PROPOSED NUTRIENT MANAGEMENT PLANS RELATED TO APPLICATIONS FOR NPDES PERMITS FOR CAFOs

 This notice provides information about agricultural operations that have submitted nutrient management plans (NMPs) for approval under 3 Pa.C.S. Chapter 5 and that have or anticipate submitting applications for new, amended or renewed (National Pollutant Discharge Elimination System) NPDES permits, or Notices of Intent (NOIs) for coverage under a general permit, for CAFOs, under 25 Pa. Code Chapter 92a. This notice is provided in accordance with 25 Pa. Code Chapter 92a and 40 CFR Part 122, implementing The Clean Streams Law and the Federal Clean Water Act.

 Based upon preliminary reviews, the State Conservation Commission (SCC) or County Conservation Districts (CCD) working under a delegation agreement with the SCC have completed an administrative review of NMPs described. These NMPs are published as proposed plans for comment prior to taking final actions. The NMPs are available for review at the CCD office for the county where the agricultural operation is located. A list of CCD office locations is available at http://www.nacdnet.org/about/districts/directory/pa.phtml or can be obtained from the SCC at the office address listed or by calling (717) 787-8821.

 Persons wishing to comment on an NMP are invited to submit a statement outlining their comments on the plan to the CCD, with a copy to the SCC for each NMP, within 30-days from the date of this public notice. Comments received within the respective comment periods will be considered in the final determinations regarding the NMPs. Comments should include the name, address and telephone number of the writer and a concise statement to inform the SCC of the exact basis of the comments and the relevant facts upon which they are based. PUBLIC WATER SUPPLY PERMITS

 Under the Pennsylvania Safe Drinking Water Act (35 P.S. §§ 721.1—721.17), the following parties have applied for PWS permits to construct or substantially modify public water systems.

 Persons wishing to comment on permit applications are invited to submit statements to the office listed before the application within 30 days of this public notice. Comments received within this 30-day comment period will be considered in the formulation of the final determinations regarding an application. A comment should include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and the relevant facts upon which it is based. A public hearing may be held after consideration of comments received during the 30-day public comment period.

 Following the comment period, the Department will make a final determination regarding the proposed permit. Notice of this final determination will be published in the Pennsylvania Bulletin at which time this determination may be appealed to the Environmental Hearing Board.

 The permit application and related documents are on file at the office listed before the application and available for public review. Arrangements for inspection and copying information should be made with the office listed before the application.

LAND RECYCLING AND

PREAMBLE 1


Acknowledgment of Notices of Intent to Remediate Submitted Under the Land Recycling and Environmental Remediation Standards Act (35 P.S. §§ 6026.101—6026.908).

 Sections 302, 303, 304 and 305 of the Land Recycling and Environmental Remediation Standards Act (Act) require the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin an acknowledgment noting receipt of any Notices of Intent to Remediate. An acknowledgment of the receipt of a Notice of Intent (NOI) to Remediate is used to identify a site where a person proposes to, or has been required to, respond to a release of a regulated substance at a site. Persons intending to use the background standard, Statewide health standard, the site-specific standard, or who intend to remediate a site as a special industrial area, must file a (NOI) to Remediate with the Department. A NOI to Remediate filed with the Department provides a brief description of the location of the site, a list of known or suspected contaminants at the site, the proposed remediation measures for the site, and a description of the intended future use of the site. A person who demonstrates attainment of one, or a combination of the cleanup standards, or who receives approval of a special industrial area remediation identified under the Act, will be relieved of further liability for the remediation of the site for any contamination identified in reports submitted to and approved by the Department. Furthermore, the person shall not be subject to citizen suits or other contribution actions brought by responsible persons not participating in the remediation.

