Findings

 Under section 2002 of The Administrative Code of 1929 (71 P.S. § 512) establishing the Department of Transportation (Department), the Director of the Bureau of Design and Delivery, as delegated by the Secretary of Transportation, makes the following written findings:

 The Department is planning the projects listed as follows. Environmental and Section 4(f) Documentation have been developed for the following identified projects to evaluate the potential environmental impacts caused by these projects. The Section 4(f) documents also serve as the Section 2002 Evaluation. The approved documents are available in the CE/EA Expert System at http://www.dotdom2.state.pa.us/ceea/ceeamain.nsf. The environmental, economic, social and other effects of the proposed projects have been considered. Based upon studies, there is no feasible and prudent alternative to the use of the Section 2002 resources for the proposed identified projects, and all reasonable steps have been taken to minimize the effects.

• SR 4004, Section 670—Clinton Township, Wayne County.

Project Description: The project is the replacement of the existing stacked stone and pipe culvert that carries White Oak Pond Drive (SR 4004) over the White Oak Pond Dam Outlet.

Environmental Documents: ED 1b Evaluation approved on April 7, 2022, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on March 16, 2022.

Proposed Use of Section 4(f)/2002 Resource: Approximately 0.063-acre of right-of-way (ROW) will be required from the 225-acre White Oak Pond Dam and Reservoir, which was determined to be eligible for listing on the National Register of Historic Places (NRHP).

• SR 4040, Section 01B—Upper Tulpehocken Township, Berks County.

Project Description: The project is the replacement of the existing structure that carries Old Route 22 (SR 4040) bridge over Northkill Creek.

Environmental Documents: CE 1b Evaluation approved on June 6, 2022, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on May 17, 2022.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.103-acre of ROW will be required from the Seyfert Mill, which is listed on the NRHP.

• SR 2006, Section 01B—Williams Township, Northampton County.

Project Description: The project is the replacement of the existing bridge that carries Raubsville Road (SR 2006) over an unnamed tributary to Frya Run.

Environmental Documents: CE 1b Evaluation approved on June 13, 2022, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved March 31, 2022.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.47-acre ROW will be required from the Stout-Liedich Farm, which was determined to be eligible for listing on the NRHP.

• SR 0724, Section IDA—North Coventry Township, Chester County.

Project Description: The project is the replacement of the bridge that carries West Schuylkill Road (SR 0724) over Eckers Creek.

Environmental Documents: CE BRPA Evaluation approved on June 1, 2022, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on May 25, 2022.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.044-acre of ROW will be required from the Laurel Locks Farm, which was determined to be eligible for listing on the NRHP.

• SR 0376, Section A62—City of Pittsburgh, Allegheny County.

Project Description: The project is the replacement of the Commercial Street Bridge that carries SR 0376.

Environmental Documents: CE 2 Evaluation approved on May 17, 2022, and a Nationwide/Programmatic Section 4(f) Evaluation for Projects that Necessitate the Use of Historic Bridges approved on April 27, 2022.

Proposed Use of Section 4(f)/2002 Resources: The existing Commercial Street Bridge was determined to be eligible for listing on the NRHP. The Commercial Street Bridge is also a contributing element to the Penn-Lincoln Parkway East, which was determined to be eligible for listing on the NRHP.

• SR 3034, Section A15—Upper Saint Clair Township and Bridgeville Borough, Allegheny County.

Project Description: The project is the remediation of several slides along Chartiers Street (SR 3034).

Environmental Documents: CE 1b Evaluation approved on May 26, 2022, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved on May 25, 2022.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.069-acre of ROW, 0.423-acre of slope easement and 0.004-acre of drainage easement will be required from the 46.1-acres Chartiers Park, which qualifies as a Section 4(f)/2002 resource.

• SR 1060, Section A20—Bell Township, Westmoreland County and Kiskiminetas Township, Armstrong County.

Project Description: The project is the replacement of Salina Bridge, which carries Bridge Street (SR 1060) over the Kiskiminetas River and Norfolk Southern Railroad.

Environmental Documents: CE 2 Reevaluation approved on May 6, 2022, and a Nationwide/Programmatic Section 4(f) Evaluation for Projects that Necessitate the Use of Historic Bridges approved on December 28, 2020.

Proposed Use of Section 4(f)/2002 Resources: The Salina Bridge was determined to be eligible for listing on the NRHP.
