34-05002B: Texas Eastern Transmission/Perulack (3318 Pumping Station Road, East Waterford, PA 17021) on July 21, 2021, for the construction of two (2) new Solar Titan 130, 18,100 HP, natural gas-fired, simple cycle turbines at the Perulack Compressor Station located in Lack Township, Juniata County. These new turbines will replace four (4) of the existing natural gas-fired, turbines (Source IDs 034, 035, 036 and 037). The turbines will be built with SoLoNOx dry low NOx (DLN) technology for the control of NOx and equipped with oxidation catalysts for the control of CO, VOCs and organic hazardous air pollutants (HAPS). The facility is also replacing the current Waukesha 600 bhp emergency generator (Source ID 040) and Leroi 600 bhp emergency generator (Source ID 041) with Waukesha, VGF24GL, 585 bhp and Waukesha, VGF36GL, 880 bhp natural gas, emergency generators. The project will also include the installation of two (2) fuel gas heaters, each rated at 1.154 MMBtu/hr heat input, one (1) 1,880 gallon pipeline liquids tank, one (1) 3,550 gallon oil tank, one (1) 12,690 gallon oily water tank, one (1) truck loading source for pipeline liquids, one (1) truck loading source for used oil, one (1) truck loading source for oily water and five (5) separator vessels (two (2) 33 gallon vessels, (2) 83 gallon vessels and one (1) 185 gallon vessel) associated with the blowdown separators.

06-05034A: Texas Eastern Transmission/Bechtelsville (467 Forgedale Road, Barto, PA 19504) on July 22, 2021, for the construction of two (2) new natural gas-fired simple cycle turbines at the Bechtelsville Compressor Station located in Washington Township, Berks County. These new turbines will replace four (4) turbines. The turbines will be built with SoLoNOx dry low NOx (DLN) technology for the control of NOx and equipped with oxidation catalysts for the control of CO, VOCs and organic hazardous air pollutants (HAPS). The facility is also replacing the current Leroi emergency generator (Source ID 105) with a Waukesha VGF24GL 585 bhp, natural gas, emergency generator. The project will also include the installation of five (5) natural gas fired heaters (one (1) 0.050 MMBtu/hr heat input unit, two (2) 0.105 MMBtu/hr heat input units and two (2) 1.154 MMBtu/hr heat input units), five (5) separator vessels (two (2) 83-gallon separator vessels, two (2) 33-gallon separator vessels, and one (1) 185-gallon vessel), one (1) 1,880 gallon pipeline liquids tank, one (1) 3,550 gallon oil tank and one (1) 12,690 gallon oily water tank.

36-001GCA: Transcontinental Gas Pipeline Company, LLC (2800 Post Oak Blvd, Suite 900, Houston, Texas 77056-6147) on July 14, 2021 to allow transfer and use of 86 tons of nitrogen oxide (NOx) Emission Reduction Credits (ERCs) to offset emissions and satisfy requirements specified by the Federal Energy Regulatory Commission's (FERC) General Conformity Determination in Lancaster County.

The plan approval was extended.

67-05014C: York Group Inc. (2880 Black Bridge Road, York, PA 17406-9703) on July 21, 2021, for the approval of a Reasonably Available Control Technology 2 (RACT 2) plan for the Sources 200, 205, 220, 225, 230, 240, 260, 270, 280, 290, and 295, spray coating booths, at the casket manufacturing facility located in Manchester Township, York County. The plan approval authorizes removal of the existing VOC control system and replacement of it with a dual train regenerative thermal oxidizer control system, with each train preceded by a cartridge collector. The new system will control VOC emissions from Sources 220, 225, 230, 240, 260, and 295. The plan approval also addresses modification of the facility's RACT 1 requirements to reflect the modified control arrangements. The plan approval also adds a RACT compliance schedule for the facility, adds a 60.06 tpy emission cap to the sources in Group 003, and makes various minor administrative changes to the existing sources/requirements. The plan approval was extended.

