Pennsylvania Compensation Rating Bureau; Rule Filing

[Saturday, September 17, 2022]On August 30, 2022, the Insurance Department (Department) received a rule filing from the Pennsylvania Compensation Rating Bureau (Bureau) affecting telecommuter employees effective April 1, 2023.
Bureau filing No. 334 proposes the creation of a new and separate classification for telecommuting clerical employees (Code 822, Telecommuting Clerical Employees) that work from home, away from any location of their employer, doing office clerical work. The new classification is proposed for all Commonwealth employers other than those classified to a classification that is designated ''All Employees Including Office.'' If approved, clerical workers who interchange between telecommuting and performing clerical work at their employer's location will be classified to Code 822 when more than 50% of their time is spent telecommuting, and to Code 953, Office when 50% or less of their time is spent telecommuting.
The proposed loss cost for Code 822, Telecommuting Clerical Employees is the same as the lost cost for Code 953, Office.