 Under Sections 304(n)(1)(ii) and 305(c)(2) of the Act, there is a 30-day public and municipal comment period for sites proposed for remediation using a site-specific standard, in whole or in part, and for sites remediated as a special industrial area. This period begins when a summary of the NOI to Remediate is published in a newspaper of general circulation in the area of the site. For the following identified site(s), proposed for remediation to a site-specific standard or as a special industrial area, the municipality, within which the site is located, may request to be involved in the development of the remediation and reuse plans for the site if the request is made within 30-days of the following specified date. During this comment period the municipality may request that the following identified person, as the remediator of the site, develop and implement a public involvement plan. Requests to be involved, and comments, should be directed to the remediator of the site.

 For further information concerning the content of a NOI to Remediate, please contact the Environmental Cleanup Program Manager in the Department of Environmental Protection Regional Office under which the notice appears. If information concerning this acknowledgment is required in an alternative form, contact the Community Relations Coordinator at the appropriate Regional Office listed. The NIR states that the Remediator plans to demonstrate attainment of a Site Specific Standard for petroleum constituents in soil and groundwater. The planned future use of the Site is commercial/industrial. The NIR was published in the Observer-Reporter on November 05, 2019.

Forbes Avenue Redevelopment, City of Pittsburgh, Allegheny County. Langan Engineering and Environmental Services, Inc., 2400 Ansys Drive, Suite 403, Canonsburg, PA 15317 on behalf of CASL Pittsburgh Property Owner, LLC, 130 East Randolph Street, Suite 2100, Chicago, IL 60601-6223 has submitted a Notice of Intent to Remediate. The NIR states that the Site is currently occupied by a gasoline station, parking lots, and a restaurant. Historically, the Site was previously occupied by another gasoline station, automobile repair shops, a sheet and tin plate facility, film processing facility, and used automobile sales. The Site has been found to be contaminated with volatile and semi-volatile organic compounds and metals in groundwater and soil and volatile organic compounds in soil gas. The proposed remediation measures include both institutional and engineering controls. The planned future use of the Site is mixed use. The NIR was published in the Pittsburgh Post-Gazette on January 03, 2020.

 The Department has developed an ''integrated'' plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for the Department, the regulated community and the general public. This approach allows the owner or operator of a facility to submit permitting documents relevant to its application for all sources related to a facility or a proposed project, affords an opportunity for public input, and provides for a decision on the issuance of the necessary permits.

 The Department received applications for Plan Approvals or Operating Permits from the following facilities.

 Copies of the application, the Department's analysis, all pertinent documents used in the evaluation of the application and subsequently prepared proposed plan approvals/operating permits are available for public review during normal business hours at the appropriate Department Regional Office. Appointments for scheduling a review must be made by calling the appropriate Department Regional Office. The address and phone number of the Regional Office is listed before the application notices.

 Persons wishing to file a written protest or provide comments or additional information, which they believe should be considered prior to the issuance of a permit, may submit the information to the Department's Regional Office. A 30-day comment period from the date of this publication will exist for the submission of comments, protests and information. 46-0005AW: Merck, Sharp & Dohme, Corp. (770 Sumneytown Pike, West Point, PA 19486-0004) for the installation of a 1,300-kW natural gas fired non-emergency generator in Building 60 to upgrade the electric infrastructure and improve reliability in support of the operations in this building at an existing permitted Title V facility in Upper Gwynedd Township, Montgomery County. The non-emergency generator will be restricted to 500 hours of operation per 12-month rolling period. The proposed engine will be equipped by the manufacturer with computerized combustion controls, turbocharger, aftercoolers, NOx sensor, and lean-burn technology to comply with BAT. The generator will be subject to 40 CFR Part 60, Subpart JJJJ. The generator will result in the following ton/year air contaminants: VOC—0.7; NOx—1.0; CO—2.0; SOx—0.002; and PM/PM10/PM2.5—0.04. The installation of this source does not trigger applicability toward NSR or PSD regulations. The plan approval will include monitoring, recordkeeping and reporting requirements designed to keep the facility operating within all applicable air quality requirements.