21-05028C: Fry Communications, Inc., Building 3 (800 W. Church Rd., Mechanicsburg, PA 17055) on July 22, 2021, for the installation of a new 75" Manroland Lithoman IV 4-80 745 lithographic printing press at the Building 3 printing facility located in Mechanicsburg Borough, Cumberland County. The printing press includes an integral dryer and afterburner for the control of VOC emissions. The plan approval was extended.

On July 27, 2021, the Department issued a Synthetic Minor Operating Permit renewal for the operation of the facility's air contamination sources consisting of two limestone processing plants with a maximum production rate of 800 tons per hour, a parts washer, and a 37 hp emergency generator. The facility will be limited to 3,560,000 tons/year of throughput and 4,450 hours/year of operation. The proposed operating permit includes conditions relating to applicable emission restrictions, testing, monitoring, recordkeeping, reporting, and work practice standards requirements for each unit located at the facility in Springhill Township, Fayette County.

26-00547: Pureon, Inc. (1101 Mountain View Drive, Smithfield, PA 15478). On July 21, 2021, the Department issued the renewal of the State Only operating permit for steel tube manufacturing facility located in Georges Township, Fayette County. The sources at the facility include a digester system controlled by a flare and an acid wash process controlled by a wet scrubber. The facility is a Natural Minor. The potential emissions from the facility are as follows: 0.5 tpy VOC; 1.3 tpy CO; 25 tpy NOx; 0.04 tpy HCl; and 0.13 tpy HNO3. The permit contains emission restrictions, recordkeeping, work practice, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act. 30-00094: Texas Eastern Transmission, L.P., Waynesburg Compressor Station (5400 Westheimer Ct., Houston, TX 77056-5353), on July 21, 2021, the Department issued the renewal State-Only Operating Permit of a natural gas transmission facility located in Waynesburg Borough, Greene County. Permitted air contamination sources include a natural gas-fired compressor turbine, two emergency generators, a parts washer, and various fugitive emission sources. The facility is Natural Minor for permitting purposes. In this renewal, two emergency generators and a parts washer are added as permitted sources. As sources of fugitive emissions, storage tanks/vessels, venting/blowdown operations, and components at the facility are added as permitted sources for emissions inventory purposes. Monthly Audio, Visual & Olfactory inspections are also added as permit requirements for components that emit fugitive emissions. Implementation of a subsequent testing requirement is revised. Source test submittals for performance stack test are updated based on Source Testing Section's latest instructions. A previously permitted small emergency generator no longer onsite is removed from the permit.

65-00830: Menasha Packaging Company, LLC (567 Waltz Mill Rd., Ruffs Dale, PA 15679) On July 26, 2021, the Department issued a renewal Air Quality Natural Minor State Only Operating Permit for the operation of the Menasha Yukon Plant in Sewickley Township, Westmoreland County.

 Air contamination sources at this facility include a 20.92 MMBtu/hr, natural gas-fired Cleaver Brooks model # CB 200-500 boiler used to provide process steam for the corrugation process, fugitive VOC emissions from Ink Mixing/Printing, fugitive VOC emissions from Adhesive Usage, eight (8) natural gas-fired space heaters with a total heat input rating of 8.205 MMBtu/hr, a parts washer, and two (2) emergency generator engines used for emergency lighting. The facility is subject to the applicable requirements of Pa. Code Title 25, Article III, Chapters 121 through 145. The final renewal operating permit includes conditions incorporating requirements for applicable emissions limitations, monitoring, work practice standards, reporting, and recordkeeping.

Permit No. 17041301 and NPDES Permit No. PA0235628 and GP12-17041301-R12. Rosebud Mining Company, 301 Market Street, Kittanning, PA 16201, to renew the permit and related NPDES permit which includes the renewal of Air Quality GPA/GP12 Authorization for Penfield Mine in Huston Township, Clearfield County. Approval is authorized under General Permit BAQ-GPA/GP12 and is required to meet all applicable limitations, terms, and conditions of authorization GP12-17041301-R12. No additional discharges. The application was considered administratively complete on February 12, 2020. Application received: January 13, 2020. Permit issued: May 25, 2021.

