STATE CONSERVATION COMMISSION

PROPOSED NUTRIENT MANAGEMENT PLANS RELATED TO APPLICATIONS FOR NPDES PERMITS FOR CAFOs

 This notice provides information about agricultural operations that have submitted nutrient management plans (NMPs) for approval under 3 Pa.C.S. Chapter 5 and that have or anticipate submitting applications for new, amended or renewed (National Pollutant Discharge Elimination System) NPDES permits, or Notices of Intent (NOIs) for coverage under a general permit, for CAFOs, under 25 Pa. Code Chapter 92a. This notice is provided in accordance with 25 Pa. Code Chapter 92a and 40 CFR Part 122, implementing The Clean Streams Law and the Federal Clean Water Act.

 Based upon preliminary reviews, the State Conservation Commission (SCC) or County Conservation Districts (CCD) working under a delegation agreement with the SCC have completed an administrative review of NMPs described. These NMPs are published as proposed plans for comment prior to taking final actions. The NMPs are available for review at the CCD office for the county where the agricultural operation is located. A list of CCD office locations is available at http://www.nacdnet.org/about/districts/directory/pa.phtml or can be obtained from the SCC at the office address listed or by calling (717) 787-8821.

 Persons wishing to comment on an NMP are invited to submit a statement outlining their comments on the plan to the CCD, with a copy to the SCC for each NMP, within 30-days from the date of this public notice. Comments received within the respective comment periods will be considered in the final determinations regarding the NMPs. Comments should include the name, address and telephone number of the writer and a concise statement to inform the SCC of the exact basis of the comments and the relevant facts upon which they are based. LAND RECYCLING AND
ENVIRONMENTAL REMEDIATION

UNDER ACT 2, 1995
PREAMBLE 1


Acknowledgment of Notices of Intent to Remediate Submitted Under the Land Recycling and Environmental Remediation Standards Act (35 P.S. §§ 6026.101—6026.908).

 Sections 302—305 of the Land Recycling and Environmental Remediation Standards Act (Act) require the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin an acknowledgment noting receipt of any Notices of Intent to Remediate. An acknowledgment of the receipt of a Notice of Intent (NOI) to Remediate is used to identify a site where a person proposes to, or has been required to, respond to a release of a regulated substance at a site. Persons intending to use the background standard, Statewide health standard, the site-specific standard, or who intend to remediate a site as a special industrial area, must file a (NOI) to Remediate with the Department. A NOI to Remediate filed with the Department provides a brief description of the location of the site, a list of known or suspected contaminants at the site, the proposed remediation measures for the site, and a description of the intended future use of the site. A person who demonstrates attainment of one, or a combination of the cleanup standards, or who receives approval of a special industrial area remediation identified under the Act, will be relieved of further liability for the remediation of the site for any contamination identified in reports submitted to and approved by the Department. Furthermore, the person shall not be subject to citizen suits or other contribution actions brought by responsible persons not participating in the remediation.

 Under Sections 304(n)(1)(ii) and 305(c)(2) of the Act, there is a 30-day public and municipal comment period for sites proposed for remediation using a site-specific standard, in whole or in part, and for sites remediated as a special industrial area. This period begins when a summary of the NOI to Remediate is published in a newspaper of general circulation in the area of the site. For the following identified site(s), proposed for remediation to a site-specific standard or as a special industrial area, the municipality, within which the site is located, may request to be involved in the development of the remediation and reuse plans for the site if the request is made within 30-days of the following specified date. During this comment period the municipality may request that the following identified person, as the remediator of the site, develop and implement a public involvement plan. Requests to be involved, and comments, should be directed to the remediator of the site.