48-00115A: Aria Energy East LLC (46280 Dylan Drive, Suite 200, Novi, MI 48377) submitted an application to the Department of Environmental Protection for a proposed renewable natural gas (RNG) processing facility to be located in Lower Saucon Twp, Northampton County. This plan approval will be incorporated into State Only Permit through an administrative amendment at a later date.

 Aria Energy is proposing a RNG processing facility designed to process up to 3,500 SCFM of landfill gas. The plant is being controlled by a thermal oxidizer unit that will be used to destroy VOCs, HAPs and to control odors, along with a bypass flare and emergency generator.

 The Department's review of the information submitted by Aria Energy indicates that the proposed operation will meet all applicable air quality requirements pertaining to air contamination sources and the emission of air contaminants, including the BAT requirements. The company shall comply with 123.31 for malodorous emissions. The company shall comply with 123.13 for particulate emissions. The company shall comply with 123.41 for visible emissions. VOC emissions form the plant will remain under 50 TPY threshold limit, 12-month rolling sum. Total HAP emissions from the facility will be under 25 TPY, 12-month rolling sum. Single HAP emissions will be under 10 TPY, 12-month rolling sum. SOx emissions will be limited to 99.9 TPY, based on a 12-month rolling sum. The emergency generator is subject to 40 CFR Part 60 Subpart IIII requirements.

 The Plan approval and Operating Permit will include testing, monitoring, record keeping, and reporting requirements designed to keep the sources operating within all applicable air quality requirements. 36-05146C: EPP Renewable Energy, LLC (3049 River Road, Conestoga, PA 17516) for the installation of a 10.68 MMBtu/hr Candlestick Flare at the EPP Renewable Energy LLC landfill gas-to-energy installation associated with the Frey Farm Creswell Landfill located in Manor Township, Lancaster County. The expected increases in facility emissions as a result of the changes proposed are: potential emissions of NOx 3.15 tpy, CO 59.13 tpy, SOx 6.41 tpy, PM10 1.34 tpy and VOC 0.21 tpy. The facility is a Title V facility. DEP's review of the information submitted by the applicant indicates that the air contamination sources as constructed or modified will comply with all regulatory requirements pertaining to air contamination sources and the emission of air contaminants including the best available technology requirement (BAT) of 25 Pa. Code §§ 127.1 and 127.12, and 40 CFR Part 60 Subpart 60.18 General control device and work practice standards and 40 CFR Part 60 Subpart XXX—Standards of Performance for Municipal Solid Waste Landfills That Commenced Construction, Reconstruction, or Modification After July 17, 2014. Based on these findings, the Department proposes to issue a plan approval for the proposed construction. If, after the project has been implemented, the Department determines that the sources are constructed and operated in compliance with the plan approval conditions and the specification of the application for plan approval, the requirements established in the plan approval will be incorporated into an Operating Permit pursuant to the administrative amendment provisions of 25 Pa. Code § 127.450.

67-05004U: Pixelle Specialty Solutions, LLC (228 South Main Street, Spring Grove, PA 17362-1000) for the installation of two 115 MMBtu/hr natural gas burners in the # 3 Recovery Boiler (ID 037) which will be limited by an annual fuel limitation of 225.49 mmscf of natural gas, upgrade of the PLC software and various hardware of the Hardwood Digester (ID 112) to increase pulp production by 2.1%, and upgrades to the water removal system of paper machines # 1 and # 8 (contained in ID 115) to increase paper production by approximately 8% at the pulp and paper mill in Spring Grove Borough, York County.

