14-00002S: Graymont (PA), Inc. (375 Graymont Rd., Bellefonte, PA 16823) was issued an extension on May 27, 2021, to allow for continued usage of natural gas for operation of the rotary lime kilns No. 6 and 7 at their Pleasant Gap plant in Spring Township, Centre County, pending issuance of an operating permit for the modified sources. The extension is valid for 180 days. This plan approval authorization also contains the NOx and CO PAL requirements which will remain in effect for the facility.

11-00356: Equitrans, LP (2200 Rice Drive, Canonsburg, PA 15317-1001). On May 24, 2021, the Department of Environmental Protection issued a renewed Title V operating permit for the continued operation of a natural gas compressor station located in Jackson Township, Cambria County. This facility is subject to the applicable requirements of 25 Pa. Code Chapters 121—145 and 40 CFR Part 63 Subpart ZZZZ. The Title V operating permit includes emission restrictions, monitoring, recordkeeping, reporting, and work practice standards requirements for the site.

43-00310: NLMK Pa Corporation Farrell Plant (15 Roemer Boulevard, Farrell, PA 16121). On May 20, 2021 the Department issued the Title V Permit renewal for the operation to convert slabs to coils in hot and cold rolled processes in Farrell City, Mercer County. The primary sources at the facility include two natural gas steam boilers, three slab reheat furnaces, a 60 inch hot strip mill, # 2 shot blast, # 7 pickle line, # 4 tandem mill, # 21 and # 22 annealing furnaces, # 26, # 27, # 28 and # 35 temper mills, # 2 shear, # 26 slitter, # 1 tension leveler, # 3 shotblast and rotoblast, miscellaneous combustion sources, slab cutting torch, emergency diesel engine for the fire pump, emergency generators for the IT building and # 7 pickle line, degreasers, four natural gas emergency generators, and fugitive emissions from the facility. The sources are part of two cold rolling lines and a hot rolling line. The # 27 temper mill and the # 4 tandem mill are each controlled by an oil mist collector. The # 2 and # 3 shotblast units are each controlled by a dust collector. The # 7 pickle line is controlled by a scrubber. The facility is a major facility due to its potential to emit Oxides of Nitrogen, Volatile Organic Compounds, and Hazardous Air Pollutants. Actual reported emissions for 2019 were: CO 52.2 TPY; NOx 188.3 TPY; PM10 19.5 TPY; PM2.5 4.8 TPY; SOx 1.0 TPY; VOC 20.0 TPY; and CO2 187,833 TPY. The natural gas emergency engines are subject to 40 CFR Part 60 Subpart JJJJ. Subpart JJJJ is for Stationary Spark Ignition Internal Combustion Engines (SI ICE). The pickle line is subject to National Emission Standards for Hazardous Air Pollutants for Steel Pickling 40 CFR 63 Subpart CCC. The two boilers and annealing furnaces are natural gas fired. They are subject to 40 CFR 63 Subpart DDDDD—NESHAPs for Major Sources: Industrial, Commercial, and Institutional Boilers and Process Heaters. The stationary engines for the emergency diesel generators are subject to 40 CFR 63 Subpart ZZZZ. Subpart ZZZZ is for Stationary Reciprocating Internal Combustion Engines (RICE). The facility is subject to the Title V Operating Permit requirements adopted in 25 Pa. Code Chapter 127, Subchapter G.

This project will result in a total of 216,000 ft3 in net cut within the stream and floodway.

Approximately 2,350 feet of access road with sidewalk and guiderail will be constructed along the northern bank of Sandy Lick Creek in the area of an existing flood control project for the City of DuBois and Sandy Township. There are wetlands within the parcel of the project, however no wetlands will be impacted as part of this project. Tree clearing will be required to construct the access roadway, however no other environmental impacts are anticipated. The proposed bridge will have a span of 90 Ft., a width of 32 Ft., a skew of 90 degrees, an under clearance of 12.16 Ft., and a hydraulic opening of 955 Ft2. R-8 Rip Rap Scour Protection will be utilized along the proposed Concrete Integral Abutments for scour protection. The abutment construction will require a temporary diversion of cofferdams and pumping to de-water the work area. Sandy Lick Creek is classified as a Trout Stocked Fishery by 25 Pa. Code Chapter 93 Water Quality Standards.

Proposed Total Maximum Daily Loads (TMDLs) for a Subwatershed of Carr Run in Crawford County.

 The Department of Environmental Protection will accept comments on the proposed ''TMDLs'' developed for a subwatershed of Carr Run in Crawford County under Section 303(d) of the Clean Water Act. The Pennsylvania Integrated Water Quality Monitoring and Assessment Report included stream segments impaired for aquatic life in the watershed. The impairments addressed by this document were identified as being caused by excessive siltation due to agriculture.

 There currently are no state or Federal in-stream numerical water quality criteria for sediment. Therefore, the Department utilized a reference watershed approach to develop the applicable narrative criteria. The proposed TMDL document sets allowable loading of sediment in the Carr Run Subwatershed. The ''TMDLs'' included allocations for nonpoint sources, reserves for current and future point sources, as well as margin of safety factors. Nonpoint source load allocations were made for cropland, hay/pasture land, and streambank source sectors present in the watershed. Data used in establishing the ''TMDLs'' were primarily generated using a water quality analysis model (Model My Watershed) made available through the Stroud Water Research Center.

 The following table shows the estimated current sediment loadings within the watershed, the prescribed ''TMDL'' values, and % reductions needed under annual average conditions.