 For further information concerning the content of a NOI to Remediate, please contact the Environmental Cleanup Program Manager in the Department of Environmental Protection Regional Office under which the notice appears. If information concerning this acknowledgment is required in an alternative form, contact the Community Relations Coordinator at the appropriate Regional Office listed. Palisoc Property, 1119 Foster Avenue, White Haven, PA 18661, Foster Township, Luzerne County. Geological & Environmental Associates, 430 West Mountain Road, Plymouth, PA 18651, on behalf of Roger Palisoc, P.O. Box 76, White Haven, PA 18661, submitted a Notice of Intent to Remediate. Soil was contaminated by a release of heating oil. Future use of the site will be residential. The Notice of Intent to Remediate was published in The Citizens Voice on March 13, 2020.

Northwest Region: Environmental Cleanup & Brownfields Program Manager, 230 Chestnut Street, Meadville, PA 16335-3481.

General Electric Company Appliance Building 99, 2125 East 12th Street, Lawrence Park Township, Erie County. Arcadis U.S., Inc., 50 Fountain Plaza, Buffalo, NY 14202, on behalf of General Electric Company, 3726 North Wayne Avenue, Chicago, IL 60613, submitted a Notice of Intent to Remediate. Historical use of the site has been as a refrigerator fabrications, repair, and assembly facility. Site soil and site groundwater has been found to be contaminated with PCB's, RCRA metals, VOC's, SVOC's and asbestos. Intended future use of the site will be industrial/commercial. The Site-Specific Standard has been selected for remediation of the site. The Notice of Intent to Remediate was published in The Erie Times-News on March 7, 2020.

Sundie Property Fuel Oil Spill, 2366 River Hill Road, Washington Township, Armstrong County. EnviroTrac, Ltd., 176 Thorn Hill Road, Warrendale, PA 15086, on behalf of Daniel and Kimberly Sundie, 151 Mountain Laurel Drive, Butler, PA 16002 submitted a Notice of Intent to Remediate. A fuel oil release occurred from an aboveground storage tank that resulted in site soil being contaminated with Benzene, Toluene, Ethylbenzene, Isopropylbenzene, Methyl tert-butyl ether, Naphthalene, 1,2,4-Trimethylbenzene, and 1,3,5-Trimethylbenzene. The Statewide Health Standard has been selected for remediation. Intended future use of the property will be residential. The Notice of Intent to Remediate was published in the Leader Times on March 16, 2020.

AIR QUALITY

PLAN APPROVAL AND OPERATING
PERMIT APPLICATIONS

 The Department has developed an ''integrated'' plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for the Department, the regulated community and the general public. This approach allows the owner or operator of a facility to submit permitting documents relevant to its application for all sources related to a facility or a proposed project, affords an opportunity for public input, and provides for a decision on the issuance of the necessary permits.

 The Department received applications for Plan Approvals or Operating Permits from the following facilities. Copies of the application, the Department's analysis, all pertinent documents used in the evaluation of the application and subsequently prepared proposed plan approvals/operating permits are available for public review during normal business hours at the appropriate Department Regional Office. Appointments for scheduling a review must be made by calling the appropriate Department Regional Office. The address and phone number of the Regional Office is listed before the application notices.

 Persons wishing to file a written protest or provide comments or additional information, which they believe should be considered prior to the issuance of a permit, may submit the information to the Department's Regional Office. A 30-day comment period from the date of this publication will exist for the submission of comments, protests and information. Each submission must contain the name, address and telephone number of the person submitting the comments, identification of the proposed Plan Approval/Operating Permit including the permit number and a concise statement regarding the relevancy of the information or objections to issuance of the permit.

 A person wishing to request a hearing may do so during the 30-day comment period. A public hearing may be held, if the Department, in its discretion, decides that a hearing is warranted based on the information received. Persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper, the Pennsylvania Bulletin or by telephone, when the Department determines this type of notification is sufficient. Requests for a public hearing and any relevant information should be directed to the appropriate Department Regional Office.