 The expected emissions increase is calculated to be 0.02 tpy PM/PM-10/PM-2.5, 0.07 tpy SO2, 3.60 tpy NOx, 10.70 tpy VOC, and 9.45 tpy CO. The plan approval will include emission limits and work practice standards along with monitoring, recordkeeping and reporting requirements to ensure the facility complies with the applicable air quality regulations. Among other requirements in the permit, certain units will be subject to CEMS requirements, 40 CFR Subpart MM—National Emission Standards for Hazardous Air Pollutants for Chemical Recovery Combustion Sources at Kraft, Soda, Sulfite, and Stand-Alone Semichemical Pulp Mills, 40 CFR 60 Subpart Db—Standards of Performance for Industrial Steam Generating Units, 40 CFR 63 Subpart S—National Emission Standards for Hazardous Air Pollutants for Pulp and Paper Industry, and 40 CFR 60 Subpart BBa—Standards of Performance for Kraft Pulp Mills.

 DEP's review of the information submitted by the applicant indicates that the air contamination sources as constructed or modified will comply with all regulatory requirements pertaining to air contamination sources and the emission of air contaminants including the best available technology requirements (BAT) of 25 Pa. Code §§ 127.1 and 127.12. 08-00002F: DuPont Specialty Products USA, LLC (Patterson Boulevard, Towanda, PA 18848) has submitted an application (08-00002F) for the construction and operation of an electrically-heated, batch oven (Source P158) that will process polymers-coated metal foils which contain volatile organic compounds. The permittee proposes to control the VOC emissions from the proposed oven with a condenser (Control Device C158) at their Towanda facility located in North Towanda Township, Bradford County. The respective facility is a major facility for which a Title V operating permit 08-00002 has been issued. The Department's review of the information submitted by DuPont Specialty Products USA, LLC indicates that the construction of the proposed batch oven and the installation of the condenser satisfies all applicable air quality regulatory requirements pertaining to air contamination sources and the emission of air contaminants including the Best Available Technology requirements pursuant to 25 Pa. Code §§ 127.1 and 127.12. Based on these findings, the Department intends issue plan approval. Additionally, if the Department determines that the air contaminant sources and control device are operating in compliance with all plan approval conditions, the conditions established in the plan approval will be incorporated into Title V operating permit 08-00002 via an administrative amendment pursuant to 25 Pa. Code § 127.450. The following is a summary of the conditions that the Department proposes to place in the plan approval to be issued to ensure compliance with all applicable regulatory requirements: All conditions as specified in Title V operating permit 08-00002 shall remain in effect unless superseded or amended by a condition contained herein. If there is a conflict between a condition contained in the Title V operating permit 08-00002 and a condition contained herein, the permittee shall comply with the condition contained herein rather than the conflicting condition contained in the Title V operating permit 08-00002. Pursuant to 25 Pa. Code § 127.12b, the volatile organic compound emission from Control Device C158 associated with Source P158 shall not exceed 0.38 ton in any 12 consecutive month period, Source P158 shall be equipped with fail safe switches or interlocks which shall prevent the heaters incorporated in Source P158 from energizing in the respective source if the exhaust gas temperature from Control Device C158 is in excess of 30°F, Control Device C158 shall be equipped with instrumentation to continuously monitor the exhaust temperature and differential pressure across the respective control device, the exhaust temperature of Control Device C158 shall not exceed 30°F at any time Source P158 is operational, all condensate from Control Device C158 shall be collected via an enclosed system and stored in closed containers, the air contaminant emissions from Source P158 shall be controlled by a single-pass, counter current condenser at all times the respective source is operational, no volatile hazardous air pollutant-containing materials shall be process in Source P158 at any time. The sources on site include two identical 1 × 1 power blocks, each consisting of a combustion gas turbine (CGT or CT) and a steam turbine (ST) configured in single shaft alignment fueled exclusively by pipeline-quality natural gas. HRSGs are equipped with selective catalytic reduction (SCR) to minimize nitrogen oxide (NOx) emissions and oxidation catalysts to minimize carbon monoxide (CO) and volatile organic compound (VOC) emissions from the CTs and duct burners. Other ancillary sources on site include one fuel gas dew-point natural gas-fired heater, one natural gas-fired auxiliary boiler, one diesel engine powered emergency generator, and one diesel engine powered fire water pump. Storage tanks on site include diesel fuel, lubricating oil, and aqueous ammonia storage tanks. The proposed Title V Operating Permit includes all applicable emission limits, work practice standards, testing, monitoring, recordkeeping and reporting requirements designed to keep the facility operating within applicable air quality requirements.

