limousines and luxury-type vehicles from points in the Township of North Huntingdon, and the Cities of Jeannette and Greensburg, and the Boroughs of Irwin, Mount Pleasant, Scottsdale, Latrobe and Monessen, all in the County of Westmoreland, to the Greater Pittsburgh International Airport in the Townships of Moon and Findlay, and vice versa, limited to the transportation of persons having prior or subsequent movement by air; and provided that the service shall be rendered in vehicles having a seating capacity of not less than 7 or more than 11 passengers, without the use of taximeters or dome lights.

 (b) from the Greater Pittsburgh International Airport in the Townships of Moon and Findlay, Allegheny County, to points in Washington County, and vice versa; limited to the transportation of persons having prior or subsequent movement by air; excluding service between intermediate points, and provided that no service will be rendered to points in the Borough of Findleyville, Washington County, and within a radius of 5 miles of the limits thereof, and vice versa.

 (c) from the Greater Pittsburgh International Airport, to points in Westmoreland County, and vice versa; limited to the transportation of persons having prior or subsequent movement by air.

 (d) in limousines and luxury-type vehicles from points in the Counties of Armstrong, Beaver and Butler, to the Greater Pittsburgh International Airport in the Township of Moon, Allegheny County; and the Allegheny County Airport in the Borough of West Mifflin, Allegheny County; right subject to the following two conditions: that no right, power or privilege is granted to provide service from points in the Townships of Adams, Connoquenessing, Cranberry, Forward, Jackson, Lancaster, Butler, Penn and Middlesex; and the Boroughs of Seven Springs and Zelienople, Butler County; that service from Westmoreland County is restricted to the transportation of four or more persons from one origin point for whom a reservation has been made by a single party or person, but who are charged individually.