 To replace and relocate a crossing on Goose Town Road over UNT French Lick Creek. The stream involved is an unnamed tributary to French Lick Run (HQ-CWF, MF, Wild Trout) which presently passes through a 48" steel residential driveway culvert. It then flows along a steep bank in front of the residence and then through a 24" culvert under Goose Town Road before discharging into French Lick Run. The configuration is problematic and has a history of washout and overtopping. The selected solution is to install a new crossing under Goose Town Road just upstream of the driveway culvert. One hundred lineal feet of 71" x 103" CMPA will be installed to convey the flow directly into French Lick Run. The proposed outlet is on an outside bend that is experiencing significant erosion that could ultimately impact the road. Approximately 75 feet of stream bank will be stabilized with riprap in addition to the culvert outlet protection. The proposed structure will be depressed 12".

 A PNDI search determined no known impacts. A wetland delineation determined no wetlands at the project site.

East 300 Upgrade Project, in Clifford Township, Susquehanna County, U.S. Army Corps of Engineers, Baltimore District. The proposed project is located at 124 Tennessee Gas Road (Latitude: 41.7119°; Longitude: -75.5996°).

 On June 30, 2020, Applicant filed an application with the Federal Energy Regulatory Commission (FERC) under Section 7 of the Natural Gas Act (15 U.S.C.A. § 717f) seeking a certificate of public convenience and necessity to construct and operate its Project (FERC Docket No. CP20-493-000). The FERC Environmental Assessment for the Project, which was issued on February 2, 2021, may be viewed on FERC's website at www.ferc.gov (search eLibrary; Docket Search; CP20-493-000).

 September 30, 2020, Applicant requested a state water quality certification (SWQC) from the Pennsylvania Department of Environmental Protection (PADEP), as required by Section 401 of the Clean Water Act (33 U.S.C.A. § 1341), to ensure that the construction, operation and maintenance of the Project will protect water quality in Pennsylvania consistent with the requirements of State law and the Clean Water Act.

 Project activities in Pennsylvania consist of the modification to existing Compressor Station 321 in Susquehanna County. An existing building will be expanded to accommodate a new compressor unit and auxiliary facilities. The proposed modifications require installation of underground piping and modifications to the existing stormwater management system. The Project will require approximately 27 acres of earth disturbance and impacts to approximately 0.008 acre of an isolated PEM wetland.

 PADEP published notice of its proposed SWQC in the Pennsylvania Bulletin on March 13, 2021 (51 Pa.B. 1353) and received no comments from the public.

 PADEP certifies that the construction, operation and maintenance of the Project complies with the applicable provisions of sections 301—303, 306 and 307 of the Federal Clean Water Act (33 U.S.C.A. §§ 1311—1313, 1316 and 1317). The PADEP further certifies that the construction, operation and maintenance of the Project complies with Pennsylvania water quality standards and that the construction, operation and maintenance of the Project will maintain and protect applicable Commonwealth water quality standards provided that the construction, operation and maintenance of the project complies with the following PADEP water quality permitting programs, criteria and conditions established pursuant to Pennsylvania law:

 1. Discharge of Hydrostatic Test Water—Applicant shall obtain and comply with a National Pollutant Discharge Elimination System (NPDES) permit(s) for the discharge of water from the hydrostatic testing of the pipeline associated with the Project pursuant to Pennsylvania's Clean Streams Law (35 P.S. §§ 691.1—691.1001), 25 Pa. Code Chapter 92a (relating to NPDES permitting, monitoring and compliance), and all other applicable regulations.