54-00054: Commonwealth Environmental Systems, L.P. (P.O. Box 322, 99 Commonwealth Road, Hegins, PA 17938-0322). The Department intends to issue a Title V Operating Permit for operation of sources at a landfill in Foster Township, Schuylkill County. The sources on site include a landfill and landfill expansion area with landfill gas collection systems, haul and maintenance roads, a central diesel generator, a diesel storage tank, and rock crushing plants. Control devices for the site include two enclosed flares, one portable open flare, and water spray for the rock crushing plants. The Department intends to issue a renewal State-Only (Natural Minor) Permit for the manufacturing of wood products located in Cass Township, Schuylkill County. The primary sources consist of layup lines, routers, and paint booths. The control devices are baghouses and panel filters. The sources are considered minor emission sources of nitrogen oxide (NOx), sulfur oxides (SOx), carbon monoxide (CO), total suspended particulate (TSP), and volatile organic compounds (VOC) emissions. The proposed operating permit contains applicable requirements for emission limitations, work practice standards, testing, monitoring, recordkeeping, and reporting standards used to verify facility compliance with Federal and State air pollution regulations.

36-03186: Kline's Services, LLC (5 Holland Street, Salunga, PA 17538) to issue a State Only Operating Permit for the anaerobic digestion installation in East Hempfield Township, Lancaster County. Kline's Services operates a biogas engine fueled by gas from the digester. The potential emissions from the facility are estimated at 8.8 tpy of NOx, 13.0 tpy of CO, 0.2 tpy of PM-10, 0.7 tpy of VOC, 0.1 tpy SOx and 1.6 tpy of formaldehyde. The Operating Permit will include emission limits and work practice standards along with monitoring, recordkeeping and reporting requirements to ensure the facility complies with the applicable air quality regulations. Among other items, the conditions include provisions derived from 40 CFR 60 Subpart JJJJ and 25 Pa. Code § 129.63.

22-03017: Hoover Funeral Homes & Crematory, Inc. (6011 Linglestown Road, Harrisburg, PA 17112) for the operation of a human crematory in Lower Paxton Township, Dauphin County. The State-Only Operating Permit is undergoing a significant modification to replace the burn cycle charge door interlock requirement with alternative monitoring requirements.