 Permits issued to the owners or operators of sources subject to 25 Pa. Code Chapter 127, Subchapter D or E, or located within a Title V facility or subject to 25 Pa. Code § 129.51(a) or permits issued for sources with limitations on their potential to emit used to avoid otherwise applicable Federal requirements may be submitted to the United States Environmental Protection Agency for review and approval as a revision to the State Implementation Plan. Final Plan Approvals and Operating Permits will contain terms and conditions to ensure that the sources are constructed and operating in compliance with applicable requirements in the Air Pollution Control Act (35 P.S. §§ 4001—4015), 25 Pa. Code Chapters 121—145, the Federal Clean Air Act (42 U.S.C.A. §§ 7401—-7671q) and regulations adopted under the Federal Clean Air Act.

Intent to Issue Plan Approvals and Intent to Issue or Amend Operating Permits under the Air Pollution Control Act (35 P.S. §§ 4001—4015) and 25 Pa. Code Chapter 127, Subchapter B. These actions may include the administrative amendments of an associated operating permit.

46-0008A: Coopers Creek Chemical Corporation (884 River Road, West Conshohocken, PA 19428) for the addition of equipment that will add flexibility to produce a product called high melt-point pitch at their non-Title V facility, located in Upper Merion Township, Montgomery County. The facility brings in crude bituminous, crude coal tar, and crude petroleum tar as feedstock and distills it into coal tar distillate and refined coal tar pitch. Coopers Creek Chemical Corporation proposes to produce high melt-point pitch as a new product. To make the new product, Coopers Creek Chemical Corporation will be installing the following equipment: Still # 18, Still # 19, Still # 19 Condenser, Lower Receiver 5, Lower Receiver 6, and Plant Boiler 2. To avoid being a major facility for NOx, the facility is taking a restriction on the total heat input of all combustion sources at the facility. Total potential emissions from the facility are: 10.82 TPY for NOx, 23.13 TPY for VOC, 6.08 TPY for CO, 3.25 TPY for SOx, 1.63 TPY for PM, 13.96 TPY for Total HAP, and 11,221 TPY for CO2e. The Plan Approval will contain monitoring, recordkeeping, and operating conditions designed to keep the facility operating within the allowable emissions and all applicable air quality requirements.

15-0041E: Eastern Shore Natural Gas Company—Daleville Compressor Station (604 Street Rd., Cochranville, PA 19330) to revise a testing requirement condition requiring compliance with the proposed minimum destruction efficiency for CO, VOC and HCHO for the existing natural gas-fired reciprocating internal combustion engine for a natural gas compressor at their facility in Londonderry Township, Chester County. The facility is a State-Only, Synthetic Minor facility. The existing permit limits the emissions of nitrogen oxides (NOx) and volatile organic compounds (VOC) from the facility to less than or equal to 24.9 tons per year on a 12-month rolling sum basis. The provisions of this plan approval will subsequently be incorporated into a State Only Operating Permit through an administrative amendment in accordance with 25 Pa. Code § 127.450. The Plan Approval will contain recordkeeping requirements and operating restrictions designed to keep the facility operating within all applicable air quality requirements

36-05014K: Arconic Lancaster Corp. (1480 Manheim Pike, Lancaster, PA 17604-3167) for the replacement of the burners in two melting furnaces at their secondary aluminum production facility in Manheim Township, Lancaster County. Specifically, the project is for the replacement of the current burners in melting furnaces No. 5 & 6 (Source IDs 133 & 134) with new 40 MMBtu/hr natural gas fired regenerative burners. The actual melt rate of each furnace is expected to increase from 22,500 pounds per hour to 32,000 pounds per hour. Along with the increase in melt production, actual material throughputs of Source IDs C01A, C01B and 107 are also expected to increase, although no physical modification will take place to the emission units. The capacities of downstream operations (i.e. rolling operations) will not increase due to the project since the increased ingot production will replace ingot that has been historically purchased. Since this modification and the modification authorized under PA 36-05014J (replacement of No. 7 & 8 melting furnace burners) are considered the same project, the emissions from both will be aggregated for PSD/NNSR applicability purposes. As such, emission increases due to the project are estimated to be: 23.5 tpy CO, 20.3 tpy NOx, 1.9 tpy PM, 4.8 tpy PM10, 4.5 tpy PM2.5, 0.3 tpy SOx, & 3.0 tpy VOC. DEP's review of the information submitted by the applicant indicates that the air contamination sources as constructed or modified will comply with all regulatory requirements pertaining to air contamination sources and the emission of air contaminants including the best available technology requirements (BAT) of 25 Pa. Code §§ 127.1 and 127.12. Based on these findings, the Department proposes to issue a plan approval for the proposed construction. If, after the project has been implemented, the Department determines that the sources are constructed and operated in compliance with the plan approval conditions and the specification of the application for plan approval, the requirements established in the plan approval will be incorporated into an operating permit pursuant to the administrative amendment provisions of 25 Pa. Code § 127.450.