 2. Erosion and Sediment Control and Stormwater Management—All projects proposing earth disturbance must implement best management practices (BMPs) to protect and maintain water quality pursuant to Pennsylvania's Clean Streams Law (35 P.S. §§ 691.1—691.1001) and Storm Water Management Act (32 P.S. §§ 680.1—680.17), 25 Pa. Code Chapter 102 (relating to erosion and sediment control), and all other applicable regulations. Applicant shall obtain and comply with an Erosion and Sediment Control Permit(s) for earth disturbance associated with the Project as provided in 25 Pa. Code § 102.5.

 3. Water Obstruction and Encroachment Permits—Applicant shall obtain and comply with a Water Obstruction and Encroachment Permit(s) for the construction, operation and maintenance of all stream and wetland crossings associated with the Project pursuant to Pennsylvania's Clean Streams Law, Dam Safety and Encroachments Act (32 P.S. §§ 693.1—693.27), and Flood Plain Management Act (32 P.S. §§ 679.101—679.601), 25 Pa. Code Chapter 105 (relating to dam safety and waterway management), 25 Pa. Code Chapter 106 (relating to floodplain management), and all other applicable regulations.

 4. Other Water Quality Requirements—Applicant shall obtain any other permits, authorizations or approvals required to construct, operate, and maintain the Project from any interstate or international agency as required by an interstate compact or international agreement that has established water quality standards applicable to surface waters of this Commonwealth, including wetlands.

 5. Water Quality Monitoring—PADEP retains the right to specify additional studies or monitoring to ensure that water quality in the receiving waters associated with the Project is not adversely impacted by any operational and construction process that may be employed by Applicant.

 6. Operation—At all times, Applicant shall properly operate and maintain all Project facilities and systems of treatment and control (and related appurtenances) installed to achieve compliance with the terms and conditions of this SWQC and all required permits, authorizations and approvals. Proper operation and maintenance includes adequate laboratory controls, appropriate quality assurance procedures, and the operation of backup or auxiliary facilities or similar systems installed by Applicant.

 7. Inspection—The Project, including all relevant records, are subject to inspection at reasonable hours and intervals by an authorized representative of PADEP or the delegated County Conservation District to determine compliance with this SWQC, including all permits, authorizations or approvals issued to ensure the project shall maintain and protect state water quality standards as required by this SWQC. Applicant shall provide a copy of this SWQC to an authorized representative conducting an inspection of the Project.

 8. Transfer of Projects—If Applicant intends to transfer any legal or equitable interest in the Project or any portion(s) thereof, Applicant shall provide a copy of this SWQC and copies of any permits, authorizations or approvals obtained to comply with the SWQC upon the prospective transferee of the legal and equitable interest at least thirty (30) days prior to the contemplated transfer and shall simultaneously inform the appropriate PADEP Office of such intent. Notice to PADEP shall include a transfer agreement signed by the existing and new owners containing a specific date for transfer of responsibility, coverage, and liability under the SWQC and any permits, authorizations and approvals obtained to comply with the SWQC. The new owner shall submit to PADEP a new application form for the SWQC and any permits, authorizations and approvals required to comply with the SWQC signed by the new owner.

 9. Correspondence—All correspondence with and submittals to PADEP concerning this SWQC shall be addressed to the Department of Environmental Protection, Regional Permit Coordination Office, Domenic Rocco, PE, Director, 400 Market Street, Harrisburg, PA 17101, RA-EPREGIONALPERMIT@pa.gov.

 10. Reservation of Rights—PADEP may modify, suspend or revoke this SWQC if (i) PADEP becomes aware of new facts about the Project that warrant such action; or (ii) PADEP determines that Applicant has not complied with the terms and conditions of this SWQC. PADEP may require additional measures to achieve compliance with any applicable law or regulation.

 11. Other Laws—Nothing in this SWQC shall be construed to preclude the institution of any legal action or to relieve Applicant from any responsibilities, liabilities, or penalties established pursuant to any applicable law or regulation.

 12. Severability—The provisions of this SWQC are severable and should any provision of this SWQC be declared invalid or unenforceable, the remainder of the SWQC shall not be affected thereby.