06-05076: Mitsubishi Chemical Advanced Materials, Inc. (2120 Fairmont Avenue, P.O. Box 14235, Reading, PA 19612) to issue a State-Only Operating Permit for their specialty plastics production plant in the City of Reading, Berks County. Actual emissions from the facility for the timeframe 6/1/17 through 5/31/18 were estimated to be: 0.76 tpy of PM10, 3.59 tpy CO, 2.95 tpy NOx, 0.02 tpy SOx, 0.64 tpy VOC, and 0.00 tpy of combined HAPs. The Operating Permit will include emission limits and work practice standards along with monitoring, recordkeeping and reporting requirements to ensure the facility complies with the applicable air quality regulations. 49-00036: Anthracite Industries, Inc. (610 Anthracite Road, Sunbury, PA 17801) to issue a renewal State Only (Synthetic Minor) Operating Permit for their Sunbury facility located in Upper Augusta Township, Northumberland County. The facility is currently operating under State Only Operating Permit 49-00036. The facility's main sources include one 12 MMBtu/hr natural-gas fired rotary dryer, two natural-gas fired dryers (with a total combined heat input of 8.4 MMBtu/hr), and various carbon (coal/coke/graphite) product processing equipment, which are controlled by baghouses. The facility has potential emissions of 5.37 tons in any 12 consecutive month period (tpy) of carbon monoxide, 6.68 tpy of nitrogen oxides, 1.07 tpy of sulfur oxides, 3.06 tpy of volatile organic compounds, 95.4 tpy of particulate matter less than 10 microns in size, 93.7 tpy of particulate matter less than 2.5 microns in size, and 8,023 tpy of greenhouse gases (i.e. carbon dioxide equivalent). Revisions include removing the 4,500-hour annual operation limitation for some sources determined to be of minor significance through the Request for Determination process. The emission limits, throughput limitations and work practice standards along with testing, monitoring, record keeping, and reporting requirements have been included in the operating permit to ensure the facility complies with all applicable Federal and State air quality regulations. These operating permit conditions have been derived from the applicable requirements of 25 Pa. Code Chapters 121—145. The facility is currently operating under State Only Operating Permit 53-00014. The facility's main sources include one (1) vapor degreaser and three (3) electric sintering furnaces. The facility has taken synthetic minor restrictions to limit its volatile organic compounds, single hazardous air pollutant and total combined hazardous air pollutants emissions below the major emission thresholds. With synthetic minor restriction, the facility has potential emissions of less than 10 tons per year of volatile organic compounds including hazardous air pollutant, and less than 25 tons per year of total hazardous air pollutants (HAPs). No emission or equipment changes are being proposed by this action other than removal of one vapor degreaser from the renewal permit due to inactivation of the source. This facility is subject to the requirements of 40 CFR Part 63, Subpart T—National Emission Standards for Halogenated Solvent Cleaning, Sections 63.460—63.471. The permittee shall comply with all applicable requirements of 40 CFR Sections 63.460—63.471. The facility's primary emission sources include the scrap cutting of large objects under a metal hood that is controlled by a baghouse and yard cutting of smaller carbon steel (with minimal amounts of nickel and chrome) and aluminum scrap. Particulate emissions from the exhaust of the baghouse are estimated at 0.029 TPY.  Written comments or objections related to a mining permit application should contain the name, address and telephone number of persons submitting comments or objections; application number; and a statement of sufficient detail to inform the Department on the basis of comment or objection and relevant facts upon which it is based.

CONTROL ACT, SECTION 401

 The following permit applications, requests for Environmental Assessment approval and requests for 401 Water Quality Certification have been received by the Department of Environmental Protection.  To construct and maintain the following water obstructions and encroachments associated with proposed improvements to an existing commercial agricultural operation located on Turkey Farm Road:

 1) To remove an existing culvert structure and to construct and maintain a stream crossing of the Upper Little Swatara Creek (CWF, MF) consisting of two (2) 32-foot long, 48-inch diameter reinforced concrete culverts, riprap apron, and having an invert depressed by 1-ft below the existing streambed elevation. This activity will permanently impact 0.038 acre of PFO Wetlands.

 2) To construct a wetland crossing consisting of a 30-foot wide gravel access road. This activity will permanently impact 0.057 acre of PEM/PFO Wetlands.

 This project will provide 0.1 acre of wetland mitigation.

The project is located at 527 Buck Hollow Road (Latitude: 40.2230°N; Longitude: 75.8734°W) in Robeson Township, Berks County. Wetland impacts are deminimus and replacement is not required.

E3103119-001. PennDOT Engineering District 9-0, 1620 N. Juniata Street, Hollidaysburg, PA 16648 in Tell Township, Huntingdon County, ACOE Baltimore District.

 To remove existing structure and to install and maintain (1) 31-foot 1.25-inch × 24-foot bridge over Tuscarora Creek (CWF, MF) with riprap scour protection, (2) rehabilitate and extend two (2) existing 36-inch diameter culverts with cure-in-place slip-lining to 44-feet. The project proposes to permanently impact 112 linear feet of stream channel and temporarily impact 163 linear feet of Tuscarora Creek. There will be 74 linear feet of permanent impacts and 82 linear feet of temporary impacts to unnamed tributary to Tuscarora Creek. There will be 0.007 ac of permanent and 0.003 ac of temporary wetland (PEM) impacts. This is all for the purpose of improving transportation safety and roadway standards. The project is located in Tell Township, Huntingdon County (40.2297°, -77.7701°).