09-00107: Oldcastle Retail, Inc. (1214 Hayes Blvd., Bristol, PA 19007) for the renewal of a State Only, Natural Minor Operating Permit in Bristol Township, Bucks County. The company operates a concrete and mortar packaging facility. The proposed renewal of the Operating Permit does not authorize any increase in air emissions, of regulated pollutants, above previously approved levels. The renewed permit includes monitoring, recordkeeping and reporting requirements, and work practice standards designed to keep the facility operating within all applicable local, State, and Federal air quality requirements.

46-00157: DANA Driveshaft Products, LLC (1040 Center Avenue, Pottstown, PA 19464-6007) for the renewal of a State Only, Synthetic Minor Operating Permit Renewal in Pottstown Borough, Montgomery County. The permit is for a non-Title V (State Only) facility. The major sources of air emissions are as follows: spray and dip coating operations, and parts washers. New applicable regulations are 40 CFR 60 Subpart JJJJ and 25 Pa. Code § 129.63a (Control VOC Emissions from Industrial Clean-ing Solvents). The renewal permit will include monitoring, recordkeeping, and reporting requirements designed to keep the facility operating within all applicable air quality requirements.

09-00018: RR Donnelley (100 American Drive, Quakertown, PA 18592) for operation of a printing facility in Richland Township, Bucks County. The permit is for renewal of a non-Title V (State Only) operating permit. The major sources of air emissions are twelve printing presses and two natural gas-fired boilers. The renewal will include monitoring, recordkeeping and reporting requirements designed to keep the facility operating within all applicable air quality requirements.

46-00158: Colorcon, Inc. (415 Moyer Boulevard, West Point, PA 19486) located in Upper Gwynedd Township, Montgomery County, for a renewal of State Only (Natural Minor) Operating Permit. The facility's main sources of air contaminant emissions are four boilers, two emergency generator sets, and various sources comprising a polyvinyl acetate phthalate (PVAP) plant, a lake plant, and dry and wet dispersion production areas. Particulate matter (PM) emissions from the sources comprising the PVAP plant, lake plant, and dry and wet dispersion areas are controlled by associated dust collectors or scrubbers. PM emissions from the facility are restricted to 21.0 tons/yr, calculated monthly as a 12-month rolling sum. Volatile organic compound (VOC) emissions from the reaction vessels and various fugitive emission sources in the PVAP plant, the wet dispersion area, and the facility are restricted to 1.72 ton/yr, 1.04 ton/yr, 10.68 tons/yr, and 14.6 tons/yr, respectively, all calculated monthly as 12-month rolling sums. Nitrogen oxide (NOx) emissions from the exempt engines of the emergency generator sets are restricted to 100 lbs/hr, 1,000 lbs/day, 2.75 tons/ozone season (i.e., the period from May 1—September 30 of each year), and 6.6 tons/yr, calculated monthly as a 12-month rolling sum. Since DEP renewed the State Only Operating Permit (SOOP) in 2014, Colorcon, Inc., has added an additional blender to the dry dispersion area. The additional blender will be included in the renewal SOOP, and subject to the same requirements specified in the previously renewed (i.e., current) SOOP for the dry dispersion area blenders and grinders source grouping. The renewal SOOP will continue to include monitoring, recordkeeping, reporting, and work practice requirements designed to keep the facility operating within all applicable air quality requirements.

09-00117: Heucotech, LTD (99 Newbold Road, Fairless Hills, PA 19030), for the renewal of a State Only, Natural Minor Operating Permit Renewal in Falls Township, Bucks County. The facility's potential to emit criteria pollutants is less than major thresholds; therefore, the facility is a Natural Minor. The facility manufactures a wide variety of pigment dispersions and anti-corrosive pigments for various end users. A Corrosive-Resistant Pigment Operation source, which was approved by the Department in 2017, was incorporated to the permit. The renewal does not allow any changes in the total facility emissions. The renewed permit includes monitoring, recordkeeping and reporting requirements designed to keep the facility operating within all applicable local, State, and Federal air quality requirements.

23-00098: SAP America, Inc. (3999 West Chester Pike, Newtown Square, PA 19073) located in Newtown Township, Delaware County. The facility operates boilers, emergency generators, and water heaters at the Newtown Square office building. The renewal permit is for a non-Title V (State Only) facility. NOx emissions are electively capped to less than 25 tons per year; therefore, the facility is a Synthetic Minor. There are no changes to the current operating permit in this renewal. The renewal permit will include monitoring, recordkeeping and reporting requirements designed to keep the facility operating within all applicable air quality requirements.

15-00059: Paulsonbilt Ltd (1000 W. 11th Ave., Coatesville, PA 19320) for the renewal of a Natural Minor Operating Permit in Valley Township, Chester County. The initial operating permit was issued on January 29, 2004. Paulsonbilt fabricates commercial dumpsters and similar containers. The primary source of air emissions from the facility is a spray booth. The spray booth is subject to the requirements of 25 Pa. Code § 129.52. Insignificant sources include a 1.0 MMBtu/hr natural gas heater, portable kerosene heaters (approximately 10 heaters), operations for shearing, bending, and cutting of sheet metal, and welding of sheer metal. Potential emissions from the facility are less than the following emission rates: 11.0 tpy for VOCs, 4.0 tpy for HAP, and 1.0 tpy for PM, NOx, SOx, and CO. The permit will continue to include monitoring, recordkeeping and reporting requirements designed to keep the facility operating within all applicable air quality requirements.

36-05160: Morgan Truck Body, LLC (1656 Dry Tavern Road, Denver, PA 17517) to issue a State Only Operating Permit for their spray paint operations at the Denver Plant in Brecknock Township, Lancaster County. Potential emissions from the facility are estimated to be 1.4 tpy CO, 2.5 tpy NOx, 0.2 tpy SOx, 0.1 tpy PM10, 40.3 tpy VOC, and 6.2 tpy combined HAPs. The Operating Permit will include emission limits and work practice standards along with monitoring, recordkeeping and reporting requirements to ensure the facility complies with the applicable air quality regulations. Among other items, the conditions include provisions derived from 25 Pa. Code §§ 123.13, 123.21, 129.52, 129.52e.

11-00418: TMS International, LLC (1155 Business Center Drive, Horsham, PA 19044-3454) for the operation of a slag processing facility located in East Taylor Township, Cambria County. TMS International, LLC operates a slag processing plant that includes two crushers, seven screens, and various transfer points. Emissions are controlled through the use of water cannons and partial enclosed transfer points. The potential emissions are estimated at: 4.09 TPY PM; 1.39 TPY PM-10; and 0.15 TPY PM-2.5. This facility is subject to the applicable requirements of 25 Pa. Code Chapters 121—145. The proposed State-Only Operating Permit includes emission restrictions, testing, monitoring, recordkeeping, reporting, and work practice standards requirements for the site.

 Those who wish to provide the Department with additional written information that they believe should be considered prior to the issuance of the State-Only Operating Permit may submit the information to Tom Joseph, Facilities Permit Chief, Department of Environmental Protection, Southwest Regional Office, 400 Waterfront Drive, Pittsburgh, PA 15222. 65-00890: Basic Carbide Corporation (900 Main Street, Lowber, PA 15660). In accordance with 25 Pa. Code §§ 127.424 and 127.425 the Department of Environmental Protection (DEP) gives notice that they intend to issue a Synthetic Minor State Only Operating Permit (SOOP) renewal to Basic Carbide Corporation to authorize the continued operation of their tungsten carbide production facility located in Sewickley Township, Westmoreland County.