 1. Remove the existing stream enclosure/storm drain on an Unnamed Tributary (UNT) to Robinson Run (WWF) approximately 510` long.

 2. Reconstruct and maintain approximately 510` of new channel in the place of the stream enclosure/storm drain conveying the UNT.

 3. Reconstruct and maintain an additional 170` of existing open channel conveying the UNT.

 The purpose of the project is to reduce flooding along SR 0980 by daylighting and reconstructing a UNT to Robinson Run. Natural channel design is proposed and includes the use of woody debris and step pools. Floodplain benches are proposed on both sides of the channel.

 The project site is located along SR 0980 (South McDonald Street) (Canonsburg, PA USGS topographic quadrangle; N: 40°, 21`, 51"; W: -80°, 14`, 6"; Sub-basin 20F; USACE Pittsburgh District), in McDonald Borough and Cecil Township, Washington County.

 To remove the existing structure and to install and maintain an 18.0-foot × 5.5.0-foot pre-cast, reinforced concrete box culvert carrying SR 2007 over Mill Creek approximately 0.8 mile north of Interstate 80. The project will result in a permanent impact of 0.22 acre of PEM/PSS wetland and a temporary impact of 0.08 acre of PEM/PSS wetland. The applicant proposes debiting credits from an existing wetland bank as mitigation for the project impacts.

ENVIRONMENTAL ASSESSMENTS

EA0209-002. Pennsylvania Department of Environmental Protection, Bureau of Abandoned Mine Reclamation, Cambria Office, 286 Industrial Park Road, Ebensburg, PA 15931. Gladden Acid Mine Drainage (AMD) Treatment Plant in South Fayette Township, Allegheny County, ACOE Pittsburgh District.

 In accordance to Restoration Waiver No. 16 under 25 Pa. Code § 105.12(a)(16), Non-Reporting Activity Number 20(a), the applicant, South Fayette Conservation Group, proposes to permanently impact a wetland in order to construct and operate the proposed Gladden AMD Treatment Plant. An existing 0.12 acre wetland drains to Millers Run (WWF), a tributary to Chartiers Creek (WWF); the entire 0.12 acre wetland will be impacted. Permanent impacts to the wetland are being proposed for the purpose of constructing and operating the Gladden AMD Treatment Plant. The plant has maximum treatment capacity of approximately 2.2 million gallons per day (MGD) of treated AMD discharging into Millers Run (WWF), which is a tributary to Chartiers Creek (WWF). The effluent iron concentration range of the treated AMD from the plant will be between 1.0 mg/L to 2.0 mg/L and is not expected to exceed 3.0 mg/L under normal operating conditions. The plant will be located in South Fayette Township at 151 Parks Road, Cuddy, PA. Currently, Millers Run routinely has an iron concentration of 0.2 mg/L. The iron concentration of Millers Run increases up over 19 mg/L due to the negative impacts of the Gladden AMD discharge. Non-Reporting Activity Number 20(a) Restoration Waiver No. 16 is applicable to AMD that exceeds 7.0 mg/L. Once the plant is operating at an average design capacity of 1.1 MGD of treated AMD, the historic heavily polluting Gladden AMD discharge will be eliminated. Therefore, the 0.12 acre of permanent wetland impact will support the elimination of the Gladden Discharge and rehabilitation of approximately four miles of Millers Run (WWF) and three miles of Chartiers Creek (WWF). In all, a total of seven miles of warm water fishery streams that are currently impaired by AMD will be restored with the cumulative 0.12 acre of permanent wetland impact. Additionally, the outfall discharge of the Gladden AMD Treatment Plant that would routinely be permitted as a single General Permit No. 4 (GP-4) is also included within the EA 0209-002 permit application.