 Plant includes 5 ball mills vertical mixer, 3 vacuum dryers equipped with condensers to control heptane emissions, vacuum pumps, sintering furnaces, milling machines, surface grinders, lathes, band saws, a heating boiler, heptane storage tanks and a dust collector to control particulate emissions. The facility wide estimated potential emissions are 0.2 ton per year of PM10, 4 tons per year of NOx and 45 tons per year of VOCs. The emission restriction, testing, monitoring, recordkeeping, reporting and work practice conditions of the proposed permit have been derived from the applicable requirements of 25 Pa. Code Article III, Chapters 121—145 (and Federal rules if applicable).

 Applications under the Surface Mining Conservation and Reclamation Act (52 P.S. §§ 1396.1—1396.31); the Noncoal Surface Mining Conservation and Reclamation Act (52 P.S. §§ 3301—3326); the Clean Streams Law (35 P.S. §§ 691.1—691.1001); the Coal Refuse Disposal Control Act (52 P.S. §§ 30.51—30.66); the Bituminous Mine Subsidence and Land Conservation Act (52 P.S. §§ 1406.1—1406.21).  Written comments or objections, or requests for an informal conference, or a public hearing, as applicable, on a mining permit application may be submitted by any person or any officer or head of any Federal, State or local government agency or authority to the Department at the address of the District Mining Office indicated above each application within 30-days of this publication, or within 30-days after the last publication of the applicant's newspaper advertisement, as provided by 25 Pa. Code §§ 77.121—77.123 and 86.31—86.34 (relating to public notices of filing of permit applications, opportunity for comment, and informal conferences).

 Written comments or objections related to a mining permit application should contain the name, address and telephone number of persons submitting comments or objections; application number; and a statement of sufficient detail to inform the Department on the basis of comment or objection and relevant facts upon which it is based.

FEDERAL WATER POLLUTION
CONTROL ACT, SECTION 401

 The following permit applications, requests for Environmental Assessment approval and requests for 401 Water Quality Certification have been received by the Department of Environmental Protection. Section 401 of the Federal Water Pollution Control Act (FWPCA) (33 U.S.C.A. § 1341), requires the State to certify that the involved projects will not violate the applicable provisions of sections 301—303, 306 and 307 of the FWPCA (33 U.S.C.A. §§ 1311—1313, 1316 and 1317), as well as relevant State requirements.  3) A stormwater outfall within an enclosed portion of UNT to Monocacy Creek (HQ-CWF, MF) consisting of an 18-inch diameter, HDPE pipe associated with a proposed stormwater management basin outfall structure located directly to the southeast.

 4) A stormwater outfall within an enclosed portion of UNT to Monocacy Creek (HQ-CWF, MF) consisting of an 18-inch diameter, HDPE pipe associated with a proposed stormwater drainage collection system along the Gun Club Road (T-506) located directly northwest.

 5) A stormwater outfall within an enclosed portion of UNT to Monocacy Creek (HQ-CWF, MF) consisting of an 18-inch diameter, HDPE pipe associated with a proposed stormwater drainage collection system along Gun Club Road (T-506) located directly southeast.

 6) A stream enclosure of a UNT to Monocacy Creek (HQ-CWF, MF) consisting of a 251-LF, 30-inch diameter reinforced concrete pipe, two (2) concrete manholes, and concrete flared end section.

 7) A utility line crossing of an enclosed portion of UNT to Monocacy Creek (HQ-CWF, MF) consisting of an 18-inch diameter, HDPE pipe associated with a proposed stormwater drainage collection system located directly west of Warehouse Building ''B.''

 8) A fill within the floodway of a UNT to Monocacy Creek (HQ-CWF, MF) consisting of a chain link fence and grading associated with the construction of Warehouse Building ''A.''

 9) A utility line crossing of a UNT to Monocacy Creek (HQ-CWF, MF) consisting of a 6-inch diameter ductile iron water pipe.

 PA DOT Engineering District 3-0 proposes a two-mile-long safety improvement project along SR 0339, from Smith Hollow Rd to the Luzerne County Line. The project includes structure replacements and roadway widening for the SR 0080 detour route. The project includes several replacements or widening of structures with drainage areas less than 100 acres. These activities could be waived under Chapter 105.12(a)2, however they were included for project completeness. The project includes 14 pipe outfall structures with Rip Rap outlet aprons. The project includes the replacement of a Single Span Concrete Slab Bridge with a Single Span Precast Concrete Slab Bridge on Geo-Reinforced Soil Abutments (GRS) over an Unnamed Tributary to the Susquehanna River. The existing bridge has a span of 14 Ft., a skew of 90 degrees, an underclearance of 3.0 Ft., and a low chord of 493.90 Ft. and a hydraulic opening of 26 Ft2. The proposed single span bridge has a span of 14 Ft., a skew of 90 degrees, an underclearance of 8.1 Ft., and a low chord of 499.89 Ft. and a hydraulic opening of 102 Ft2. The existing abutments will remain in place as part of the GRS abutments. Grouted R-8 Rip Rap choked with native streambed material will be utilized as scour protection around the abutments and wingwalls. The project will utilize half width construction to convey traffic during construction. The project will utilize a sandbag diversion and clean water pump to convey the stream during construction. The project includes the replacement of a Single Span Concrete Slab Bridge with a Single Span Precast Concrete Box Culvert over an Unnamed Tributary to the Susquehanna River. The existing bridge has a span of 12 Ft., a skew of 30 degrees, an underclearance of 2.0 Ft., and a low chord of 497.72 Ft. and a hydraulic opening of 21 Ft2. The proposed single span concrete box culvert has a span of 16 Ft., a skew of 10 degrees, an underclearance of 3.0 Ft., and a low chord of 498.90 Ft. and a hydraulic opening of 48 Ft2. R-8 Rip Rap choked with native streambed material will be utilized as scour protection at the inlet and outlet. The project will utilize half width construction to convey traffic during construction. The project will utilize a sandbag diversion and clean water pump to convey the stream during construction. The project will include 24 inches of culvert depression for future maintenance if the culvert has a debris or deposition issue in the future. The box culvert will include baffles and native material on the box culvert floor. The project includes roadway widening. This widening will extend into a Detailed FEMA floodplain for the Susquehanna River. The fill will be placed in the floodplain, no fill will be placed within the floodway. The roadway widening will result in a 375 L.F. realignment of the Unnamed Tributary to the Susquehanna River at the outlet of the proposed structure replacement. Approximately, 670 L.F. of R-8 Rip Rap will be utilized for the roadway widening along the left bank of channel 6. The channel realignment will include four single log defectors and a planting plan. The project will temporarily impact 0.48 acre and permanently 0.33 acre of jurisdictional wetlands. The wetland impacts will be mitigated at the Vargo wetland mitigation bank. The Unnamed Tributaries to the Susquehanna River are classified as a Cold Water Fishery by 25 Pa. Code Chapter 93 Water Quality Standards.

 PA DOT propose to replace two deteriorated pipes as part of a roadway rehabilitation project. The first pipe is located at Segment 0250, Offset 0000. PA DOT proposes to replace 50 L.F. of 72-inch Reinforced Concrete Pipe with 90 L.F. of 84-inch Reinforced Concrete Pipe. The second pipe is located at Segment 0300, Offset 1263. PA DOT proposes to replace 50 L.F. of 48-inch Corrugated Metal Pipe with 57 L.F. of 60-inch Reinforced Concrete Pipe. Both pipe replacements will include endwalls and Rip Rap Scour Protection. A detour will be utilized to convey traffic during construction. The project will not impact any jurisdictional wetlands.  3. Operate and maintain a 32-foot by 8-foot bridge that provides access to green within pond.
